Abstract

This research was conducted to reveal the integration of law and Hindu religious teachings, namely tumpek wariga with Regional Regulation Number 8 of 2019 concerning Organic Farming Systems. This research is a descriptive qualitative model with data collection techniques through direct observation in the field (observation), in-depth interviews, and document searches. The results of the research show that the integration of the laws and teachings of the Hindu religion tumpek wariga and Regional Regulation Number 8 of 2019 can increase rice production in Bali, so that it can become a strategy for local food security in the Bali region. It is known that since the regulation was implemented in 2020, the amount of rice production in Bali has continued to increase. In fact, in 2023 it will be able to meet the needs of all Balinese people. In practice, this research contributes to the harmonization of the relationship between religion and the state, and theoretically there needs to be further research regarding system theory in the religious and state system more broadly. Penelitian ini dilakukan untuk mengungkap integrasi hukum dan ajaran Agama Hindu, yaitu tumpek wariga dengan Peraturan Daerah Nomor 8 Tahun 2019 tentang Sistem Pertanian Organik. Penelitian ini model kualitatif deskriptif dengan teknik pengumpulan data melalui pengamatan langsung ke lapangan (observasi), wawancara mendalam, dan penelusuran dokumen. Hasil penelitian menunjukkan bahwa integrasi hukum dan ajaran Agama Hindu tumpek wariga dan Perda Nomor 8 Tahun 2019 dapat meningkatkan produksi tanaman padi di Bali, sehingga dapat menjadi strategi ketahanan pangan lokal daerah Bali. Hal ini diketahui sejak diberlakukan Perda tersebut tahun 2020, jumlah produksi beras di Bali terus mengalami kenaikan. Bahkan tahun 2023 mampu memenuhi kebutuhan seluruh warga Bali. Secara praktik, penelitian ini memberi sumbangsih pada harmonisasi hubungan agama dan negara, dan secara teoritis perlu ada penelitian lebih lanjut mengenai teori sistem dalam sistem agama dan negara secara lebih luas.

Abstract

The need for residential housing for foreigners who reside is a basic right that should be considered. Foreigners who have competencies in the field of tourism, managers, and other expertise for the Indonesian state are very realistic because the knowledge of foreigners' work skills for progress is mostly owned by foreigners. Indonesia as a country that will lead to progress is in dire need of knowledge and skills in various fields of technology, management and increasing resources both human and natural resources. The research method is carried out with the type of normative legal research method, with the source of primary legal material Government Regulation of the Republic of Indonesia Number 103 of 2015 concerning Ownership of Residential Houses or Occupancy by Foreigners Residing in Indonesia, and other laws and regulations related to the issues discussed. While secondary legal materials are library books, journal articles on line journal system, scientific papers, and reviews in the mass media and others. The results of the study indicate that there is conformity between the Republic of Indonesia Government Regulation Number 103 and the Republic of Indonesia Government Regulation in Article 4 letter a and number 1 of Number 10 of 1996 concerning Cultivation Rights, Building Rights and Land Rights Article 39 letter e and land objects Article 40 letter c, as well as the Republic of Indonesia Government Regulation Number 18 of 2021 concerning Land Management Rights, Land Rights, Flat Housing Units and Land Registration Article 49 paragraph (1).

Abstract

The purpose of this study was to analyze the challenges and opportunities of Indonesian blind masseurs in improving competency through the implementation of the business standards of massage parlor. The research method is a descriptive-qualitative, theoretical approach on competency in human resource management. Primary data sources selected by purposive sampling. The informants involved were representatives of blind massage entrepreneurs. Secondary data sources in this study is PERMENPAR No.20 of 2015 concerning Business Standards of Massage Parlor. Data analysis techniques by means of data triangulation. The results of the study indicate the challenges faced by the blind masseurs namely: 1) requirements of massage business licenses have not been fulfilled; 2) aspects of the organization, management, and human resources have not been maximized. Increasing the competency of the masseur as a traditional health practitioner is an innovation, and it can extend their opportunities to work in the center of public health and hospitals.
