Abstract

This community service program strengthened community participation in post-disaster rehabilitation by integrating participatory development communication with Participatory Action Research (PAR) in Aceh Tamiang and Langkat. Thirty community members participated through two focus group discussions, two in-depth interviews, participatory observation, and program documentation. The process supported community involvement in identifying rehabilitation priorities, collective planning and action, disaster-risk mapping, and reflective evaluation. Communication shifted from predominantly one-way delivery toward more dialogical interaction, enabling participants to exchange perspectives and contribute to decisions. Participation nevertheless varied according to educational background, social position, communicative confidence, cultural factors, and the short facilitation period. The findings indicate that integrating participatory communication and PAR can support more inclusive, locally responsive rehabilitation, although the results remain descriptive evidence of participatory processes rather than proof of causal effectiveness.
