Abstract

This research is about the handling of children with problems with the law carried out by the Social Welfare Organizing Institute (LPKS) Kasih Ibu Padang Capital City in 2025. The urgency of the research lies in the role of the Social Welfare Organizing Institution (LPKS) in fostering children who commit criminal acts and have problems with the law. This research was analyzed using Travis Hirschi's Social Control Theory. This theory explains that individuals refrain from deviant behavior because they have strong social bonds, which consist of Attachment, Commitment, Involvement in Conventional Activities (Involvement) and Belief. This study uses a qualitative approach with a descriptive type of research. Informants were selected using the purposive sampling technique with a total of 15 informants (10 key informants and 5 ordinary informants). Data collection was carried out through in-depth interviews, observations, and documentation. The results of the research of the Social Welfare Organizing Institution (LPKS) in the capital city of Padang are: (1) the existence of Initial Admission and Assessment Procedures, (2) Core Coaching Programs and Activities, such as religious programs, education, and sports/gymnastics, Skill programs such as handicrafts: bags, foot mats and drink bottles. Constraints: (1) internal constraints, inadequate facilities, adequate skills programs and human resources. (2) external obstacles: ABH's parents are not compliant and care, ABH is difficult to manage, and obstacles in the coaching process. This study finds ABH management at LPKS Kasih Ibu Kota Padang uses assessment, religious/education/skills programs, but faces facility, HR, and external barriers. The novelty lies in the field is based application of Hirschi social control theory and the contextual identification of specific rehabilitation barriers in 2025.
