Abstract

Indonesia merupakan salah satu negara yang telah menerapkan e-Government melalui adanya Instruksi Presiden  Republik Indonesia Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi Nasional Pengembangan e-Government. Dalam rangka penerapan e-Government, Pemerintah Kabupaten Magelang menyediakan sebuah layanan sebagai wadah untuk menampung aspirasi masyarakat Kabupaten Magelang seperti pertanyaan, pengaduan dan tuntutan masyarakat, yaitu Layanan Aspirasi Masyarakat. Layanan Aspirasi Masyarakat ini belum tersosialisasikan secara merata dan berkelanjutan, sehingga aspirasi yang masuk masih rendah. Penelitian ini dilakukan untuk menganalisis pengembangan e-Government melalui Layanan Aspirasi Masyarakat di Dinas Komunikasi dan Informatika Kabupaten Magelang. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan studi kasus. Penelitian dilakukan dengan mewawancarai 3 (tiga) pegawai Dinas Komunikasi dan Informatika Kabupaten Magelang sebagai pengelola Layanan Aspirasi Masyarakat dan Masyarakat Kabupaten Magelang sebagai pengguna Layanan Aspirasi Masyarakat. Teknik analisis yang digunakan adalah model Miles dan Huberman. Hasil penelitian menunjukan bahwa keterbatasan anggaran, keterbatasan infrastruktur teknologi dan keterbataan sumber daya manusia sebagai pengelola menyebabkan tidak terlaksananya sosialisasi secara merata dan berkelanjutan.  Kata Kunci: e-Government; Pelayanan Publik;  Kabupaten Magelang

Abstract

This study focuses on change management towards Strategic Human Resource Management (SHRM) in the Ministry of Administrative and Bureaucratic Reform of the Republic of Indonesia (KemenPAN-RB). Considering on idea of change HR management towards SHRM which could not be implemented, and various issues related to human resource management in KemenPAN-RB. This study uses a qualitative method with postpositivis approach. The object of this research is the Ministry of Administrative and Bureaucratic Reform of The Republic of Indonesia as a unit of analysis. The data analysis technique in this research was conducted by triangulation of source. The results show the human resource management in KemenPAN-RB still Partial Human Resource Management in managing human resources, because of human resource management are still not integrated which causes various problems in aspects of competency management, recruitment and selection, human resource development, performance appraisal, career management and total reward system. The idea of change towards SHRM could not be implemented due to various influence factors. There are some factors influenced implementing of SHRM according to the result of author analysis taken from various interviews has been conducted those are Mindset factor, Organizational, Leadership, Sharing Knowledge, Infrastructure and HR Competency.

Abstract

Persoalan tata kelola sampah menjadi isu utama yang tidak terpisahkan dari kehidupan kita.Salah satu desa yang memiliki konsen terhadap pengelolaan sampah adalah Desa Rawalo, Kecamatan Rawalo, Kabupaten Banyumas. Desa ini memiliki TPST yang sudah mulai berjalan sejaktahun 2020. Melalui kegiatan Pengabdian kepada Masyarakat, tim pengabdian melakukan kegiatan mengubah sampah menjadi berkah melalui kampanye zero waste. Tujuan dari pengabdianini adalah untuk memberikan edukasi kepada masyarakat mengenai pentingnya menjaga kelestarian bumi dan gaya hidup sehat melalui gerakan zero waste di Desa Rawalo. Metode pengabdian menggunakan ABCD model yang dalam hal ini masyarakat tidak dipandang sebagai aktoryang lemah dan terpinggirkan, melainkan dipersepsikan sebagai suatu komunitas yang memiliki potensi untuk berubah dan menjadi solusi dari beragam masalah yang ada, seperti masalahketimpangan ekonomi, peningkatan taraf hidup, kesejahteraan sosial, termasuk juga mengatasiberbagai problem lingkungan dan pengelolaan sampah. Berdasarkan observasi dapat dikatakanmasyarakat belum sepenuhnya dapat menyadari pentingnya memilah sampah. Maka dari itu,diperlukan pendampingan lanjutan baik melalui program CSR dari pihak swasta maupun program pendampingan dari perguruan tinggi. Hasil pengabdian yang telah dilakukan yakni terlaksananya program kampanye sesuai dengan rancangan proposal yang meliputi pelaksanaan workshop I dan workshop II sehingga masyarakat belajar pemilahan dan pengelolaan sampah yangbernilai ekonomis hingga zero waste.

Abstract

In the era of technological and information modernization, the need for information is one of the basic needs for human life. It makes various community groups develop ways of life to meet these needs. One of them was carried out by the people of Melung Village, who independently built an internet network in their village to obtain access to information from outside Melung Village. The difficult location and being in the mountains make this business known to many, so Melung Village is nicknamed the Internet Village or Digital Village. In its development, this embedded predicate, or nickname affects how people recognize themselves and represent their identity. This research wants to explore more deeply how the dynamics and formation of sociocultural identities for the community are located. This study uses ethnographic methods to obtain field data. Ethnography was chosen to obtain data from the perspective of cultural stakeholders, in this case, the people of Melung village. The results of this study show that the people of Melung Village do not deliberately embed the identity of the digital village but rather introduce the public to Melung Village, a remote village with good internet access. In its development, this identity is interpreted by the community not only as the identity of the village but also as the identity of the people of Melung Village.
