Abstract

This study analyzed the culture of the Indigenous peoples, in this case, the Samin community in the Kendeng Mountains of Pati Regency, which has many natural resources, one of which is an excellent limestone for cement companies. In 2014, the Regent of Pati issued a Decree of the Regent of Pati No. 660.1/4767/2014 concerning environmental permits for the construction of cement plants, on the other hand, the communities around the Kendeng mountains that inhabited the area for a dozen years were worried about the plan to build the cement plant that would threaten the ecological balance of the Kendeng Mountains. The purpose of this study is to find out the social resistance strategy of Samin peoples in responding to the policy of cement plant construction. The approach used in this study uses ethnographic studies. Observations were made on the state of the village, physical environment, social facilities, and infrastructure, as well as activities in the community. The findings of the study revealed that this social movement showed the influence of policies desired by the indigenous Samin community, but the policy changes desired by the group still did not produce positive results. On the other hand, Samin peoples can frame this issue into large and national attention.

Abstract

This study aims to evaluate the effectiveness of disability-friendly sexual violence prevention and handling programs in the Sragen Regency, focusing on Gender Focal Point training and Women and Children Protection Service Posts (P4A). This program not only focuses on the implementation of training but also on the overall implementation of the program aimed at increasing the capacity of inclusive services for people with disabilities. The evaluation was conducted using pre-tests and post-tests to assess changes in participants' understanding of sexual violence and the importance of inclusive services. The results showed a significant increase in participants' knowledge after the training, but challenges in implementing disability-friendly services remained, especially related to infrastructure and resource support. This study highlights the importance of a sustainable training approach and provides theoretical insight into how protection services can be more inclusive based on intersectionality theory. Although the study sample is limited, these results provide important insights for developing more responsive protection policies.

Abstract

Indonesia, as the largest archipelagic country in the world, relies heavily on maritime transportation, which is crucial for connecting its islands and facilitating trade. With its vast maritime territory, the country faces significant challenges in ensuring the safety and security of sea transport. The implementation of effective regulations and the integration of data related to maritime safety and security are vital for minimizing risks, particularly in busy ferry ports like Tanjung Uban. This study aims to analyze the implementation of a web-based data integration policy for maritime safety and security at the Tanjung Uban Ferry Port, focusing on the integration of safety data to improve public services. Using a qualitative research approach, the study gathered data through interviews with key stakeholders such as port officials, ASDP representatives, and relevant government agencies. Data was also collected through document reviews and observations. The findings indicate that the shift from manual data management to an integrated web-based system has significantly improved communication, efficiency, and access to safety-related information across involved agencies. The integration of this data not only facilitates smoother coordination but also enhances the ability to monitor and ensure the safety of passengers and vessels. The study concludes that the successful implementation of web-based data integration has the potential to improve the quality of maritime safety and security services, providing a model for other ports in Indonesia and enhancing the overall maritime infrastructure.

Abstract

Digital transformation necessitates reform in talent management within the public sector, including the Supreme Court of the Republic of Indonesia/ Mahkamah Agung (MA RI). Although various digital systems have been implemented, their effectiveness has not been optimal due to a gap between policy design and implementation. This research aims to analyze the implementation of talent management in MA RI in the era of digital transformation. Using a qualitative approach and descriptive design, data were obtained through interviews, participatory observations, and documentation studies. The study's results indicate that uneven communication, human resource readiness that needs improvement, and limited digital system integration are the primary obstacles. The executive disposition that still relies on structural authority and complex bureaucratic structures also slows down the decision-making and coordination process between units. This study concludes that the success of digital talent management requires synergy between continuous training, strengthening technology infrastructure, and simplifying organizational structures. The limitation of this research lies in the scope of the institution which only includes the Supreme Court of the Republic of Indonesia, so the generalization of the results is limited. Further research is suggested to explore the long-term influence of digitalization of talent management on employee performance and institutional effectiveness, as well as how adaptation of bureaucratic structures can strengthen digital transformation in the public sector.

Abstract

Conflict is one of the problems that occurs when every human, organization, and the social life of the organization. Conflict can be reviewed through the root of existing problems that can be internal or can be external. The science of public administration has the right resolution in dealing with the mechanism of collaborative governance. The literature review approach applied was based on scientific journals published in the database. The database that the authors used were Scopus, Science Direct, and Taylor and Francis Group. The result of this research showed that the implementation of the proposed collaborative governance form of cooperation structure and the policy then is the creation of the community plan making. Furthermore, the types of conflicts resolved by collaborative governance in the 2015-2019 period were the source of conflicts that often occur in that period. Researchers suggested that researching collaborative governance can be developed in government so that it can be implemented in overcoming various public problems.

