Abstract

The authority to manage inheritance assets in Islamic inheritance law by guardians of individuals with psychosocial disabilities highlights the urgency of limiting such authority to preserve maqashid sharia, particularly the protection of individual property and life. Current regulations in Indonesia regarding guardianship remain discriminatory and do not explicitly restrict the powers of guardians, leading to potential abuse. This study aims to analyze the urgency of limited guardianship regulation from an Islamic legal perspective and to formulate a legal framework that aligns with the supported decision-making paradigm. The methodology employed is normative research using legal, conceptual, and comparative approaches against regulations in Aceh Besar, Pakistan, and England. The findings indicate that the current guardianship regulations in Indonesia tend to adopt a substituted decision-making paradigm, granting full authority to guardians without involving individuals with disabilities in decision-making processes. This paradigm contradicts the Convention on the Rights of Persons with Disabilities (CRPD) ratified by Indonesia. To address this legal gap, regulatory reform is necessary, including restricting guardian authority, implementing strict oversight, and establishing criminal penalties for guardians who violate these provisions. This study recommends adopting a more inclusive supported decision-making paradigm where guardians act as decision supporters without replacing the legal rights of individuals with disabilities. Such reform aligns with the principles of social justice in Pancasila and maqashid sharia, creating a more inclusive legal system that protects the rights of individuals with psychosocial disabilities while preventing discrimination and abuse of power in managing inheritance assets.

Abstract

Introduction: The policy complementary to regional investment is governed in Article 278 of Law Number 23 of 2014 and Government Regulation Number 24 of 2019. The availability of incentives and supporting facilities, however, remain to be the problems amidst shrinking regional budgets following the pandemic affecting economic sectors. The Regional Government of Batu City, among others, has perceived this effect and is on its way to reviving micro businesses to back up the local tourism.Purposes of the Research: This research aims to find out and analyze the role of the Regional Government in providing incentives for micro businesses through equity crowdfunding.Methods of the Research: This research employed normative-juridical methods with research data collected from library research and Focus Group Discussion discussed held in the Regional Government of Batu.Results of the Research: The regulatory framework in Batu city regarding micro businesses complies with Regional Regulation Number 1 of 2016, implying that the operation of the Integrated Business Services Center (PLUT) serves as a vital aspect in the development of Micro, Small, and Medium Enterprises (MSMEs) in Batu, and this is expected to help develop the MSMEs in the city. The regulation also implies that the local government is responsible for funding MSMEs by providing grants, requesting international funds, giving incentives that ease permit requirements, reducing tariffs imposed on infrastructure and facilities, and other forms of incentive. Existing potentials and opportunities must be used to enhance the capacity of human resources as the facilitators at PLUT in Batu.

Abstract

Kelompok lansia di dusun Blibar, desa Ngrendeng, kecamatan Ngawi memiliki waktu luang yang cukup dan pengalaman hidup yang kaya, namun belum sepenuhnya dioptimalkan. Posyandu Lansia Mugi Rahayu sebagai mitra dalam kegiatan belum memiliki program pemberdayaan yang mendorong lansia untuk tetap aktif dan produktif. Tujuan dari kegiatan ini adalah untuk meningkatkan pengetahuan dan keterampilan lansia dalam mengolah makanan lokal, khususnya tape singkong, melalui pelatihan membuat puding tape singkong. Metode yang digunakan adalah pendekatan service learning dengan tahapan penilaian kebutuhan, perencanaan kegiatan, pelaksanaan pelatihan, dan evaluasi sederhana. Hasil pelatihan menunjukkan bahwa lansia memiliki minat dan antusiasme yang tinggi dalam berpartisipasi pada kegiatan, memahami manfaat kesehatan dari tape singkong, dan termotivasi untuk mencoba resep-resep tersebut di rumah. Kegiatan ini berhasil memberikan dampak positif pada aspek psikologis dan pemahaman lansia mengenai penggunaan bahan-bahan lokal yang sehat. Kesimpulan dari kegiatan ini adalah pelatihan berhasil mendorong lansia untuk tetap aktif, produktif, dan lebih kreatif dalam mengolah bahan lokal. Ke depan, program ini berpotensi dikembangkan dengan praktik langsung serta inovasi produk olahan lain guna mendukung kemandirian lansia dan memperluas potensi ekonomi keluarga.

Abstract

Corona Virus Disease-19 (COVID-19) merupakan salah satu virus yang menyebabkan penyakit pada manusia dan hewan. Penyakit ini menyebabkan gangguan saluran pernapasan sedang atau berat. Telah dilakukan penelitian untuk mengetahui dinamika perkembangan COVID-19 dengan menggunakan model persamaan diferensial SIR. Model SIR merupakan salah satu pemodelan matematika yang menghubungkan antara individu yang rentan, terinfeksi dan individu yang sembuh. Berdasarkan hasil analisis dinamik model SIR dengan parameter laju infeksi dan laju kesembuhan berturut-turut yaitu beta = 0.5 dan gama=0.3 . Model SIR memiliki dua titik kesetimbangan yaitu kesetimbangan bebas penyakit pada titik E_0=(0,0,0) dan titik kesetimbangan endemik pada titik E_1=(gama/beta,0,0) . Analisis kestabilan perilaku dinamik model S dan I pada titik kesetimbangan E_0=(0,0,0) memiliki sifat semi stabil dan E_1=(gama/beta,0,0) memiliki sifat konstan. Hal ini menunjukkan bahwa akan terjadi epidemi COVID-19 dalam kurun waktu tertentu. Solusi dinamik model SIR pada titik kesetimbangan menggunakan solusi numerik metode runge-kutta orde 4 dengan solusi analitik menunjukkan suatu perbedaan yang tidak terlalu besar saat mencapai titik kestabilan.
