Abstract

The provision of crossing facilities which is a Pedestrians Bridge In Tarakan city, was first built.This research was to aim of knowing the crossing facilities that are in accordance with the location conditions of the research study, both technically and in a special standard design, knowing the level of performance of the Pedestrians Bridge Facility for pedestrians. Data analysis of the number of vehicle volumes (V) is 5126 vehicles / hour and pedestrian volume (P) is 66 people / hour using the PV 2 formula 1728882386.2. Through Determination of crossing facilities on Yos Sudarso, in front of Grand Tarakan Mall, only requires Pelican with a protector or Pelican Crossing along with a waiting stall that has the criteria for the number P = 50 - 1100 people / hour, V > 700 vehicles / hour and PV2 > 2x10 8. For the bridge design, found on the standard for building stair height, did not meet the standards, which was 1.35 meters, while the height of the backrest in the field was 1.15 - 1.20 meters. The level of The Pedestrian Bridge use was 68.77% and could be stated as beneficial. The results of the questionnaire were obtained on the Cartesian diagram in quadrant 1, which is the main priorities that must be improved in the Pedestiran Bridge services are the ease of access for persons with disabilities and the hygiene care of the Pedestrian Bridge?s facilities.

Abstract

The main problem in this research is that the conventional legal system, which is primarily punitive, often fails to provide fair and holistic redress for both victims and offenders, thereby creating a gap between formal justice mechanisms and the social justice needs of local communities such as those in Pemalang. The purpose of this study is to analyze the strategies employed by Law Office & Associates “Solidaritas” Pemalang in implementing restorative justice as an alternative legal model that emphasizes reconciliation, community participation, and the restoration of social harmony. This study uses a descriptive-analytical method with qualitative analysis, combining literature review, participatory observation, interviews, and documentation to systematically examine the strategies, challenges, and impacts of restorative justice implementation by Law Office & Associates “Solidaritas” Pemalang. The research findings show that the restorative justice strategy of Law Office & Associates “Solidaritas” Pemalang reflects a progressive and participatory legal approach inspired by Marshall, Zehr, and Daly, emphasizing the restoration of social relations and empowerment of marginalized groups. Through mediation, consultation, and empathy-based assistance, the office addresses community needs effectively, fostering trust, awareness, and peaceful dispute resolution. Its success highlights law as social service rather than punishment. To enhance this role, recommendations include capacity building, systematic documentation, stronger collaborative networks, community legal education, and advocacy for supportive regulations, ensuring restorative justice becomes a sustainable and legitimate model.

Abstract

Penyebaran hoaks melalui media sosial telah menjadi permasalahan serius di era digital karena dapat menimbulkan keresahan publik, merusak kepercayaan sosial, dan mengancam stabilitas nasional. Penelitian ini bertujuan untuk menganalisis pertanggungjawaban pidana atas penyebaran hoaks melalui media sosial dalam perspektif Undang-Undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik (UU ITE) sebagaimana telah diubah dengan Undang-Undang Nomor 19 Tahun 2016. Metode penelitian yang digunakan adalah yuridis normatif dengan menekankan pada kajian peraturan perundang-undangan, doktrin, dan literatur hukum terkait. Hasil analisis menunjukkan bahwa penyebaran hoaks dapat dijerat dengan Pasal 28 dan Pasal 45A UU ITE, dengan memperhatikan unsur-unsur pidana seperti actus reus (perbuatan menyebarkan berita bohong) dan mens rea (kesengajaan pelaku). Pertanggungjawaban pidana dapat dikenakan baik kepada pembuat maupun penyebar hoaks yang terbukti menimbulkan kerugian bagi masyarakat. Namun, penegakan hukum menghadapi kendala berupa kesulitan identifikasi pelaku, pembuktian kesengajaan, serta potensi multitafsir yang memunculkan persoalan kebebasan berekspresi. Oleh karena itu, diperlukan pendekatan yang komprehensif melalui kombinasi penegakan hukum yang tegas, peningkatan literasi digital, peran aktif media, serta kolaborasi antara pemerintah dan masyarakat. Dengan demikian, penyebaran hoaks dapat ditekan guna menciptakan ruang digital yang lebih sehat, aman, dan bermanfaat bagi masyarakat luas.

Abstract

Tumbang Nusa Village is a government area located in Jabiren Raya Subdistrict, Pulang Pisau Regency. Based on its governmental structure, Tumbang Nusa Village is led by a Village Head. The village has four neighborhood associations (RT), and the main livelihood of Tumbang Nusa Village's residents is traditional fishing. The fish caught include gabus, patin, toman, and kerandang. Through this village empowerment program, one economically productive community group is involved, namely the Bekah Bersama fishermen's group. The fishing group involved consists of women who work as fishermen daily, selling their catch as fresh fish. This often causes losses for the fishermen because the fresh fish does not always sell out, so they have to bring it back to be salted and dried. This activity introduces fish-based product diversification. Women fishermen are taught skills to make processed products such as fish balls, fish nuggets, and fish floss, and are also trained in packaging these products. The group of women fishermen responded positively to the technological innovations provided. All members of the group have practiced making fish balls, fish nuggets, and fish floss, as well as packaging the products. However, there is still untapped local potential, including establishing links between fishing activities, to provide a circular economy that benefits the community of Tumbang Nusa Village.
