Abstract

The post-holder now has to adapt the new simplified regulation about changing structural position from echelon III and IV to the functional position. Since this regulation has been issued recently, they sometimes will experience the feeling of pessimism, anxiety or worry in playing the role of the new position. The problems to be solved in this research are: 1) what are the problems faced by the functional post-holder? 2) what is the strategy adopted in carrying out the duties and functions of functional post-holder? This study uses a qualitative and quantitative approach with a mix-method. This study take place in the representatives of state universities in Indonesia. The mix-method was used to obtain comprehensive results on the readiness of education personnel whose function was switched from structural positions to functional position in universities under the Ministry of Education, Cultural, Research and Technology who were affected by the changing of echelon III and IV structural positions. The conclusion of this study is that education personnel whose function was switched from structural positions to functional position experience problems including incompatibility of educational background with their functional position, incompatibility of job desk with their interests and expectations. The incompatibility of functional position with the placement of job unit causes lack of positive impact on their working record and the decrease of financial support

Abstract

This study aims to analyze the condition of Functional Human Resources after the transfer of positions and determine the best alternative policy strategies in developing human resources in an effort to increase the competence of staff at UNNES. Equalization of structural positions to functional positions is quite difficult in practice because not all the details of previous tasks are in accordance with the functional positions resulting from the equalization. This research uses a case study approach. This study took the location of UNNES. The analytical tool used to determine the HR development strategy of UNNES uses the Analytical Hierarchy Process (AHP). The survey was conducted on 22 employees who were affected by the transfer of positions from structural to functional positions at UNNES and 3 officials who handled HR issues. Interviews with key persons were conducted to capture perceptions and assessments of key persons on the condition of functional education personnel after the transfer of position functions. The results of the study indicate that the functional staff from the equalization experiences are confused and have not been able to adapt to their main duties and functions. Based on the analysis using the AHP method, it shows that the classical training strategy with the priority of providing opportunities for employees to take part in functional training can help improve HR competencies.

Abstract

This study aims to examine the role of Career Adaptability and Career Development in enhancing employee performance within the context of higher education transformation. Research focusing on organizations undergoing continuous change remains limited. Change management is a critical issue for such organizations. Universitas Negeri Semarang (UNNES), as an example of higher education undergoing structural transformation into a Legal Entity State University (PTN-BH), serves as the context for this study. Specifically, this research explores the impact of career adaptability on employee performance at UNNES. Currently, there is a lack of research on career development that specifically focuses on higher education institutions transitioning to PTN-BH. Key issues addressed in this study include career dynamics within continuously evolving organizations. The research adopts a quantitative approach with a causal design. The  sampling  technique  in  this  study  is  using random sampling where sampling is done randomly regardless of the strata in the population.  The  sample  of  this  study  amounted  to  138  people  (20%)  of  all employees of Universitas Negeri Semarang. In this study, surveys were used as a method of data collection. Data analysis techniques in this study used descriptive and statistical methods. The findings of this study indicate that the factor that plays a role in influencing employee performance at Universitas Negeri Semarang is career adaptability. Meanwhile, career development does not influence  employee  performance.  Meanwhile,  career  adaptability  and  career development together have a significant impact on performance. Thus, employee adaptability with a comfortable work environment designed to build trust between employees,  share  knowledge  and  skills  to  support  continuous  learning  and improve employee performance is needed.

Abstract

This study examines the implementation of labor regulations aligned with the Sustainable Development Goals (SDGs) within the context of human resource (HR) management at Universitas Negeri Semarang (UNNES), a leading institution in Indonesia’s higher education sector. As universities are expected to model sustainable and equitable employment practices, this research explores how labor laws—particularly those concerning decent work, gender equality, and inclusive employment—are applied in institutional HR policies and practices. Employing a normative juridical approach supported by empirical data, the study analyzes the legal frameworks governing labor rights in Indonesia and their integration into HR procedures at UNNES. The findings reveal a partial but growing compliance with SDGs-based labor principles, highlighting areas where legal advocacy and institutional commitment are still needed to ensure fair labor standards. The study further discusses the role of legal services and advocacy in advancing labor justice and institutional accountability within higher education settings. By focusing on the intersection of labor law, sustainability, and human resource management, this paper contributes to the broader discourse on legal reform and advocacy for sustainable work environments in Indonesian universities.

Abstract

This study aims to analyze the relationship between scientific publication productivity and the academic promotion of lecturers. Scientific publication productivity is a crucial indicator of academic performance, making it important to explore the factors that influence lecturers’ publication productivity to design more effective strategies for improving the quality and quantity of publications. This quantitative study involved 112 lecturers (15% of those promoted in the last five years), using surveys and secondary institutional data. Regression analysis was used to examine the effect of scientific publication productivity on academic promotion, and the data were analyzed using descriptive and statistical methods. The results show that institutional support is the strongest factor influencing academic promotion. Institutional support, research experience, and publication quality significantly affect scientific publication productivity. Moreover, publication productivity mediates the relationship between institutional support and publication quality with academic promotion. These findings imply that improving academic promotion at the local level requires two key strategies: strengthening institutional support and enhancing scientific publication productivity.

Abstract

Previous studies have often focused on meeting the standards set by the government, such as national standards for higher education. However, many of these studies do not present challenges in implementing these policies effectively. Therefore, this study emerged to fill the void of space with a continuous improvement approach. Taking a case study at Semarang State University (UNNES), this study will aim to test the alignment of UNNES recotr regulations on UNNES education standards in 2023, with Permendikbudristek Number 53 of 2023. Using qualitative research methods, this study found that UNNES is adapting itself to the new requirements set by national regulations. Not only that, UNNES is seen to partially answer the challenges that arise with a continuous improvement pattern. As a result, the vision, mission, and strategy of UNNES are in general line with Permendikbudristek Number 53 of 2023. The new findings from this study emphasize the importance of UNNES or other universities to continue to improve their educational process with a continuous improvement approach. The goal is that the national standards that have been set can be implemented in detail in order to achieve Indonesia's educational goals.

Abstract

Dialectics always arise with the introduction of new policies in laws, and Law No. 20 of 2023 concerning State Civil Servants is no exception. The latest provision in Chapter XIII, Article 65(1), prohibits Personnel Supervisory Officials from appointing Non-Civil Servants to fill civil servant positions, sparking debates on its implications for human resource (HR) management in Indonesian state universities. This study aims to evaluate HR management strategies in state universities, identify obstacles in implementing the law, and propose solutions to optimize its adoption. The research adopts a qualitative method with an analytical descriptive approach. Data was collected through in-depth interviews with HR managers from several public universities in Central Java, supported by a review of relevant documents. The study reveals that while some universities have begun to adopt the provisions of the law, they still face significant challenges, including a lack of professional training and development, complex bureaucratic processes, and budget constraints. Adjusting organizational structures and enhancing staff competencies remain major hurdles. The novelty of this research lies in its focus on the intersection of legal reform and HR strategies in higher education. The urgency is underscored by the immediate need to address inefficiencies and adapt to the law’s mandates. This study contributes by offering actionable recommendations, including increased training and awareness campaigns, simplifying bureaucracy, and expanding budgets for HR development. These insights are essential for policymakers and university administrators to ensure the efficient implementation of Law No. 20 of 2023, ultimately enhancing governance and operational efficiency in Indonesian state universities.
