Abstract :This study aims to identify and analyze the magnitude of mapalus cultural influences againts societyparticipation in development in Tombasian Atas Village, Kawangkoan Barat Sub-District, MinahasaDistrict.Research Methods that the authors use in this study is a quantitative research method, is a research methodbased on the philosophy of positivism, used to examine the population or a particular sample. The samplingtechnique used is a simple random sample technique from research in Tombasian Atas Village as many as50 KK. Data analysis techniques used are simple linear regression analysis and simple correlation analysis.Based on the results of analysis using correlation pearson product moment obtained correlation coefficient(r) = 0.794 while the coefficient of determination (rÂ²) = 0.63. These results show that the coefficient ofdetermination of 63%. With this result it can be explained that the increase of society participation indevelopment is determined by mapalus culture by 63% while 37% is determined by other factors. Based onthe results of the above research, the hypothesis proposed can be accepted that there is a degree of linkageand determination power between mapalus culture againts society participation in development inTombasian Atas Village, Kawangkoan Barat Sub-District, Minahasa District. Based on the results ofsignificance test obtained value ð’•ð’‰ð’Šð’•ð’–ð’ð’ˆ = 12.141 at significant level (Î±) = 0.05 with degrees of freedom (df)= n - 2 = 48, then ð’•ð’•ð’‚ð’ƒð’†ð’ = 2.010. From the data it is obtained that ð’•ð’‰ð’Šð’•ð’–ð’ð’ˆ is greater than ð’•ð’•ð’‚ð’ƒð’†ð’ whereð’•ð’‰ð’Šð’•ð’–ð’ð’ˆ 12.141 > 2.010. Then ð‘¯ðŸ is accepted and ð‘¯ðŸŽ is rejected. It proves that there is a significant amountof influence between mapalus culture againts society participation in development in Tombasian AtasVillage, Kawangkoan Barat Sub-District, Minahasa District.Based on the result of the research, it can be concluded that the culture of mapalus has a strong influenceon society participation in development. So, the more often the society implements the culture of mapalusthen society participation in development will increase. Thus should increase cooperation, pay attention tohabits of helping each other, public interest, and become involved in rural development.Keyword : The Culture of Mapalus, Society Participation, Rural Development

Abstract: Population and community dietary changes cause the increase of the volumes of type, and characteristic of theincreasingly diverse garbage waste management. Based on the problems of Research aims to know the performance ofthe Department of the environment in the waste management in the city of Manado.This study uses qualitative methods with selected informants consisting of Chairman, officials of the competent officials/staff/ implementation, and how the garbage workers in the service of the Environment Manado as well as the community.Data collection techniques used are interviews, observation and documentation. Qualitative data were analysed withdescriptive narrative supported by primary and secondary data.The results showed that the performance of the related Department of the environment in the waste management in the cityof Manado has shown a fairly good results, in terms of productivity can be seen already very good views of the goals set andthe effort to realize the goal, among others, with the application of law socialization, adds to the operational personnelhygiene and the granting of construction on the importance of environmental hygiene in order to materialize the city ofManado in a healthy, comfortable, clean, healthy and free of waste by improving the quality of service sothat waste treatment system Manado city becomes "Cendikia" and as a destination "Ecotourism". Similarly, whenviewed from the responsivitas against the incoming complaints from community directly dealt with up with a sprightly,assertive and sociable and friendly also responds when serving. The same thing can also be seen in the responsibility,because the procedure of the Ministry of the environment Office of trash in Manado city is already organised properly. Inaddition to accountability is already good enough in this the role of Government as a provider of basic services and wastemanagement facilities as well as briefing policymakers also firmly related environment and garbage. BesidesGathering information dissemination and community aspirations regarding waste processing services through socializationand dropped directly into the field, conduct of meetings between the device and the public, as well as throughprint/online media others. But in terms of the quality of service is still lacking good especially the willingness of wastemanagement infrastructure and facilities because it looked to the future production of garbage will be moreand more, socialization and interaction of related problems of garbage as well as the affirmation of a rule about garbage isstill lacking.Keywords: performance, waste management

Research that has been conducted aims to analyze how the Implementation of Policy Determination of InterCity Public Transportation Tariff in North Sulawesi Province. The method used in this research is qualitativemethod. Based on the results of the study can be concluded that the Implementation of the PolicyDetermination of Inter-City Public Transportation Tariff in North Sulawesi Province has not been runningproperly. Judging from the survey results in the field based on the amount of tariff written in the Decreeissued by the Governor of North Sulawesi. In the actual tariff rules on the route Kawangkoan - Manado tariffas per SK Rp 12.600, - in fact the current tariff of Rp 15.000, - route Manado - Langoan Rp 15.000, - to Rp17.000, - Manado - Tondano route Rp 9,400, - to Rp 10,000, - Manado - Tomohon route Rp 7, 400, - to Rp8.000, - Manado - Kotamobagu route Rp 34.500 to Rp 55.000, - Manado - Bitung route Rp 9,700, - to Rp10.000, - and route Manado - Amurang Rp 13.800, - to Rp 15.000 , -.The sanctions stated in Article 10 in thePergub of North Sulawesi number 13 of 2016 which should be feared by the recipients of policies that violatethe rules are in fact not known by the recipients of the policy so that it becomes something that is consideredunimportant to something that is not important to be conveyed and known. Furthermore, four factors thatdetermine the success of a policy implementation of communication, resources, disposition, bureaucraticstructure has not been implemented and a barrier to the successful implementation of the policy ofdetermining public transportation rates. Lack of public respect for existing policies for various reasons thatexist inhibit the implementation of a policy. To solve the existing problems in the implementation of the intercity public tariff policy adoption in North Sulawesi Province, provincial and district / city governments aspolicy makers and policy-makers should be concerned about whether or not a policy should be implemented.Keywords: Policy Implementation, Public Transportation, Tariff.

