Abstract

ABSTRACT The development of Tourism Villages as alternative tourism in Indonesia has begun to be redeveloped after experiencing stagnation for approximately two years due to the Covid-19 pandemic. This phenomenon can be seen by the tourism activities including the development of tourist villages as destinations as well as increasing the capacity of human resources. This is also in line with the empowerment of tourism villages which have been programmed by the Department of Culture and Tourism of Bogor Regency since 2009. Batu Layang, which received the title of sustainable tourism village in Indonesia, has re-developed the potential tourism, which are already running and those that will be pioneered. The development cannot be separated from the various parties involved, namely the stakeholders. Therefore, this study will analyze how the relationship between stakeholders in the development of Batu Layang Tourism Village works. This study uses a qualitative descriptive method with data sources obtained from observations and interviews with stakeholders. Meanwhile, to see the relationship between stakeholders using the penta-helix concept, namely the Batu Layang Village community, the Bogor Regency Government, academics, private or investors, and the media that have been involved both directly and indirectly in tourism development. So that it will also be seen the level of influence that is owned by each party. The results of the study indicates that the parties who have a high influence are the community as the manager of tourism village and tourism village associations of Bogor Regency. Therefore, tourism development in Batu Layang Tourism Village which prioritizes community empowerment is in line with the concept of a tourist village. ABSTRAK Pengembangan Desa Wisata sebagai pariwisata alternatif di Indonesia mulai dikembangkan kembali setelah mengalami stagnan selama kurang lebih dua tahun akibat adanya pandemi Covid-19. Geliat tersebut dapat dilihat dengan adanya kembali kegiatan pariwisata termasuk didalamnya pengembangan desa wisata sebagai destinasi juga peningkatan kapasitas Sumber Daya Manusianya sebagai pengelola. Hal tersebut juga sejalan dengan pemberdayaan desa wisata yang diprogramkan oleh Dinas Kebudayaan dan Pariwisata Kabupaten Bogor sejak tahun 2009. Desa Batu Layang yang mendapatkan gelar desa wisata berkelanjutan di Indonesia kembali mengembangkan potensi pariwisata baik yang sudah berjalan dan yang akan dirintis. Pembangunan dan pengembangan tersebut tak lepas dari berbagai pihak yang terlibat yakni para pemangku kepentingan. Oleh karena itu, penelitian ini akan menganalisa bagaimana hubungan antara pemangku kepentingan dalam pengembangan Desa Wisata Batu Layang. Penelitian ini menggunakan metode deskriptif kualitatif dengan sumber data yang diperoleh dari hasil observasi dan wawancara terhadap para pemangku kepentingan. Adapun untuk melihat hubungan antar pemangku kepentingan menggunakan kosep penta-helix yakni masyarakat Desa Batu Layang, Pemerintah Kabupaten Bogor, akademisi, pihak swasta atau investor, serta media yang selama ini telah terlibat baik secara langsung maupun tidak langsung dalam pengembangan pariwisata. Sehingga akan terlihat pula tingkat pengaruh yang dimiliki oleh masing-masing pihak. Hasil penelitian menunjukkan bahwa pihak yang memiliki tingkat pengaruh tinggi adalah masyarakat sebagai pengelola desa wisata dan asosiasi desa wisata Kabupaten Bogor. Oleh karena itu, pengembangan pariwisata di Desa Wisata Batu Layang yang mengedepankan pemberdayaan masyarakat selaras dengan konsep desa wisata. Abstract

The global Meetings, Incentives, Conferences, and Exhibitions (MICE) industry is under increasing pressure to transform in response to the climate crisis and net-zero carbon targets. Traditional conference activities generate substantial carbon emissions through transportation, paper consumption, food waste, and energy use. This study analyzes the impact of sustainable conference event management on reducing carbon footprints and examines practical implementation strategies. A descriptive-qualitative case study was conducted on the organization of The 8th Indonesian Association of MICE Conference (INAMICE) 2025. Data were collected through direct observation of event operations and analysis of secondary documents. Findings demonstrate that INAMICE 2025 implemented several effective measures to enhance sustainability and lower carbon emissions. These measures include adopting a hybrid conference format to reduce transportation-related emissions, fully digitalizing event operations, selecting eco-friendly catering vendors to minimize food waste, and introducing the MICE Sustainability Appreciation Awards to encourage decarbonization among industry stakeholders. The study concludes that a comprehensive commitment from event governance can substantially reduce a conference's carbon footprint and promote sustainable practices throughout the industry ecosystem.
