Abstract

Kebijakan Open Government Indonesia sebagai salah satu bagian dari upaya reformasi birokrasi di Indonesia, menemui hambatan dan kendala dalam pelaksanaan kebijakannya, khususnya terkait program Satu Data Indonesia. Secara khusus, artikel ini membahas kebijakan program Satu Data Indonesia tersebut, dimana implikasi yang diharapkan atas implementasi teknologi informasi guna mengakselerasi pengelolaan data yang sentralistik dan teruji validitasnya justru menambah beban anggaran Pemerintah dan tumpang tindih pengelolaannya antara satu instansi dengan instansi lainnya. Hal ini menimbulkan permasalahan baru yaitu interoperabilitas data yang sulit diwujudkan sehingga pada akhirnya justru menjadi kontradiktif dengan semangat transformasi digital governansi publik untuk menyederhanakan birokrasi di Indonesia. Teori evaluasi kebijakan yang dikemukakan oleh Grindle (2017) digunakan sebagai pendekatan untuk menganalisis kebijakan Open Government Indonesia dimaksud guna mengidentifikasi hambatan serta tantangan implementasi, yang selanjutnya dipergunakan sebagai dasar dalam pertimbangan rekomendasi kebijakan. Berdasarkan hasil kajian dengan menggunakan pendekatan dimaksud, kebijakan yang diperlukan untuk percepatan implementasi Open Government Indonesia perlu ditetapkan dengan berfokus pada terobosan yang memiliki impact langsung terhadap pemanfaatan berbagi pakai data untuk mendorong semua instansi pada berbagai tingkatan Pemerintahan, baik yang bersifat koersif maupun persuasif.

Abstract

Indonesia's population is still growing, and the demand for energy for transport to sustain community mobility grows yearly. On the other hand, environmental challenges and green energy policies have become critical issues in today's countries, including Indonesia, and are the key subjects in sustainable development. So far, Indonesian transportation has relied on fossil-fuel vehicles. Fossil fuel vehicles negatively influence the environment due to exhaust gas emission pollution and an economic burden on the State Budget due to the substantial energy subsidies that the government must pay each year. Electric vehicles can suit people's mobility demands while remaining environmentally beneficial due to their lack of pollutants and exhaust emissions. The Indonesian government has devised different regulations to stimulate the usage of electric vehicles to support the three key programs in the National Medium-Term Development Plan For 2020-2024. This study will go through electric car policy issues, including the consequences of the policy's implementation in Indonesia. The literature review strategy is used in this study. The author thoroughly evaluated prior studies on electric vehicles in the literature. The research findings reveal that the electric car policy impacts direct and indirect expenses, but the government will have difficulty assessing the program's indirect advantages. As a result, the author suggests that the government take immediate steps to anticipate various negative impacts that may arise so that they do not become problems in the future and do not become barriers to achieving the goals of Indonesia's battery-based electric vehicle program

Abstract

The Provincial Government of DKI Jakarta is transitioning from Car-Oriented Development (COD) to Transit-Oriented Development (TOD), requiring effective public management in network governance to ensure transportation integration. However, challenges such as spatial flexibility, building regulations, incentives, and institutional coordination persist. This study analyzes public management within network governance in TOD areas, focusing on the Blok M-Sisingamangaraja corridor using Mu & de Jong’s (2016) framework. Employing a post-positivist qualitative approach, data collection includes in-depth interviews with ten informants and literature reviews. Findings indicate that network governanceimplementation in TOD management is not entirely optimal, with three key gaps: (1) Awareness of the plurality of perceptions, interests, and objectives, (2) Metagovernance, process management, and network structuring, and (3) Searching for common ground. These challenges hinder effective collaboration between stakeholders, including the government, private sector, and local communities. The study concludes that enhanced public management strategies are needed to strengthen TOD governance in Jakarta, with recommendations including increasing stakeholder awareness, improving public participation, and establishing clear regulatory frameworks to enhance institutional coordination
