Abstract

This research analyzes the transformation of climate change as a threat multiplier that shifts national security paradigms from conventional to non-conventional frameworks. Utilizing a literature review approach, this study comparatively evaluates NATO’s alliance-based securitization model, which focuses on military decarbonization, alongside India’s model, which prioritizes human security and national development. The literature mapping reveals strong substantive linkages among securitization, military issues, and environmental management within global defense policy dynamics. Findings indicate that NATO prioritizes operational energy efficiency and green defense infrastructure, whereas India emphasizes practical operational adaptation in extreme terrains and disaster preparedness. Consequently, as a strategic implication, Indonesia should adopt a balanced middle ground through civilian-led defense "climatization". Key recommendations include developing a Green Defense Roadmap integrated with national energy transition goals and strengthening Humanitarian Assistance and Disaster Relief (HADR) diplomacy to enhance national resilience against climate-induced threats while maintaining primary combat capabilities.

Abstract

Green buildings can become active nodes in urban energy systems, yet efficiency or annual net-zero balance alone does not ensure service continuity during grid disruptions. This study examines how renewable energy, storage, and load flexibility should be integrated to strengthen urban energy resilience. A directed systematic literature review covered 30 open-access journal articles published from 2020 to 2026. Full texts and DOI records were verified, and evidence was extracted by context, intervention, indicator, finding, limitation, and contribution to anticipation, disturbance absorption, recovery, and adaptation. Renewable energy improves local availability, but its resilience value is constrained by variability and the ability to operate during outages. Storage bridges temporal mismatches between generation and demand, while flexibility reduces peaks, shifts consumption, and prioritizes critical loads. Their combined value is greatest when baseline demand has first been reduced, an energy management system coordinates operation, and outage scenarios are tested. The study proposes autonomy hours, critical-load coverage, unserved energy, islanding success, state-of-charge reserve, and recovery time as key metrics. For Indonesia, implementation should proceed in stages for tropical green buildings and vital facilities through critical-load audits, submetering, commissioning, islanding tests, and district-level energy aggregation.
