Abstract

Women's representation in strategic public positions is an important indicator of inclusive democracy and good governance. However, the representation of women in the 2024 selection process for the leadership of Indonesia’s Corruption Eradication Commission (KPK) steadily declined, resulting in no women being appointed to the 2024–2029 leadership board. This study aims to analyze women's representation throughout the selection process and examine the phenomenon through the Glass Ceiling perspective. Using a qualitative approach, the study employs document analysis based on academic journals, online articles, official documents, government publications, and relevant books. The findings reveal that although women had formal access to participate in the selection process, their representation decreased at each stage, leaving no female candidates in the final outcome. This indicates a gap between women's participation and their chances of attaining top leadership positions, influenced by structural, cultural, and institutional barriers. Furthermore, the absence of women in KPK leadership has implications for representation and inclusivity in public governance.
