Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan evaluasi kebijakan pengelolaan Sarana dan prasarana sampah pada pasar milik Pemerintah Kota Pekanbaru, tipe penelitian yang digunakan adalah penelitian deskriptif dengan metode kualitatif. Teknik pengumpulan data dalam penelitian ini adalah dengan menggunakan wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian yang menggunakan teori Input (Masukan), Output (Keluaran), Outcome (Hasil), Benefit (Manfaat), Impact (Dampak), belum terlaksana secara maksimal dikarenakan Dinas Perdagangan dan Perindustrian Kota Pekanbaru di bidang pengelolaan sampah dalam menyediakan Sarana dan Prasarana di pasar milik Pemerintah Kota Pekanbaru belum terpenuhi secara keseluruhan. Oleh sebab itu mesti adanya ketersediaan buruh angkut sampah yang maksimal, kendaraan pengangkut sampah yang memadai, Tempat Pembuangan Sementara (TPS) permanen dan tidak permanen yang sesuai ukuran, kesadaran pedagang menjaga fasilitas sampah seperti gerobak sampah, tempat sampah dan lain sebagainnya, serta kesadaran untuk membuang sampah tepat waktu dan pada fasilitas sampah yang telah disediakan

Abstract

ABSTRAK Penelitian ini berujuan untuk mengetahui pelaksanaan pengadaan barang/jasa secara elektronik di Sekretariat Daerah Kabupaten Indragiri Hulu dan faktor penghambatnya. Penelitian ini dilakukan dengan cara melihat proses dari pelaksanaan pengadaan barang/jasa secara elektronik di Sekretariat Daerah Kabupaten Indragiri Hulu dengan menggunakan beberapa indikator yaitu komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Penelitian ini berlokasi di Kabupaten Indragiri Hulu bertepatan di Pematang Reba yang menggunakan tipe penelitian deskriptif dengan metode kuantitatif serta jenis dan sumber data yang digunakan peneliti yaitu data primer dan data sekunder. Pada pelaksanaannya peneliti melakukan analisa data dengan menggunakan kuantitaif deskrriptif yang mana peneliti menggambarkan keadaan yang ada dilapangan selanjutnya data yang didapat dikumpulkan dan diklarifikasi melalui kuisioner menurut jenisnya dan diuraikan kemudian diberi pembahasan. Dari hasil penelitian yang telah dilakukan peneliti menilai dan menyimpulkan bahwa mengenai pelaksanaan pengadaan barang/jasa secara elektronik di Sekretariat Daerah Kabupaten Indargiri Hulu dikatakan cukup terimplementasi, rekomendasi yang perlu dipertimbangkan terutama berkaitan dengan pembagian tugas yang jelas dan harus ditata kembali agar tidak ada rangkap jabatan serta melakukan evaluasi secara detail untuk melihat apakah proses pengadaan sudah dilakukan sesuai dengan peraturan dan SOP yang berlaku. Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis Pelayanan Publik Pada Unit Pelaksana Teknis Dinas Kependudukan dan Pencatatan Sipil Kecamatan Pinggir Kabupaten Bengkalis. Indikator penilaian pelayanan publik yang dipergunakan meliputi transparansi, akuntabilitas, kondisional, partisipatif dan kesamaan hak. Tipe penelitian ini adalah survey deskriptif kuantitatif, yaitu memperioritaskan daftar kuisioner sebagai alat pengumpulan data. Adapun populasi dan sampel pada penelitian ini yaitu berjumlah 44 orang. Jenis dan teknik pengumpulan data yang digunakan terdiri dari, data primer dikumpulkan dengan menggunakan teknik daftar kuisioner dan wawancara serta teknik observasi. Sementara teknik analisa data yang dipergunakan adalah dengan menggunakan alat bantu tabel frekuensi. Berdasarkan teknik analisis ini peneliti menilai dan menyimpulkan bahwa Analisis Pelayanan Publik Pada Unit Pelaksana Teknis Dinas Kependudukan dan Pencatatan Sipil Kecamatan Pinggir Kabupaten Bengkalis (Studi Pelayanan Kartu Keluarga dan E-KTP) dikategorikan cukup baik.

