Abstract

The creative economy has become Indonesia's new potential after being included in the national development strategic plan. In 2007, creative economy program was started by the Indonesian Agency for Creative Economy and has now merged into the program of Ministry of Tourism and Creative Economy (Kemenparekraf). This study aims to build a digital business-based community empowerment model to improve MSMEs’ resilience in the midst of pandemic. A qualitative approach and system dynamics model were used to investigate the handicraft sector in Pangandaran Regency. This study found that MSMEs in Pangandaran Regency still relied on government support. Also, the handicrafts creation was still below the standard and the quantity was not sufficient. Moreover, the business actors still lacked the capital. This condition was exacerbated by the lack of use of digital marketing by craftsmen. Efforts made by the government were intensive assistance. Although it was still quite far from what was expected, the programs implemented by the relevant agencies were quite significant. Even though the penta-helix synergy has been performed to develop MSMEs in Pangandaran Regency, there were some stakeholders that had not optimally implemented their functions.JEL Classification C26; I26; J15

Abstract

Efforts towards achieving the Sustainable Development Goals (SDGs) in Indonesia have been underway for approximately eight years. Throughout this period, these efforts have experienced ups and downs. Through the systematic literature review method, this research aims to analyze the progress and challenges in the implementation of SDGs in Indonesia, focusing on four aspects: policy alignment, stakeholder engagement, resources and finances, as well as monitoring and evaluation. The systematic literature review process involves the comprehensive identification, selection, quality assessment, synthesis, and interpretation of relevant literature to address research questions. The research results indicate that there are still several challenges to be addressed in the pursuit of SDGs, including regional inequality, lack of coordination among stakeholders, and issues related to transparency and public accountability. In achieving sustainable development goals in Indonesia, collaboration among stakeholders is necessary to address these challenges.

Abstract

Tourism significantly contributes to global economics, with Indonesia relying heavily on this sector for economic growth. However, tourism often challenges cultural and environmental preservation. This study explores the Cultural Village of Polowijen in Malang City, Indonesia, where Malangan masks play a central cultural and economic role. By integrating sustainable tourism principles, the research aims to develop a model for preserving Malangan masks, boosting economic growth while safeguarding cultural heritage. The study employs a qulitative approach. Joint Ministerial Regulation (PBM) Number 40 of 2009, which provides guidelines for cultural preservation through protection, development, and fostering, underpins the study. Findings indicate that sustainable tourism practices significantly contribute to both economic benefits and cultural preservation. Increased local engagement and awareness have been observed, with community members showing a strong commitment to preserving Malangan masks. Economic data reveal that cultural tourism development generates additional income and new employment opportunities. The regulation's implementation has successfully protected cultural heritage, enriched traditional arts, and promoted community sustainability. This study demonstrates that sustainable tourism can balance economic growth and cultural preservation, providing a model for other regions aiming to develop cultural tourism while safeguarding heritage.

Abstract

Lembaga pemerintahan desa harus mampu mengelola dan mempertanggungjawabkan seluruh proses pengelolaan informasi dalam bentuk arsip. Dokumen arsip pada pemerintahan desa ini masih dalam bentuk lampiran kertas. Pengetahuan sumber daya manusia di pemerintahan desa ini sebagai pengelola dokumen kearsipan dikatakan masih belum sepenuhnya memahami pengelolaan arsip dinamis secara digital, sehingga banyak dokumen arsip dinamis masyarakat yang masih belum bisa diakses secara digital, dan karena masih dalam bentuk. dokumen manual (kertas) - Dokumen arsip dinamis tidak tersusun rapi. Pengabdian masyarakat dengan metode Community-Based Participatory Research (CBPR) dapat memberikan pemahaman mengenai pengelolaan arsip digital yang dinamis. Kegiatan ini memberikan banyak pengetahuan kepada para peserta mengenai pengelolaan digitalisasi arsip secara efektif dan efisien. Selain itu kegiatan ini memberikan pemahaman kepada aparat desa di pemerintahan desa ini mengenai pengelolaan digitalisasi arsip dinamis, meningkatkan kualitas kinerja aparat desa dalam pengelolaan arsip dinamis, memberikan referensi terkini terkait pengelolaan arsip dinamis sesuai standar kearsipan. Aparat desa tidak boleh mengambil risiko terkait miss komunikasi, dengan adanya arsip digital akan melindungi arsip-arsip tersebut dalam mengakses dokumen-dokumen penting secara digital.

