This classroom action research aimed to describe the improvement of students' learning outcomes in the Negara Kesatuan Republik Indonesia (NKRI) element through the implementation of the Problem Based Learning (PBL) model in Grade V of SDN 06 Padang Besi, Padang City. This study was motivated by the low learning outcomes of students, as indicated by the lack of contextual problem-based stimuli, low self-confidence in expressing opinions due to limited opportunities for discussion, difficulties in answering contextual questions, and inadequate critical thinking skills in solving problems. This study employed both qualitative and quantitative approaches using the Classroom Action Research (CAR) design, which was conducted in two cycles consisting of the stages of planning, implementation, observation, and reflection. The research subjects consisted of the classroom teacher as the observer, the researcher as the practitioner, and 23 fifth-grade students (13 boys and 10 girls) of SDN 06 Padang Besi during the second semester of the 2025/2026 academic year. Data were collected through test and non-test techniques, including observations of the Learning Implementation Module (RPPM), teacher activities, and student activities. The data were analyzed descriptively using percentages and qualification criteria. The findings showed that the quality of the Learning Implementation Module (RPPM) improved from 89.28% in Cycle I to 96.42% in Cycle II. Teacher and student activities also increased from 85.72% to 92.85%. In addition, students' learning outcomes improved across all three assessed aspects. Learning outcomes in the attitude aspect increased from 71.60% in Cycle I to 85.60% in Cycle II. The mastery percentage in the knowledge aspect increased from 73.92% to 91.30%, while learning outcomes in the skills aspect improved from 74.46% to 88.59%, indicating that the learning outcomes had met the minimum classical mastery criterion of 85%. These findings indicate that the implementation of the Problem Based Learning (PBL) model was effective in improving students' learning outcomes in the NKRI element in Grade V of SDN 06 Padang Besi, Padang City.
