Abstract

ABSTRAK Masyarakat dewasa ini membutuhkan pelayanan publik yang dapat membantu menyelesaikan permasalahan mereka. Penerapan praktek good governance pada pelayanan publik penting diterapkan dengan didukung model pengembangan yang relevan. Artikel ini mengusulkan model pengembangan pelayanan publik dengan pendekatan positive reinforcement theory. Sebuah pendekatan yang berbasis perilaku yang memetakan faktor-faktor apa saja yang berpengaruh baik pada level individu, kelompok, maupun organisasi terhadap perilaku transfaransi, akuntabilitas, responsible, integritas, dan fair dari petugas pelayanan. Perilaku tersebut yang didukung oleh budaya pelayanan, manajemen kinerja, ketangkasan belajar, serta kepemimpinan berbasis transformational, otentik, dan melayani. Kata Kunci : pelayanan publik, tata kelola yang baik, positive reinforcement theory ABSTRACT Today's society needs public services that can help solve their problems. The application of good governance practices in public services is important to be implemented with the support of relevant development models. This article proposes a public service development model with a positive reinforcement theory approach. A behavior-based approach that maps out the factors that influence the level of individuals, groups, and organizations on the behavior of transparency, accountability, responsibility, integrity, and fairness of service personnel. These behaviors are supported by a service culture, performance management, learning agility, and transformational-authentic-servant leadership. Abstract

Tujuan penelitian ini merumuskan konsepsi reformulasi kebijakan pe-nanggulangan bencana di Indonesia khususnya dihadapkan pada tantangan meningkatnya tren bencana alam dan non alam seperti pandemi Covid-19. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan menekankan pada studi literatur guna mengkaji beberapa metode dan pengalaman (lesson learnt) di berbagai implementasi kebijakan penanggulangan bencana di Indonesia. Hasil penelitian adalah perlunya reformulasi kebijakan pada setiap fase kebencanaan (pra-bencana, tanggap darurat, pascabencana) dari berbagai aspek sistem penanggulangan bencana, yaitu legislasi-regulasi, perencanaan, kelembagaan dan pendanaan. Adapun reformulasi kebijakan penanggulangan bencana yang diusulkan adalah (1) melindungi segenap bangsa Indonesia dan seluruh tumpah darah Indonesia (dengan merefomulasi kebijakan pendanaan yang memadai untuk setiap tahapan penanggulangan bencana); (2) memajukan kesejahteraan umum (mereformulasi kebijakan pascabencana yang berprinsip build back better, safer and sustainable); (3) mencerdaskan kehidupan bangsa (mereformulasi kebijakan pengarusutamaan atau mainstreaming pengurangan risiko bencana ke seluruh lapisan masyarakat, melalui komunikasi, edukasi dan informasi); (4) ikut melaksanakan ketertiban dunia berdasarkan kemerdekaan, perdamaian abadi dan keadilan sosial (mereformulasi kebijakan melakukan kerjasama, baik dalam dan luar negeri untuk kebencanaan); dan ini telah sejalan dengan amanat konstitusi UUD 1945.

Abstract

The inequality of digital skills is an organizational challenge experienced by public and private organizations to ensure work productivity in work-from-home arrangements during Covid-19. This article aims to elaborate on digital skill development and examine the effects of digital leadership and digital collaboration on digital skill development. This article is based on a cross-sectional study involved 824 office workers from 32 provinces in Indonesia. The combined convenience and snowballing approach were used as the sampling methods. The collected data were structured in the first-order constructs by PLS Structural Equation Modeling. The results revealed that digital skills are significantly influenced directly by digital collaboration and indirectly by digital leadership. For accelerating digital skill development, the superior of office workers should facilitate their team members to collaborate intensively by using digital technology. Further study is recommended to examine the effects of other factors such as work motivation, family support, and availability of digital facility at home, performance management, and perceived organizational support.

Abstract

There is a 2nd generation of academical framework as a fit foundation for developing policy and practices of the national security policy in the developing countries, as a framework that enlarging the understanding from international and military studies into a wider of political studies. Academical discourse in Indonesia is now promoting the framework of total policy performance in which national security policy place at the center. The seminal method and measurement of national security performance that have been developed had scored Indonesia of 27.8875, which means a conducive performance.

Abstract

Governance is the key success of Government. The reforming governance among developing countries is difficult, costly, and exhausted. It was caused by the less-comprehensive of the understanding of governance itself. There are three types or mode of governance, historically: static, dynamic, and chaotic. The static is governance concept which was develop in 1980s and still as mainstream until today practices among Government, includes in Indonesia. The finding of the second types of dynamic governance has been introduced, but in fact it was facing some new challenges from character of the people to the policy. Some countries with factor of a fit culture for dynamic governance are effectively able to develop the capabilities to exercise governance. Some other countries do not have, or they have but insufficient. Chaotic governance is the new imperative for today and tomorrow government. It is governance in the digital age. Scholars and leaders of Governments need to have a same premise and commitment to use the recent technology of digital profoundly.
