Abstract

The problem of homelessness and begging in Pekanbaru requires an adaptive approach to address the ever-changing social dynamics. This study explores the application of Agile Leadership as a strategy to increase the effectiveness of social interventions in addressing homelessness and begging. The method used is the Systematic Literature Review (SLR) method. Furthermore, data obtained from the literature selection results were then analyzed using a descriptive approach to explore the application of Agile Leadership in the context of addressing neglected children in urban areas. The research findings indicate that Agile Leadership allows for faster policy adjustments based on field feedback and social conditions. Collaboration between the government and local communities has been shown to increase program effectiveness, while a data-driven approach supports more accurate decision-making. The implications of this study indicate that with adaptive and collaborative strategies, the city government can create more effective and sustainable interventions in addressing the problem of neglected children. This research contributes to the understanding of the application of adaptive leadership in urban governance and can serve as a reference for other cities facing similar challenges.

Abstract

Abstract

Crude palm oil (CPO) is a strategic commodity with significant export potential for Indonesia. This study aims to analyze (1) the structure of the Indonesian CPO market in the global market, (2) comparative advantages, and (3) competitive advantages over Malaysia in relation to major export destination countries. The research used a literature study method with secondary data during the period 2014–2023 on five major export destination countries, namely India, the Netherlands, Italy, Spain, and China. Data analysis includes market share and concentration ratio methods (market structure), RCA, RSCA and TSI (comparative advantage), as well as ECI, CMSA, and EPD (competitive advantage). The results of the study show that the CPO market structure is a tight oligopoly with a CR5 value of 82.50% in Indonesia and 85.46% in Malaysia, and an HHI of 4,421.88 and 3,802.53, respectively. Indonesia and Malaysia have high comparative advantages (RCA>1; RSCA>0), and Indonesia consistently ranks as a net exporter (TSI=0.9996). Indonesia's competitive advantage remains limited because not all destination countries have an ECI value > 1, with CMSA performance that is relatively lower than Malaysia's. Based on the EPD, Indonesia's export position is in the lost opportunity category (India, China) and retreat category (Netherlands, Italy, Spain), while Malaysia is in the retreat (India and the Netherlands) and lost opportunity quadrant (Italy, Spain, and China).

Abstract

Development of social welfare in Indonesia can be improved through the establishment of cooperatives, which is in accordance with the mandate of the state constitution. For cooperatives to be successful, professional and effective management is required, which includes the principles of good governance, transparency and accountability. This is important to ensure that all members have access to relevant and accurate information and are responsible for financial management and reporting. The application of these principles also aims to improve cooperative performance and build positive relationships with all stakeholders. Improvements are needed in managing human resources and conducting management to increase professionalism and performance. Although some cooperative principles are often overlooked, especially in terms of accountability, their emphasis on human resource development and good leadership can help overcome these obstacles and achieve shared goals. The success of cooperatives depends on the application of the principles of cooperation, participation, empowerment, openness and poverty, as well as continuous improvement in human resource management.