Abstract

Apparatus State Civil Servants as a key element of human resources of the state apparatus have a role in determining the success of govermance and development. The figure employee Apparatus State Civil.which is able to play that role in this research is a Civil Servant who has competence indicated from the discipline that high, good performance and the attitudes and behavior that are full of loyalty and obedience to the state, morals and mentality good, professional, aware of its responsibilities as a public servant as well as capable of being the glue of national unity. This study aims to identify and analyze the discipline of work and performance of Civil Servants in the Education and Culture Kampar District and determine the effect of labor discipline on the performance of the Civil Service in the Department of Education and Culture of Kampar District. This type of research is descriptive research with quantitative methods. Respondents in was a Civil Servant in the Department of Education and Culture of Kampar District and key informants in this study consists of the Head of Department, Head of Public and Civil, Head of Basic Education and the Head of the Basic Education Curriculum. Data collected by observation, questionnaires and interviews with key informants. To see the effect of labor discipline on the performance of the Civil Service at the Department of Education and Culture of Kampar District used statistical analysis. Based on the survey results revealed that the discipline of work and performance of Civil Servants in the Education and Culture Kampar District is considered to be good. Analysis with SPSS showed that the Disciplinary Work has a strong connection to the Civil Service Performance. Labor discipline positive effect on performance Civil Servants, so any improvement to the discipline of work, it will be able to improve the performance of Civil Servants in the Education and Culture Kampar District.

Abstract

Micro, small and medium enterprises (SMEs) is a business activity that is able to expand employment and provide economic services to the wider community and can play a role in the process of equalization and improvement, public revenues, boost economic growth, and play a role in realizing national stability. The purpose of this study was to determine and explain how the process of empowerment of micro, small and medium enterprises (SMEs) Rengat by the District Department of Cooperatives and SMEs Indragiri Hulu, and identify any obstacles that occur in the community development micro, small and medium Rengat subdistrict. In this study, using the theory of empowerment by Gina Kartasasmita (Adam) which states that empowerment can be seen from three sides, namely, Pemungkinan is to create an atmosphere or climate that allows the community potential to develop optimally, should be able to rid the society of the boundaries of cultural and structural impeding strengthening is to strengthen the knowledge and ability of the community to solve problems and meet their needs independently, as well as the protection is to protect the public is weak from being oppressed by the powerful and the weak, thereby eliminating all forms of discrimination and domination. The population in this study include the Head of Department of Cooperatives and SMEs, Head of SME, Head of Controlling and Business Development, as well as the Society who follow guidance by the Department of Cooperatives and SMEs Indragiri Hulu. And the entire population were sampled using census techniques. The collection of data from respondents was conducted by distributing questionnaires, and subsequent researchers also melaklukan interview, documentation and observation to determine the outcome of community development micro, small and medium enterprises (SMEs) the District Rengat. After data collection is done, then analyzed by using percentages to determine how many respondents who expressed a good, fairly good, or not good, based on the analysis of the obtained results of the research conducted and concluded that community development micro, small and medium enterprises (SMEs) Rengat by the District Department of Cooperatives and SMEs Indragiri Hulu in the category "Pretty Good" is consistent with the responses and statements of the respondent

Abstract

This research aims to know the level of implementation of democratic leadership style in the seniorhigh school number one Kuantan Mudik by the principple. The democratic leadership style, which is measured by the eight indicators that subordinates are given the opportunity to develop creativity, open nature, giving priority to discussion and together need, take a decision in accordance with the objectives of the Organization, actively participate in the activities of the Organization, developing a regeneration, the expansion of cadre recruitment to subordinate further and became the leader of the future, and look at all the problems can be solved by joint efforts. The type of research that is located on senior high school number one Kuantan Mudik Regency Kuantan singingi is a descriptive survey, where prioritizing a list of questionnaire as a tool of data collection and the data collected with this tool then became the main raw material for analyzing the empirical conditions brought the existence of research purposes at locations that are examined. There are three groups of population and sample of this research. And they are the students are 50 people, 15 people teachers, administrative personnels are 3 people. The sampling technique which used is census techniques for administration personnels of the school. Types and file collection techniques used consisted of, primary data, collected with a questionnaire and interview techniques as well as secondary file collected using the technique of observation. While the file analysis technique used is to use a frequency table tools. Based on this analysis, researchers assess the techniques and concluded that the level of implementation of democratic leadership style in the leadership of the head of senior high school number one Kuantan Mudik is in the interval fulfilled.

