Abstract

The effectiveness of library management in increasing reading interest in the Archives and Library Service in Palu City. This study aims to analyze library management in increasing public reading interest in the Archives and Library Service of Palu City. The study uses a qualitative descriptive approach with a focus on the implementation of management functions based on Luther Gulick's POSDCORB theory, which includes planning, organizing, staffing, directing, coordinating, reporting, and budgeting. Research informants were selected purposively, consisting of the head of the service, head of division, librarian, library staff, and users. Data collection techniques were carried out through observation, interviews, and documentation, while data analysis used an interactive model that included data reduction, data presentation, and drawing conclusions. The results of the study indicate that the library management function has been implemented quite well. Program planning is carried out based on community needs and evaluation of previous activities. Organization is carried out through the division of tasks according to the organizational structure, while human resource development is carried out through training and coaching of librarians. Reporting is the basis for program evaluation, while budgeting is adjusted to the priority of library activities. However, management implementation still faces challenges such as budget constraints, a collection of library materials that is not yet fully up-to-date, limited human resources, and low reading interest among some members of the public. Therefore, increased budgetary support, collection development, librarian competency enhancement, and innovative literacy programs based on community needs are needed to improve the quality of library services.
