Abstract

This study examines the integration of safety training and education within the Safety Management System (SMS) from an institutional perspective. Contemporary safety management has shifted from compliance-based approaches toward adaptive and learning-oriented systems, yet existing literature often treats safety training and system governance as separate domains, leaving the systemic contribution of training insufficiently conceptualized. This study employs a conceptual literature review by synthesizing recent international studies on safety management, organizational learning, resilience engineering, and data-driven safety governance through thematic coding, conceptual mapping, and integrative synthesis. The findings identify six interconnected dimensions shaping institutional safety performance: safety governance, digital safety governance, safety training and education, organizational learning, adaptive capacity, and safety culture. The proposed framework positions safety training and education as an integrative mechanism linking safety governance, risk information, organizational learning, and institutional adaptation. It further highlights system-level indicators and a digital data-to-training feedback mechanism through which safety information can inform adaptive training and learning processes. The study contributes theoretically by integrating fragmented safety perspectives and provides a conceptual foundation for developing adaptive, data-informed, and learning-oriented SMS, while recognizing the need for future empirical validation.
