Abstract

In the government as an organization, it can not be separated from the Position, Position stakeholders and officials. To be able a good government system, each position as well as position holders in order to carry out its duties and functions in accordance with his position. So that all the planning, implementation and results in accordance with the objectives of the government. The empty position may create an unstable condition in the administration of government, therefore, the position must be filled by other officials, such as the replacement of public officials temporary. In Indonesian law the public officials temporary replacement is also called, executing the task (Plt. Pelaksana Tugas) or daily executor (Plh. Pelaksana Harian). Filling public positions temporary judged to be unable to government be effectively and efficiently. Because in some cases there is a weaknes (such as the power and authority) and resulted in double positions for officials. So the replacement officials temporary, such as executing tasks (Plt. Pelaksana Tugas) is not approriate method to create a system of good governance. Keyword : The effectiveness, the Positions, the replacement officials.

Abstract

This study aims to analyze the efforts of the Embassy of the Republic of Indonesia Kuala Lumpur in Improving Access to Basic Education for Children of Indonesia Migrant Workers through the Sanggar Bimbingan Program. In this study, the researcher tries to analyze what efforts are made by the Embassy of the Republic of Indonesia Kuala Lumpur in improving access to education for children of Indonesia migrant workers and the results of these activities for the national interest of Indonesia. The research method used in this study is a qualitative method. In collecting the data, the researcher conducted literature studies, online searches, field observations, and interviews. As for the analysis technique, the researcher uses data redaction techniques. The results of this study explain that the Embassy of the Republic of Indonesia in improving access to basic education for children of Indonesia migrant workers through the Guidance Studio Program, will provide good benefits and results for the national interests of Indonesia, and the Indonesian government can also carry out obligations in the law for the fulfillment of children's rights, especially in the area of education. Abstract

This study analyzes the impact of the Firewall Malware attack on US-China bilateral relations and its implications for global cybersecurity policy. The attack, detected in late 2024, exploited firewall vulnerabilities in US government and private sector systems, leading to significant data breaches. The US attributed the attack to a hacker group allegedly affiliated with the Chinese government, while China denied the allegations, escalating geopolitical tensions and undermining the 2015 US-China Cyber Agreement. Using a qualitative research methodology with a case study approach, this study examines government reports, cybersecurity analyses, policy statements, and media coverage, applying content analysis to assess geopolitical consequences and the effectiveness of international cybersecurity agreements. The findings reveal that the attack intensified US-China tensions, prompting sanctions, policy shifts, and heightened cybersecurity measures. The US reinforced its cyber defence strategies and imposed economic restrictions, while China sought to build alliances to counter the accusations. The study highlights the failure of existing international cybersecurity agreements in preventing state-sponsored cyber threats, emphasizing the urgent need for stronger global cooperation and regulatory frameworks to mitigate cyber conflicts and enhance cybersecurity resilience.

Abstract

This article examines the intersection of digital diplomacy, artificial intelligence (AI), and sustainable development using a Literature Semantic Review (LSR) approach. By analyzing ten peer-reviewed journal articles published between 2014 and 2024, this study explores how digital diplomacy contributes to the Sustainable Development Goals (SDGs), particularly in terms of inclusivity, governance, and technology. The methodology combines the PRISMA framework for systematic literature selection with semantic analysis tools such as NVivo to map conceptual relationships. The results highlight that key concepts—digital diplomacy, AI, inclusivity, policy, and technology—are strongly interconnected in shaping global diplomatic practices. Notably, the study reveals a lack of representation of developing countries in existing literature and emphasizes the need for inclusive digital policies. The conclusion proposes a conceptual model of inclusive digital diplomacy that integrates technological innovation, ethical governance, and broader participation of marginalized groups. This model supports the development of fair and effective digital diplomacy strategies aligned with global sustainability goals.

Abstract

The rapid development of information technology has driven a major transformation in international relations, particularly through digital diplomacy. On the other hand, this progress has also posed serious challenges to international law, which has yet to fully regulate cross-border cyber activities. This study aims to examine the main challenges faced by international law in responding to the dynamics of global cyberspace, as well as to evaluate the role of digital diplomacy in shaping fair and inclusive cyber regulations. The research employs a qualitative method using a literature review approach, analyzing scholarly sources, policy reports, and official international documents. The findings reveal a significant legal vacuum in addressing cyberattack attribution, state responsibility, and the protection of human rights in the digital space. Current cyber diplomacy efforts remain hindered by ideological differences between major powers and developing countries, as well as by the dominance of non-state actors such as global technology companies. The conclusion of this study highlights the urgency of establishing a responsive, multistakeholder international legal framework that ensures global digital justice. Without collective efforts and international compromise, cyberspace risks becoming a battlefield of conflict without clear legal boundaries.
