Abstract

This study aims to analyze the influence of trust in government and data privacy on the intention to use a public service application, specifically the Digital Population Identity (Identitas Kependudukan Digital/IKD) application, which serves as a digital electronic ID (e-KTP) service. This research employs a quantitative approach with a sample of 100 respondents. Statistical processing was performed with SPSS, comprising instrument validity and reliability checks, descriptive statistics, multiple linear regression, t-tests, F-tests, and computation of the coefficient of determination (R²). Findings indicate that both trust in government and data privacy exert a positive, significant influence on users' intention to adopt the IKD application. The regression output shows a statistically significant effect of trust in government on usage intention (t = 2.598; sig. = 0.009), and a similarly significant effect for data privacy (t = 2.866; sig. = 0.004). Combined, the two predictors explain 50.1% of the variance in usage intention (R² = 0.501), with the remaining 49.9% attributable to variables outside this model. These results underline that public confidence in government and reassurance over data-privacy safeguards are both key drivers of intention to use digital government platforms. Accordingly, government institutions need to reinforce transparency, credibility, and personal-data protection to strengthen public acceptance of digital services.
