Abstract

The formation of Regional Regulations (Perda) that are responsive to public interests is one indicator of the success of regional autonomy and the legislative function of the Regional People's Representative Council (DPRD). This study aims to analyze the regulation of Bapemperda's authority and formulate a model for strengthening the authority of Bapemperda DPRD Lampung Province in forming Perda that are responsive to public interests. The research method used is normative juridical with a statutory and conceptual approach through literature study. The results of the study indicate that the legal basis for Bapemperda's authority is available, but its implementation is not optimal due to weak institutional capacity, minimal public participation, and the dominance of political interests. Therefore, strengthening Bapemperda's authority needs to be done through institutional reform, improving the quality of legislation.
