Abstract

Gender-based violence against women remains a complex public policy issue that requires integrated governance involving multiple stakeholders across government institutions, law enforcement agencies, healthcare providers, legal aid organizations, and civil society. This study aims to analyze the application of collaborative governance in women's protection policy, with Banjarmasin City serving as the contextual focus, through a Systematic Literature Review (SLR). The review was conducted by systematically identifying, selecting, and synthesizing relevant literature retrieved from Google Scholar, Scopus, and ScienceDirect, as well as academic books, research reports, and policy documents, following the principles of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA). The findings indicate that the effectiveness of women's protection policies is influenced by five key dimensions of collaborative governance: starting conditions, institutional design, collaborative processes, capacity for joint action, and network governance. The reviewed literature further highlights persistent challenges in local policy implementation, including weak inter-agency coordination, fragmented referral systems, limited institutional resources, and insufficient stakeholder participation. Within the context of Banjarmasin, the establishment of integrated service institutions such as the Regional Office for Women's Empowerment and Child Protection (DP3A) and the Integrated Service Unit for Women and Children Protection (UPTD PPA) reflects ongoing efforts to strengthen collaborative governance in women's protection. The study concludes that enhancing collaborative leadership, institutional coordination, integrated information systems, and organizational capacity is essential to improving the effectiveness and sustainability of women's protection policies. These findings provide a conceptual synthesis that contributes to the development of collaborative governance studies and offers practical implications for strengthening women's protection systems at the local government level.

Abstract

The varying levels of environmental education and awareness in the Batulicin sub-district are thought to influence residents’ compliance with paying sanitation charges, with socio-economic status being a key factor in determining their ability and priority to make such payments, This study analyzes the effects of education level and environmental awareness on compliance with cleanliness retribution payments, with socioeconomic status as a mediating variable in Batulicin Village, Batulicin District, Tanah Bumbu Regency. The research used an explanatory quantitative design through a survey of 96 household heads selected from a population of 2,316 households. Data were collected through a Likert-scale questionnaire and analyzed statistical tests using Partial Least Square. The findings show that education level has a significant effect on payment compliance but does not significantly affect socioeconomic status. Environmental awareness significantly affects both socioeconomic status and payment compliance. Socioeconomic status also significantly affects payment compliance. For indirect effects, socioeconomic status does not mediate the relationship between education level and payment compliance, but it mediates the relationship between environmental awareness and payment compliance. These findings indicate that improving compliance requires stronger environmental awareness, socioeconomic strengthening, and more participatory cleanliness service strategies.

Abstract

Rivers constitute ecological infrastructure that supports the environmental, social, and economic functions of urban areas. However, their sustainability is increasingly threatened by urbanization, land-use change, pollution, and weak policy integration. This study aims to analyze the concept of river governance in supporting sustainable urban development through a review of river management policies in Banjarmasin City. The study employs a literature review method with a qualitative descriptive approach. The data population comprises scientific literature and policy documents related to river governance, urban water management, and sustainable development. Samples were selected purposively based on topic relevance, publication type, publication period from 2015 to 2024, and relevance to urban policies. Searches conducted through Google Scholar, ScienceDirect, and Scopus identified approximately 30 sources, including journal articles, academic books, research reports, and government documents. Data were collected through documentation studies and analyzed using thematic analysis involving identification, selection, thematic classification, pattern examination, and synthesis of findings. The results show that sustainable river management depends on institutional capacity to coordinate stakeholders and integrate spatial planning, waste management, sanitation, and flood-control policies. This study strengthens public administration scholarship and provides a practical basis for local governments to develop adaptive, collaborative, participatory, and sustainable river governance integrated into regional development planning
