Abstract

Integrasi Electronic Chart Display and Information System (ECDIS) dan Automatic Radar Plotting Aid (ARPA) merupakan salah satu pendekatan untuk menyatukan konteks peta elektronik dengan informasi target radar sehingga perwira jaga memperoleh gambaran navigasi yang lebih terpadu. Penelitian ini bertujuan menganalisis proses implementasi teknis integrasi ECDIS-ARPA pada KMP Jatra III, mengidentifikasi hambatan kompatibilitas dan konektivitas yang muncul di atas kapal, serta merumuskan langkah mitigasi yang relevan terhadap pengoperasian sistem. Penelitian menggunakan pendekatan deskriptif kualitatif dengan studi kasus. Data diperoleh melalui observasi terbuka di anjungan, wawancara semi-terstruktur dengan Nakhoda dan tiga perwira navigasi, serta telaah dokumentasi perangkat dan operasional kapal. Hasil penelitian menunjukkan bahwa integrasi dilaksanakan melalui koneksi fisik antarperangkat, konfigurasi penerimaan dan pengiriman data, serta verifikasi tampilan data target pada ECDIS. Empat kelompok hambatan utama yang ditemukan adalah keterbatasan ruang instalasi, kesesuaian perangkat keras dan perangkat lunak, kompleksitas pengolahan serta tampilan data, dan kesulitan akses terhadap konektor fisik. Integrasi mendukung pemantauan target yang lebih terpusat dan memperkuat proses pengambilan keputusan, namun efektivitasnya bergantung pada kompatibilitas sistem, ketepatan konfigurasi, kejelasan antarmuka, pemeliharaan, serta kompetensi operator. Penelitian merekomendasikan verifikasi kompatibilitas sebelum instalasi, pengujian perangkat, pengaturan tampilan yang terstruktur, penempatan perangkat yang mudah diakses, dan familiarisasi perwira setelah perubahan konfigurasi sistem.   The integration of the Electronic Chart Display and Information System (ECDIS) and Automatic Radar Plotting Aid (ARPA) provides a means of combining electronic chart context with radar target information so that bridge officers can obtain a more integrated navigational picture. This study analyzes the technical implementation of ECDIS-ARPA integration aboard KMP Jatra III, identifies compatibility and connectivity constraints encountered onboard, and formulates practical mitigation measures. A qualitative descriptive case-study approach was employed. Data were obtained through open bridge observations, semi-structured interviews with the Master and three deck officers, and review of equipment and operational documentation. The findings indicate that integration involved physical interconnection between equipment, configuration of data input and output functions, and verification of target information displayed on ECDIS. Four principal implementation challenges were identified: limited installation space, hardware and software compatibility, complexity of data processing and display, and difficult access to physical connectors. The integrated configuration supported more centralized target monitoring and improved decision support, but its effectiveness depended on system compatibility, correct configuration, clear human-machine interface design, maintenance, and operator competence. The study recommends pre-installation compatibility verification, equipment testing, structured display configuration, accessible equipment placement, and officer familiarization following system reconfiguration.
