Abstract

Abstract: The use of siger elements is found in commercial and government buildings in the city of Bandar Lampung. The existence of the siger element in the building is widely used after the issuance of the mayor's regulation that every commercial building and government in the city of Bandar Lampung must use the siger element. The lack of understanding about the preservation of local culture and architectural design of buildings makes the use of siger elements seem compelling and careless. This condition can be triggered because of the existence of regional regulations which in its formulation do not consider the perceptions of the local community about the use of the Siger element and the incomplete information in the existing regional regulations. The analysis that will be used in this study is an analysis of public perceptions about the use of siger in buildings. In this study, it was revealed how the perceptions of the people of Bandar Lampung about the use of siger elements in buildings. By knowing the perception of the Bandar Lampung community about the use of the siger element in the building, it is hoped that this study can be used as a recommendation in policy making to preserve local culture through building architectural design. The results of the study found 88% of respondents agreed with the use of siger elements in buildings and 12% of respondents said they did not agree.Keyword: Perception, Siger, BuildingAbstrak: Penggunaan elemen siger banyak ditemui pada bangunan-bangunan komersial dan pemerintah di Kota Bandar Lampung. Keberadaan elemen siger pada bangunan marak digunakan setelah dikeluarkannya peraturan walikota bahwa setiap bangunan komersial dan pemerintah yang berada di Kota Bandar Lampung harus menggunakan elemen siger. Kurangnya pemahanan tentang pelestarian budaya lokal dan desain arsitektural bangunan menjadikan penggunaan elemen siger terkesan memaksa dan asal-asalan. Kondisi tersebut dapat dipicu karena keberadaan peraturan daerah yang dalam perumusannya tidak mempertimbangkan persepsi masyarakat lokal akan penggunaan elemen siger dan kurang lengkapnya informasi dalam peraturan daerah yang ada.Studi ini dilakukan untuk mengetahui persepsi masyarakat Bandar Lampung tentang penggunaan elemen siger pada bangunan. Analisis yang akan digunakan dalam studi ini adalah analisis persepsi masyarakat tentang penggunaan siger pada bangunan. Pada studi ini diungungkapkan bagaimana persepsi masyarakat Bandar Lampung tentang penggunaan elemen siger pada bangunan. Abstract

National Road Implementation Agency (BPJN) for West Sumatera Region has an important role in managing road infrastructure in the West Sumatra Province. In the context of procurement for construction implemented by BPJN for West Sumatra, the use of e-catalogs is a solution to simplify the procurement process. The aim of this research is to evaluate how it is implemented, analyze supporting factors, analyze weaknesses and evaluate the benefits of the policy of procurement via e-catalog in construction work. This research uses a qualitative approach with a semi-structured interview method and Data analysis used thematic analysis. The results of the research show that the implementation of the policy for procurement via e-catalog for construction work at the National Road Implementation Agency for West Sumatera Region has been successfully carried out without any significant problems. Implementation of the policy for procurement via e-catalog in construction work is influenced by various supporting factors, including ease of application, socialization and technical guidance, adequate infrastructure, staff competence and coordination, as well as clear regulations and guidelines. Weaknesses of e-catalogs such as no information on remaining package capabilities, main equipment having to be proprietary, provider selection opportunities, limited service locations, and complete product limitations, all have a significant impact on the effectiveness and efficiency of the procurement process. The E-catalog system provides various significant benefits for construction work. Procurement time efficiency, fair prices, transparent systems, price negotiation, work outcomes, bid documents, provider selection, as well as motivation and competitiveness are some of the key benefits identified.