Abstract

Research on the factors of performance effectiveness of the goverment’s paddy dan rice purchase price policy in Sawit Boyolali is qualitative research that discusses about the policy of measured success based on performance use 3 variables i.e. encouragement and coercion at the federal level, the capacity of the central/state, and encouragement and coercion at the level of the centre and the regions. The model used to measure the effectiveness of the performance of paddy and rice HPP in Sawit Boyolali is Goggin et al Model. This policy according to researcher has clear goals and objectives. Implementors have the concept that is formulated in the form of the policy drawn up in detail. But the success of these policies need to be well understood by farmers. Researchers assessed the policy for the moment not too relevant to the conditions in the market. Paddy or rice HPP are below the market price. However, the increase in paddy or rice HPP will cause price increase paddy and rice on the market. So we are need to study more in depth. This research become more interesting with the discussion about the goverment’s paddy dan rice purchase price policy in Sawit Boyolali uses central dan vertical model with weaknesses and advantages.

Abstract

Inclusive governance typically denotes an ethical framework that assures jointly, participatory, and culturally sensitive policy-making, especially in the execution of urban child protection initiatives. This research digs into and discusses the public discourse around the Indonesian Kota Layak Anak (Child-Friendly City/KLA) policy, examining the different media narratives on how they emancipate, legitimize, obfuscate, or thwart the principles of inclusive governance. By using a corpus-assisted discourse analysis (CADS) method, the authors carry out an analysis of 136 articles from different national and local media that were published between 2011 and 2025, and talk about the KLA implementation in Surakarta. The analysis operationalizes inclusive governance along system (collaborative, multi-level governance), actor (accountability, deliberative participation), and culture (community-driven governance) dimensions. The findings reveal that community narratives and cultural narratives prevail discursively and that these heavily draw on local traditions, communal involvement, and symbolic activities. Conversely, accountability and institutional collaboration are practically absent from media scrutiny, often mentioned in passing or in gratuitous terms. The media appears to portray KLA more as a ceremonial success rather than an arena for structural policy reform. The article proposes a discourse analysis framework for understanding how these narratives support or undermine inclusive governance. The study thus contributes to the literature of governance evaluation, policy framing, and discourse analysis by designing a replicable method to assess how the public narration mirrors or masks multi-actor urban policy realities.

Abstract

This paper used the construction of digitally-mediated resilience embedded in culture of Indonesian cinema through a case study of gender-based online violence in “Budi Pekerti” (2023). Using qualitative critical analysis of 16 scenes, the paper showed how the film navigates digital harm and the strategies of digital resilience through the lens of gendered resistance and collective familial response. The paper critically examined the Western-centric model of digital resilience as an individual habitus, and instead studied resilience as a hybrid practice that involves geographically displaced, nurturing ritual and culturally embedded (e.g., Javanese language, food/symbolism). The paper claimed that digitally-mediated resilience for women in Indonesia is embedded in the nation’s collectivist ethos and, hence, in the film resilience was practiced and represented by men and women. As a performance, female characters challenged the digital harm by seeking the truth, correcting in language, and media activism whereas the male characters in the film maintained their reputation. By giving resilience in the film, the paper consequently claimed that institutional systemic barriers and media economy are among the structural conditions that make women’s justice inaccessible in professional space. The film, hence, argued for a culturally-embracing intervention to tackle techno-facilitated violence in the nation’s digital public sphere. By contrasting gendered power and the cultural context, the paper contributes to the media studies’ discourse about digital citizenship, and thereupon offers an insight for policy and community-based intervention regarding the evolving digital public sphere in Indonesia.

Abstract

This research raises a problem in Indonesia’s public services, with its relation to the scope of Public Administration Science. The study aims to analyze research articles in international journals with a time span from 2015 to 2019. The databases that the researchers used in the preparation of these scientific articles are Scopus and Taylor and Francis Group, which already have recognition from academics internationally. This study uses a qualitative research method with a literature review approach model in the form of a systematic mapping study. The research concludes that collaborative governance is most widely applied in public services, especially in the health sector. In addition, the method most commonly used is qualitative research methods with a case study approach