Abstract

Program pengabdian masyarakat di SDN 1 Kucur bertujuan untuk meningkatkan perkembangan kognitif dan pembentukan karakter siswa melalui permainan tradisional berbasis kearifan lokal, seperti Congklak, Lompat Tali, dan Engklek. Permainan ini dipilih karena mengandung nilai edukatif yang mendukung perkembangan mental, fisik, dan sosial. Evaluasi dilakukan menggunakan pre-test dan post-test pada siswa kelas 3, 4, dan 5, dengan pendekatan Asset-Based Community Development (ABCD), yang melibatkan partisipasi aktif komunitas. Hasil post-test menunjukkan peningkatan signifikan pada siswa kelas 3 dan 4, khususnya pada aspek P4, P5, dan P10, yang mengindikasikan keberhasilan program dalam mengembangkan pemahaman terkait permainan tradisional dan karakter. Siswa kelas 5 menunjukkan peningkatan yang lebih stabil dengan perubahan kecil di hampir semua aspek. Namun, aspek P9, yang mengukur pemahaman manfaat permainan, masih rendah di semua kelas, baik sebelum maupun sesudah intervensi. Untuk memperbaiki hal ini, disarankan untuk menerapkan metode pembelajaran berbasis proyek dan inquiry-based learning yang mendorong eksplorasi lebih dalam manfaat permainan tradisional. Refleksi kolaboratif setelah sesi permainan juga dapat membantu siswa menginternalisasi nilai-nilai yang terkandung dalam permainan.

Abstract

The Covid-19 pandemic has caused an economic crisis in Indonesia. Local businesses are the most affected sector. An efficient strategy is needed to overcome the impact of the pandemic so that Micro, Small and Medium Enterprises (MSMEs) can survive in a crisis. Digital business empowerment is one of the solutions. Digital media is used to support marketing activities, financial management, and product promotion through social media, marketplaces, and websites. The purpose of this study is to determine the process of empowering digital businesses to increase MSME business income as a strategy for local economic resilience. This study uses descriptive qualitative research methods with data analysis Strengths, Weaknesses, Opportunities, Threats (SWOT). The results of the study indicate that the community empowerment process is divided into three stages by looking at the enabling, empowering, and protecting aspects. The enabling process shows the potential of handicrafts. Empowering is done through product marketing digitalization training. And protecting as an effort to protect the new system developed in the marketing process

Abstract

This study aims to describe and analyze the development of competency-based civil servant resources at BPS Riau Islands Province, as well as to identify factors that support and hinder the implementation of competency development. This study uses Spencer and Spencer's (1993) competency theory which states that competence consists of five main components, namely knowledge, skills, motives, self-concept, and nature/character. This study uses a qualitative descriptive approach. Research data were collected through interviews as primary data, while secondary data were collected through the BPS Riau Islands Province personnel database and reports related to the research and also through other literature such as books, journals, and other related research. The results of the study indicate that the development of civil servant resources at BPS Riau Islands Province has included various training programs that focus on improving statistical technical knowledge and skills. However, aspects of developing motives, self-concept, and nature/character have not been fully integrated into the program, thus impacting the effectiveness of competency development which is not yet optimal. The supporting factors identified include the commitment of leaders and management to competency development, the existence of Government Regulations/Rules, the availability of good and adequate training infrastructure including e-learning access, and the human resources of the Riau Islands Province BPS who are still of productive age also become supporters. On the other hand, the inhibiting factors faced include budget limitations, the absence of a sustainable development evaluation system, development activities have not been carried out based on training analysis needs analysis, and the low interest and motivation of employees to participate in development.

Abstract

The evaluation of the Merdeka Mengajar Platform Program at SMP Brawijaya Smart School aimed to determine the improvement of teacher competence, using the CIPP (Context, Input, Process, Product) evaluation model. The survey indicates that the Merdeka Mengajar Platform increases teachers’ digital workload, necessitating an evaluation of the program's effectiveness in supporting the four teacher competencies. This program evaluation employs a qualitative approach, utilizing Miles et al.'s (2014) interactive model through interviews, observations, and documentation involving the principal, vice principal, and teachers. The results showed that: (1) in terms of context, the platform is in line with government policies and supports improving teacher competencies; (2) in terms of inputs, human and physical resources are adequate; (3) in the process dimension, performance monitoring is conducted systematically; and (4) in terms of products, the platform has contributed to improving the four teacher competencies effectively. However, there are challenges related to time. This application remains feasible with adjustments, including simplifying the appearance and adding scheduling features, reminders, and estimated learning duration to accommodate teachers' limited time.

Abstract

The conceptual construction of the empowerment process places several stages of empowerment which are now influenced by the concept of social capital and the perspective of local economic development. This has generated interest in research that focuses on the steps to empower local communities, as well as the supporting and inhibiting factors of the empowerment process. This research was conducted at the Women's Farmer Group (KWT) Mekar Indah, Balerante Village, Klaten Regency, and used a qualitative approach combined with a fishbone diagram to produce a community empowerment model construction in local economic development. This study shows that the empowerment steps are carried out in 3 (three) stages, namely enabling by forming women's farmer groups. Empowering is done by empowering farmer groups to be able to meet their food needs, and increase financial income. Meanwhile, protecting is carried out with government support, compliance with common rules and social norms, as well as maintaining good relations within the network with members and with external parties. The empowerment process is also supported by the existence of social capital that is maintained together. The empowerment process also produces development potential that leads to the achievement of local economic development that utilizes natural resources and product commodities, as well as the support of the context of the institutional system and good governance.
