Abstract

Purworejo Regency is the second-highest disaster-prone area in Central Java Province. From the 494 villages and sub-districts in Purworejo Regency, around 90% are areas prone to natural disasters such as typhoons, landslides, and floods. One of the efforts in disaster management is coordination between stakeholders. On this basis, this study aims to analyze the coordination of the Regional Disaster Management Agency (BPBD) of Purworejo Regency and to find out the factors that encourage successful coordination between BPBD and other institutions in disaster management. The approach used is a qualitative method, with data collection techniques by interview, observation, and documentation. The informant selection technique used was purposive sampling with four informants. The results showed that coordination of BPBD of Purworejo Regency in the pre, during, and the post-disaster condition is good enough to overcome the disasters seen through the basic coordination mechanism (vertical and horizontal). However, coordination still faces obstacles, for example, there are community and private organizations that do not coordinate with the BPBD of Purworejo Regency during disasters. The factors that drive successful coordination include meeting forums (physical and non-physical), transparency in decision making, evaluation with stakeholders, and the use of decentralization for stakeholders.AbstrakKabupaten Purworejo merupakan daerah rawan bencana tertinggi kedua di Provinsi Jawa Tengah. Dari 494 desa dan kelurahan di Kabupaten Purworejo, sekitar 90% merupakan daerah rawan bencana alam seperti puting beliung, tanah longsor, dan banjir. Salah satu usaha dalam manajemen penanggulangan bencana yakni melakukan koordinasi antarpihak. Atas dasar tersebut, studi ini bertujuan untuk menganalisis koordinasi Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Purworejo serta mengetahui faktor-faktor pendorong keberhasilan koordinasi antara BPBD dengan instansi/lembaga lainnya dalam penanggulangan bencana. Pendekatan yang digunakan yaitu kualitatif dengan metode pengumpulan data secara wawancara, observasi, dan dokumentasi. Pemilihan informan dilakukan dengan menggunakan teknik purposive sampling,dengan jumlah informan sebanyak empat orang. Hasil penelitian menunjukkan bahwa koordinasi BPBD Kabupaten Purworejo pada kondisi pra, saat, dan pascabencana sudah cukup baik untuk menanggulangi bencana, yang terlihat melalui mekanisme dasar koordinasi (vertikal dan horizontal). Namun koordinasi masih mengalami hambatan, misalnya: adanya organisasi masyarakat dan pihak swasta yang tidak melakukan koordinasi dengan BPBD saat terjadi bencana. Faktor-faktor pendorong keberhasilan koordinasi di antaranya: adanya forum pertemuan (fisik dan nonfisik), transparansi dalam penciptaan keputusan, evaluasi secara bersama para pihak, dan dukungan desentralisasi penanganan bencana di setiap instansi sesuai dengan standar operasional prosedur (SOP) masing-masing pihak.

Abstract

This study evaluates the effectiveness of the Advanced Healthy and Happy Community Empowerment Program (Rodanya Masbagia) in Magelang City, which aims to improve community welfare through active participation in the planning of local activities supported by the annual budget. In its implementation, this program faces obstacles such as limited understanding from several RT Heads and Community Groups (Pokmas) regarding program procedures and rules. This study uses six dimensions of policy evaluation, namely effectiveness, efficiency, adequacy, equality, responsiveness, and accuracy. The research method is in the form of a quantitative survey with a sample of beneficiaries and members of the implementing organization. Data were collected through questionnaires and analyzed with a Likert scale to assess the effectiveness of the program. The purposive sampling technique is used for informants from program implementers, while cluster sampling is applied to communities in various sub-districts. The results showed that most of the evaluation dimensions, such as effectiveness, adequacy, and equity, were in the high category. However, there are still several aspects that need to be improved, such as public understanding in preparing Community Activity Plans (RKM), obstacles in accountability reports, and coordination between parties. The efficiency of the operational budget is also considered not fully adequate. In conclusion, the Masbagia Wheel Program has been quite effective and beneficial to the community, but challenges in technical implementation still need to be overcome. Recommendations include more intensive socialization, capacity building in the preparation of RKM and financial statements, and better coordination between related parties. This research is expected to be a reference for local governments to improve the quality of programs in the future.

