Abstract

Muslim communities in Southern Thailand have experienced in discrimination among in economic, social, and politics. This condition has even occurred in the last seven decades under King Bhumibol Adulyadej, who was known   to be wise king. Basically, King Bhumibol as the head of state always stated that social welfare approace is the best way to solve the problem, but almost every Thai Prime Minister as the head of government unfortunately always uses a militaristic approach that triggers social resistance. Since King Bhumibol died, Thailand has faced with the potential crisis for two reasons. First, Maha Vajiralongkorn as a successor, he is considered have different charisma with his father because he is very glamorous and have controversial lifestyle. Secondly, the absence of King Bhumibol, who has been a counterweight to the state made the Thai military more often coups. This conditions give impact to Muslim communities in the South who always live with uncertainty condition with two possibilities. First, Muslim communities have a better life under the new monarchy regime with social welfare and humanity approaches. Secondly, the condition of the Muslim communities will remains stagnant under the controversial king with continued by martial law.

Abstract

The idea of a smart city and a new capital city in Indonesia is complex, so planning and the government's role are crucial. The purpose of this research is based on two big questions about the government's plan for preparing for development and the potential for smart city development in the new capital city. This study was done based on the results of a direct examination of official government documents using a thematic analysis approach and an analytical tool called Nvivo 12 Plus. This research was able to show what the Indonesian government's plans are and what they could do to build smart cities in the new capital city (IKN/Nusantara). The findings of this study map out six smart city support systems, which are the government's priority plans, including urban systems, safety and security, livability and urban life, government services, the environment and sustainability, and access and mobility. They all focus on technology adaptation, digitization, renewable energy, and sustainability. Despite these priority plans, there are still significant challenges to rethinking the prospects and potential for developing smart cities in the new capital city, especially the issues of human resources, budget capacity, infrastructure, and government bureaucratic adaptation patterns. This study proposes to set up a smart governance system to adapt to the new system, primarily to accommodate those problems and challenges. It can contribute to unravelling smart cities' complexities, challenges, and future development potential.

Abstract

Istilah world class university menjadi trending topic di lingkungan pendidikan tinggi di Indonesia. Salah satu prodi di UIN Sunan Kalijaga Yogyakarta yang mengusung visi tersebut secara serius adalah Program Studi Manajemen Dakwah di bawah naungan Fakultas Dakwah dan Komunikasi. Program studi ini terus menggenjot upaya internasionalisasi institusi melalui berbagai kegiatan akademik dan kolaboratif. Namun pertanyaannya, apakah penguatan eksternal tersebut telah diimbangi dengan penguatan internal, dalam hal ini manajemen pelayanan dan reformasi birokrasi kampus. Berdasarkan hal tersebut, timbul pertanyaan lebih lanjut tentang bagaimana posisi mahasiswa sebagai pengguna jasa, apakah diperlakukan sebagai pelanggan atau warga negara. Penelitian ini menggunakan metode kualitatif dan pendekatan deskriptif. Hasil analisis komparatif berdasarkan teori New Public Management dan New Public Service menunjukkan bahwa dalam manajemen pelayanan dan reformasi birokrasi di Prodi Manajemen Dakwah, mahasiswa lebih diperlakukan sebagai warga negara, bukan sebagai pelanggan. Hal ini terlihat dari beberapa poin temuan seperti: (1) pelayanan tidak didasarkan pada kepentingan individu, melainkan mahasiswa secara keseluruhan berdasarkan prinsip kesetaraan, (2) pemberian layanan dilakukan secara adil sesuai dengan kondisi dan kebutuhan atau mengutamakan inklusivitas, (3) pelayanan tidak berorientasi pasar dimana program studi membuka ruang negosiasi seluas-luasnya untuk kepentingan masing-masing mahasiswa, memberikan akses dan respon terhadap berbagai keluhan mahasiswa, dan (4) memperhatikan berbagai aspek pelayanan seperti akuntabilitas dalam hukum, nilai-nilai kemasyarakatan, norma politik, standar profesi, dan pemenuhan kepentingan mahasiswa sebagai warga negara.