Abstract

The Maternity Insurance Program Implementation is a public service program of healt ministry based on material and child health. Altough from its implementation, this program is guarantee of delivery of labor which includes the examination of pregnancy, delievery assistance, postpastrum services including KB (family planning ) services from the newborn service. Until now, the problem of Jampersal Program at Pekan Heran Health Center still has many obstacles funding and availability of facilities and infrastucture which is still lacking. This study aims to analyze the implementation of delivery guarantee program at health center Pekan Heran Rengat Barat district Indragiri hulu regency. This type of research is qualitative using descriptive design. The research subject were Head of UPT Health Center Pekan Heran, Verifiers UPT Health Center Pekan Heran, Head of Management team and implementation of Jampersal health office of Indragiri Hulu regency, Village Midwife and Jampersal Service users, with interview sheet and observasion sheet. Data manager using data triangulation. The resultbof the research shows that data collection, socialization, funding and implementation of Jampersal Program in Health Center Peka Heran of Indragiri Hulu regency is not implemented properly. To all managers and implementers of Jampersal in order to be able to understand the cintents of juknis related Jampersal Program, so that its implementation is not focused on Waiting House Birth / Rumah Tunggu Kelahiran (RTK )

Abstract

This thesis entitled "the implementation of community participation in physical development in the beautiful solar village subdistrict pangkalan kuras district pelalawan" by Sawitri. This thesis aims to find out the implementation of organizing community participation in rural development whether it is running well or not and know the involvement of the community in maintaining the results of development and evaluate of the development program that has been realized and what has not been realized whether the assessment of villagers with the results of development. This problem is discussed based on facts in the field using quantitative research methods and then combined with descriptive qualitative research methods. The results of the research that has been conducted have shown that the participation of the beautiful solar villagers in planning, implementation, utilization, and development evaluation is quite good in its presentation. Public awareness of the importance of village development has been quite maximal. In this study, the inhibiting factor is discussed about the education of rural communities which is still minimal for the level of progress if measured for now. This good participation is also the responsibility and duty of village government and village communities to always strive in promoting and enhancing community participation. It also requires the attention especially the government to motivate, invite and try to increase community participation in physical development of the village.

Abstract

Employees provide good performance for agency progress, while agencies provide motivation, equal opportunity every employee to grow, and provide appropriate remuneration for performance that has been given employees to the agency. Remuneration itself is a reward or remuneration provided by the agency to the workforce as a result of the achievements it has given in order to achieve the purpose of the agency. This sense implies that its existence within an agency organization can not be ignored. Because, will be directly related to the achievement of agency goals. The purpose of this study is to determine the effect of remuneration on employee performance Supervisory and Service Office Customs and Excise Type of Customs B Pekanbaru. The method used is descriptive and quantitative; Samples are Head of Office, Expenditure Treasurer, Head of Internal Compliance Unit and employees of Customs and Excise Supervisory and Service Office of Type B, B Pekanbaru as much as 94 people. Techniques of collecting interview data and data analysis descriptively through quantitative approach. This study concludes that the remuneration of employees with indicator of remuneration given is reasonable or fair, remuneration given fair or balanced and remuneration given enough to Customs Supervisory and Service Office of Type B of Customs B Pekanbaru in good category. Performance of employees with quality, quantity and time indicators in Customs and Excise Supervisory and Service Office of Type B of Customs B Pekanbaru in good category. Based on the results of statistical tests above it can be concluded that remuneration variables significantly affect the performance of employees in the Office of Supervision and Service Customs and Excise Type Customs B Pekanbaru.

Abstract

This research aims to determine the level of the role of Village head of's leadership in the implementation of Village development in sejati subdistricts of rambah hilir rokan hulu regency by the village head. Wherein, the role of leadership is measured by three indicators namely motivator, facilitator and mobilizer. The type of research that is located in Sejati of village subdistricts of Rambah Hilir Rokan Hulu Regency are descriptive survey, which to prioritize the list of the questionnaire as a data collected by the tool is then used as the main raw material for analyzing the empirical conditions of excistence obyectivitas research purposes with locations studied, and by using quantitative research methods. There are three groups of the population and sample in this research that the community totaling 21 people, village officials amounting to 8 people and village councils amounting 5 people. And the overall population and the sample as the sample where the village head is the key informan and sampling technique for village officials and village councils, while purposive sampling techniques to sejati village community. Type and data collection techniques used consist of primary data was collected by using questionnaires and interviews and secondary data was collected using observation. While the data analysis technique used is to use tools frequency table. This analysis technique based researchers assess and conclude that the role of Village head of's leadership in the implementation of Village development in Sejati is in the interval “act in accordance”, with the respondents and observations writer.
