Abstract

ABSTRAK Masyarakat dewasa ini membutuhkan pelayanan publik yang dapat membantu menyelesaikan permasalahan mereka. Penerapan praktek good governance pada pelayanan publik penting diterapkan dengan didukung model pengembangan yang relevan. Artikel ini mengusulkan model pengembangan pelayanan publik dengan pendekatan positive reinforcement theory. Sebuah pendekatan yang berbasis perilaku yang memetakan faktor-faktor apa saja yang berpengaruh baik pada level individu, kelompok, maupun organisasi terhadap perilaku transfaransi, akuntabilitas, responsible, integritas, dan fair dari petugas pelayanan. Perilaku tersebut yang didukung oleh budaya pelayanan, manajemen kinerja, ketangkasan belajar, serta kepemimpinan berbasis transformational, otentik, dan melayani. Kata Kunci : pelayanan publik, tata kelola yang baik, positive reinforcement theory ABSTRACT Today's society needs public services that can help solve their problems. The application of good governance practices in public services is important to be implemented with the support of relevant development models. This article proposes a public service development model with a positive reinforcement theory approach. A behavior-based approach that maps out the factors that influence the level of individuals, groups, and organizations on the behavior of transparency, accountability, responsibility, integrity, and fairness of service personnel. These behaviors are supported by a service culture, performance management, learning agility, and transformational-authentic-servant leadership. Abstract

ASEAN economies face new challenges in achieving sustainable, inclusive development, namely entrepreneurial innovation, impacting ASEAN's competitiveness. This research investigates the relationship between the power of innovation, entrepreneurship, and national competitiveness at the ASEAN country level. This study also examines how innovation and entrepreneurship can affect a country's competitiveness and inclusive development. The results of the comparative analysis based on means-testing using an independent sample t-test at the ASEAN level show a significant difference between the group of countries with a low-medium level of innovation ability and the group of countries with a high level of innovation ability. High levels of innovation imply that these countries have high competitiveness, entrepreneurship, and inclusive development levels. Meanwhile, the regression and correlation analysis results show that several ASEAN countries have high national competitiveness due to high levels of innovation, entrepreneurship, and inclusive development. The findings of this study may help develop policies to boost national competitiveness in inclusive growth.

Abstract

Perubahan yang terus menerus dan disruptif menuntut orang-orang dalam organisasi untuk menjadi adaptif dengan cepat. Ketangkasan belajar (learning agility) merupakan isu strategis dalam pengelolaan sumber daya manusia. Artikel ini mengulas secara mendalam mengenai pengaruh budaya belajar (learning culture) terhadap ketangkasan belajar. Apakah budaya belajar berdampak langsung ataukah tidak langsung terhadap ketangkasan belajar? Artikel ini berdasarkan pada riset empiris yang melibatkan 107 direktur dan manajemen senior dari perusahaan-perusahaan terkemuka di Indonesia. Data yang didapatkan diolah menggunakan pendekatan Structural Equation Modelling berbasis Partial Least Square (PLS SEM) dan aplikasi SmartPLS versi 3.0. Hasil analisis menjelaskan bahwa budaya perusahaan berpengaruh tidak langsung terhadap ketangkasan belajar. Budaya belajar merupakan anteseden dari keterlekatan kerja (work engagement) dan keterlekatan kerja tersebut merupakan prediktor dari ketangkasan belajar. Dengan demikian, keterlekatan kerja memainkan peranan sebagai mediator dalam pengaruh budaya belajar terhadap ketangkasan belajar. Untuk menghasilkan orang-orang yang tangkas dalam belajar menghadapi perubahan, orang-orang di dalam perusahaan harus diarahkan untuk memiliki keterlekatan kerja yang baik dan diekspos dengan budaya belajar secara intensif dalam kurun waktu tertentu..

Abstract

The research aimed to determine whether leadership (leadership agility) and digital intelligence (digital quotient) have an influence on employee engagement. The data collection method was conducted by distributing questionnaires to employees, which obtained a sample of 150 people in pharmaceutical companies and Pinrumah.com. The analysis method was multiple regression analysis using IBM SPSS Statistics 20 software as data processing. The results show that both leadership agility and digital quotient have significant effects on employee engagement.

