Abstract

Road infrastructure projects require effective control of cost and schedule performance to ensure completion according to the established plan. This study aims to evaluate the cost and schedule performance of the Kema–Rumbia Road Landslide Mitigation Project using the Earned Value Management (EVM) method and to estimate the cost and completion time of the project. Project data from Week 1 to Week 37 were analyzed, with detailed evaluation conducted at Week 18 and Week 35. The parameters analyzed include Planned Value (PV), Earned Value (EV), Actual Cost (AC), Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI), Schedule Performance Index (SPI), Estimate to Complete (ETC), Estimate at Completion (EAC), and Schedule Estimate at Completion (S-EAC). The results show that at Week 18, the project experienced cost inefficiency and schedule delay, indicated by a CPI of 0.79 and SPI of 0.92. At Week 35, cost performance improved, with a positive CV of Rp328,398,417.87 and CPI of 1.07, while schedule performance remained behind plan with an SPI of 0.93. At Week 18, the estimated completion time was 250 days compared with the planned 240 days, while actual project completion reached approximately 254 days. The EAC decreased from Rp6,728,615,463.56 at Week 18 to Rp4,961,419,150.13 at Week 35. These findings indicate that improved cost efficiency did not eliminate schedule delays.

Abstract

Government building projects work under tight schedules because they must finish within one fiscal year, while late handover triggers a daily contractual penalty. This study establishes the critical path of the Manado Public Health Laboratory project worth IDR 16,385,611,007.54, calculates project duration and cost after acceleration, and assesses whether the acceleration is financially defensible. Secondary data from the contract bill of quantity and the planned S curve were analysed with the Critical Path Method, then accelerated through the Time Cost Trade Off method by adding three overtime hours a day. The network of twenty two work packages produced a duration of 546 days, seventeen of which lay on the critical path. Crashing the ten critical packages lasting at least 28 days shortened the project to 459 days, a saving of 87 days or 15.93 percent. Direct cost rose by IDR 932,985,520.50 while indirect cost fell by IDR 130,544,703.21, so total cost increased by IDR 802,440,817.29 or 4.90 percent. The exchange rate stayed at IDR 9,223,457.67 per day, below the late delivery penalty of IDR 16,385,611.01 per day. Acceleration is worth running as a schedule recovery measure, yet brings no gain when the project runs on plan.

Abstract

Rising demand for inpatient space often pushes hospital operators to add a storey on top of a building that is already standing, even though its columns were sized for a smaller load. This study assesses whether a steel–concrete composite system is a viable choice for the third floor added to the existing reinforced concrete building of Kirana Hospital in Manado. A three-dimensional model was built in ETABS v22.7.0 following SNI 1727:2020, SNI 1726:2019 and SNI 1729:2020. Seismic input uses Manado site parameters of Sₛ = 1.0505 g, S₁ = 0.4689 g, site class SD and risk category IV, giving Sₔₛ = 0.7562 g and Seismic Design Category D. The added floor uses BJ 41 steel, and a second model with a reinforced concrete third floor was analysed for comparison. The highest capacity ratio reached 0.596 in column C9 and 0.707 in beam B36, and every bolted and welded connection passed, the beam–column joint being the most critical at 0.90. Replacing the concrete floor lowered the total dead load by 2,793.55 kN or 15.33%, but the reduction ranges from only 7.54% at joint 12 to 21.98% at joint 20, and the most heavily loaded joints gain the least.