Abstract

Desa Berdaya (Empowered Village) is an acceleration initiative in rural areas utilizing an integrated approach encompassing capacity building, economy, health, education, environment, and disaster preparedness. Its primary aim is to foster and develop local institutions to address community issues. This study seeks to portray the success of community empowerment through the Desa Berdaya program in Bligo Village, initiated by the private organization Rumah Zakat, by analyzing the 5P empowerment strategies: enabling, strengthening, protecting, supporting, and maintaining. A qualitative method with a case study approach was employed. Data collection was conducted using in-depth interviews, focus group discussions, observations, and documentation. Informants were selected purposively, including Bligo Village Government officials, Rumah Zakat facilitators, women’s farming groups, the Bligo Beriman waste bank, entrepreneurs, and local community members, totaling ten informants. The findings reveal that the implementation of the Desa Berdaya program in Bligo Village does not follow specific criteria but is based on program facilitators’ recommendations, often prioritizing their home villages. Based on the 5P empowerment strategy, the enabling stage involved dialogues with the village head, community leaders, and other key members deemed capable of implementing the Desa Berdaya program. During the strengthening stage, formal groups were formed, and collaborations with various internal and external parties were initiated. The protection stage was realized by issuing official decrees for the established groups, along with financial support from Rumah Zakat, Bligo Village Government, and the Magelang Regency Agricultural Office. The supporting stage was conducted through facilitation and guidance provided by program facilitators to the community. Finally, the maintenance stage was carried out by fostering a conducive atmosphere within the empowerment groups. The Desa Berdaya program positively impacts Bligo Village, particularly in social, health, environmental, and economic aspects. The reactivation of community groups and the establishment of a waste bank, which remains well-managed, are among the significant outcomes. The people of Bligo Village have become increasingly critical in addressing social and economic issues in their community due to the continuous empowerment process, which persists to this day.

Abstract

Magelang City UMKM actors operate in three fields, namely industry, services and trade. The development of UMKM actors in Magelang City from 2020 to 2022 experienced fluctuations. UMKM players are encouraged to expand their marketing through market places. The emergence of various digital platforms indicates that UMKM players are in the era of globalization. The development of UMKM which is accompanied by environmental changes must be adjusted to approproate strateges such as SWOT analysis approach. The aim of this research is create a model or framework for implementing UMKM development strategies in Magelang City. The research method is qualitative with a SWOT analysis approach (identification of strengths, weaknesses, opportunities and threats). The location of the research was in Magelang City. Informants were selected using a purposive sampling technique, including heads of UMKM associations, trader coordinators and regional apparatus organizations related to UMKM empowerment. Data collection was carried out by interviews, observation and documentation. This research identified 6 strengths, 7 weaknesses, 7 opportunities and 4 threats. From this identification, 16 strategies were produced in the form of 7 SO strategies, 3 WO strategies, 3 ST strategies, and 3 WT strategies. After that, a strategy implementation framework was formulated which focused on the classification of action planning for UMKM actors by paying attention to SO, WO, ST and WT strategies. All of these strategies are classified into four components, including optimizing the availability of human resources, utilizing external programs and technology, obtaining and using business legality, and forming branding and business characteristics.

Abstract

The quality of public services is the most important thing to know whether they are successful in fulfilling services. The quality of service reflects the quality of the bureaucracy. The objectives of the study include identifying weaknesses or shortcomings of public service delivery and measuring the tendency of public satisfaction level with public services. Using a survey method with 100 respondents. The analysis technique uses a descriptive statistic. The results showed that there are 3 dimensions of service that need to be improved, including: (1) The dimension of fairness of costs / tariffs in services; (2) The dimension of conformity of service products between those listed in the service standard and the results provided and (3) Dimensions of quality of facilities and infrastructure.
