Abstract

ABSTRAKTujuan umum dalam penelitian ini adalah mengembangkan Buku Ajar Mata Kuliah Bahasa Indonesia Berorientasi Pendekatan Saintifik untuk Meningkatkan Kompetensi Mahasiswa S1 PGSD. Adapun tujuan khusus penelitian ini adalah: (1) mendeskripsikan proses pengembangan buku ajar mata kuliah bahasa Indonesia berorientasi pendekatan saintifik untuk meningkatkan kompetensi mahasiswa S1 PGSD (2) mendeskripsikan kualitas buku ajar mata kuliah bahasa Indonesia berorientasi pendekatan saintifik yang dikembangkan.Penelitian ini termasuk jenis penelitian pengembangan dengan desain model 4D. Prosedur pengembangan meliputi tahap pendefinisian, perancangan, dan pengembangan. Data penelitian berupa dokumen proses pengembangan, dan data kualitas buku ajar dari validator serta calon pengguna. Selanjutnya pengumpulan data dilakukan melalui teknik validasi, observasi, angket dan tes dengan instrumen berupa lembar identifikasi, pemetaan KI, KD dan indikator-indikator, lembar pemerolehan bahan ajar, lembar validasi materi, lembar validasi penyajian, lembar validasi bahasa, lembar validasi kegrafikaan. Penganalisisan data dilakukan dengan teknik deskripsi kualitatif kuantitatif secara berurutan.Hasil penelitian menunjukkan bahwa proses pengembangan biku ajar meliputi tahap pendefinisian dengan hasil berupa peta kebutuhan pembelajaran; tahap perancangan dengan hasil draf buku ajar; dan tahap pengembangan dengan hasil berupa model final buku ajar. Kualitas buku ajar yang dikembangkan dinilai dari komponen materi, penyajian, bahasa, dan kegrafikaan. Masing-masing komponen mendapat persentase 100%, 87,5%, 100%, dan 80%. Pemerolehan hasil observasi terhadap aktivitas dosen, respon dosen, aktivitas mahasiswa, dan respon mahasiswa  berturut-turut 95%, 91,66%, 93,75%, dan 92,3%, hasil belajar mahasiswa mengalami peningkatan sebesar 53,4%.Kata Kunci: Pengembangan Buku Ajar, Mata Kuliah Bahasa Indonesia, Berorientasi Saintifik

Abstract

Literacy is a foundational competency that significantly influences students’ academic and lifelong success. This study investigates the effect of structured literacy instruction on the reading abilities of Grade V students at SD Lab School UNIMUDA, Sorong Regency. Using a one-group pretest-posttest design, this quantitative study involved eight students and applied a literacy intervention integrated into Bahasa Indonesia instruction over the course of four sessions. Data were collected through pretests and posttests and analyzed using the Shapiro-Wilk normality test, paired sample t-test, and normalized gain (N-Gain) analysis. The findings indicate that the data were normally distributed, permitting the use of parametric analysis. The paired sample t-test showed a statistically significant improvement in students’ reading performance (p = 0.000), while the N-Gain score averaged 57.15%, placing the intervention in the moderately effective category. These results demonstrate that consistent and visually engaging literacy instruction, supported by structured routines and relevant reading materials, can enhance student engagement and reading comprehension. The study contributes to the existing literature by providing evidence from a remote and underrepresented educational setting, highlighting the effectiveness of school-based literacy initiatives. It calls for broader implementation of such interventions and suggests further research into sustainable and community-supported literacy models. The findings offer practical insights for educators, policymakers, and literacy advocates working to improve primary education outcomes.

Abstract

The Administrative Court (Pengadilan Tata Usaha Negara, PTUN) holds a pivotal role in upholding the rule of law by reviewing the legality of state administrative actions and safeguarding citizens' legal rights. This study explores the existence and practical implementation of the PTUN in ensuring legal certainty over State Administrative Decisions (Keputusan Tata Usaha Negara, KTUN). Employing a normative juridical approach with qualitative-descriptive analysis, the research examines statutory regulations and relevant literature. The findings reveal that, despite a solid legal foundation, the effectiveness of PTUN is hindered by limited public legal awareness, restricted access to judicial mechanisms, and insufficient understanding of its jurisdictional authority. To enhance the court’s functionality within Indonesia’s administrative law system, the study recommends strengthening institutional frameworks, improving human resource capacity, and expanding public legal education. These measures are essential to realize the court's mandate in delivering administrative justice and ensuring good governance.