Abstract

For controlling the negative impact of Covid-19 outbreak, the Indonesia government instructs the citizen to work from home (WFH). Unfortunately, the WFH productivity is still questioned. This study is an attempt to elaborate work productivity and the effect of digital skill as individual driver, digital collaboration as group driver, and perceived organizational support or POS as organizational driver. For supporting the arguments, this article has conducted a quantitative study which involved 824 working citizens as the respondents from all over Indonesia. The respondents are mostly the first timers of working from home. They were working for governmental institution or business organizations from various industries in Indonesia. Collected data was structured and calculated by PLS structural equation modelling) and SmartPLS application version 3. This study concludes that digital skill and POS affect directly on work productivity, but digital collaboration impacts indirectly. Digital skill becomes a mediator in linkage between digital collaboration and work productivity

Abstract

Covid-19 pandemic has affected all parts of human life. It affects health, as well as socio and economic aspects. In this situation, high empathy should follow the implementation of physical distancing to reduce the spread of the virus. However, anti-social behavior has mostly materialized. This study aims to explore the spiritual effect on students' empathy during the Covid-19 pandemic. It observes if spirituality predicts empathy and the other way around. 1004 university students from 65 universities in East Java, Indonesia, were recruited to give responses from a set of questionnaires. Smart-PLS application was used to analyze the statistical data. Findings uncovered that this measurement model is valid and reliable for spirituality (Spiritual Assessment Scale=SAS) and empathy (Interpersonal Reactivity Index=IRI) construct. Through a structural model, our study also found that spirituality and empathy have a significant reciprocal relationship (with a path coefficient of 0.564). Spirituality predicts empathy and the other way around. Our findings suggest that universities' counseling units apply spiritual strategies in counseling activities to accelerate students' empathy during the Covid-19 pandemic and to anticipate the future crisis.

Abstract

The research explored the description of learning agility and the effect of each independent variable, namely online learning, grit, and collaborative skill on learning agility of millennial employees in DKI Jaya. This quantitative research applied an associative approach with data collected through questionnaires with a total of 387 millennial employees in DKI Jaya. This research suggested that millennial employees in DKI Jaya performed good learning agility, online learning, grit, and collaborative skill. Using simple regression analysis, it was known that online learning and collaborative skill each had significant effect on learning agility, while grit was found not to have significant effect on learning agility of millennial employees in DKI Jaya. By this research, the institutions were supposed to continuously support the development of learning agility, online learning, grit, and collaborative skill of millennial employees in DKI Jaya for the sustainability of the institutions.

Abstract

Abstract- This article intends to examine holistic work engagement of millennial employees who work in offices, as well as examine the influence of digital culture on work engagement in DKI Jaya during COVID-19. This article is based on a cross-sectional and quantitative-causal study by using a non-probabilistic sampling approach. Respondents are the first and second layers of the personal and professional network of the research team. They all live and/or work in Central Jakarta. The data from 399 office millennial employees were structured by utilizing PLS-SEM and processed with SmartPLS version 3.3. The results show that digital culture has a direct positive and significant effect on the four aspects of holistic work engagement. However, when the analysis tried to examined further, it turns out that the influence of digital culture is multi-layered, where at first it directly affects on physical engagement and then indirectly affects intellectual and emotional engagement, and finally impact on spiritual engagement. The development of digital culture is effective enough to be applied for engaging millennial employees holistically during this COVID-19 pandemic. Abstract

During COVID-19, working from home (WFH) becomes most possible working arrangement alternative in order to practice social distancing. The productivity of WFH is still questioned by many organizations, especially companies which conduct WFH extensively for the first time. Do digital skills, work motivation, digital leadership, digital collaboration, perceived organizational support, and performance management impact positively and significantly on work productivity? This paper is based on cross-sectional study which involved 855 office workers from 32 provinces in Indonesia.  PLS SEM and SmartPLS version 3.0 were used to structure and test the research model. The analysis result reveals that individual factor influences WFH productivity directly, while group and organizational antecedents influenced indirectly. To leverage WFH productivity, organizations should focus to develop digital skills and work motivation as individual factor. The organizational and group antecedents should be aligned and directed to impact on WFH productivity.

Abstract

Turbulence in the business environment imposed large companies or market leaders to become more agile in doing business. Developing business agility can be implemented in many levels of business organization. This paper proposes a multi-layer perspective of business agility construct by examining construct validity through structural equation modelling. Based on organizational behavior theory, this paper proposes combining construct from three different perspectives of business agility: strategic agility from an organizational perspective, leadership agility from a group perspective, and learning agility from an individual perspective. The paper involved 477 supervisors and managers of Indonesian oil palm plantations as respondents. The data was analyzed by using Lisrel version 9.30. The result explains that the second-order construct is the best-fit construct for defining multi-layer agility as a measurement model.