Poverty cannot be separated from the context of community development. Communitydevelopment means as a conscious, systematic and directed effort organized by, for and in society thataims to change their own standard of living in a better direction. Therefore, many things are done indealing with poverty, both from the government, the private sector and from the public. One of theprograms carried out by the government in handling poverty is through the Joint Business Group(KUBE). The community can utilize and participate in the Joint Business Group (KUBE) which isadjusted to expertise supported by environmental conditions that are carried out in groups to deal with theproblems of poverty that have taken root in a community. The Joint Business Group in Kamanga DuaVillage is largely targeted by the community in accordance with the criteria set by the government, namelythe people belonging to the weak economy are also adjusted to their environmental conditions andcapabilities. The purpose of this study was to determine the effectiveness of the Joint Business GroupProgram in Kamanga Dua Village, Tompaso District, Minahasa District. This study uses a qualitativemethod. The informants in this study were seven people. Data collection techniques used were interviews,observation and documentation. Measurements using the theory from Ducan quoted by Richard M. Seterswith three points of measure of effectiveness, namely achievement of goals, integration, adaptation. Theresults of this study state that by using three points of measurement of the effectiveness of the KUBEprogram in Kamanga Dua Village, Tompaso Subdistrict, Minahasa Regency is considered to have runwell. Suggestions further enhance the ability of members and groups and improve infrastructure facilities.

study aims to determine the implementation of the policy of the village of Ratatotok-Buyat inthe North Sulawesi Province. The theory used in this research is the theory of policy implementationproposed by Edward III: communication, resources, disposition, and bureaucratic structure. This type ofresearch is descriptive qualitative. There are 10 people used as informants in this study and to collect dataand search for research data using interviews in this study, after the data are collected and will beanalyzed descriptively, in order to get answers about the implementation of the Rataotok-Buyat villageboundary policy. After conducting in-depth research and interviews, the results of research on theimplementation of the Ratatotok-Buyat village boundary policy in North Sulawesi Province, namely thecommunication process that occurs in the implementation of the Ratatotok-Buyat village boundary policyto the support of human resources in implementing the Ratatotok-Buyat village boundary policy Thispolicy implementation was not well realized. The regional government needs to re-socialize the Ratatotok-Buyat village boundary policy as stipulated in Permendagri No. 69 of 2016 and the government is evenmore transparent in every policy issued.Ke Words: Policy Implementation, village boundaries

The purpose of this study aims to know how much the effect of organizational communication on theeffectiveness of the implementation of development in Palamba Village, South Langowan District. Thesample in this study amounted to 60 respondents using quantitative research methods and the instrumentsof this study were interviews and questionnaires. The data analysis technique used was validity, reliabilitytesting, simple regression analysis and correlation analysis. From the research conducted and dataobtained, that organizational communication has a positive influence on the effectiveness of theimplementation of development in the Village of Palamba, South Langowan District.

Penelitian ini bertujuan untuk menjelaskan pelayanan pendidikan yang ada di Sekolah Menengah AtasNegeri 1 Amurang Kabupaten Minahasa Selatan. Metode penelitian yang digunakan yaitu kualitatif. Datadiperoleh melalui wawancara kepada kepala sekolah, guru, tata usaha dan siswa. Data juga diperoleh melaluiobservasi dan pengumpulan data sekunder. Analisis data dilakukan dengan cara reduksi data, penyajian data,penarikan kesimpulan dan verifikasi. Temuan penelitian ini bahwa pelayanan pendidikan yang ada diSekolah Menengah Atas Negeri 1 Amurang Kabupaten Minahasa Selatan berbentuk pelayanan pengajaran,pelayanan administasi ketatausahaan, pelayanan fasilitas sekolah dan pelayanan ekstrakurikuler. Perbaikanpelayanan perlu dikaukan melalui penataan kembali proses pembelajaran secara online khususnya dalamsistem pembelajaran dan penugasan., pelayanan administrasi ketatausahaan perlu dilakukan secara online,pengusulan penambahan fasilitas sekolah serta pelayanan ekstrakurikuler diarahkan pada kegiatan penunjangakademik seperti pendalaman mata pelajaran.Kata Kunci : Pelayanan, Pendidikan, Sekolah Menengah Atas

Satuan Polisi Pamong Praja Kabupaten Minahasa Selatan memiliki 184 pegawai denganstatus tenaga harian lepas dalam menjaga ketertiban umum dan ketentraman masyarakat. Tujuandilakukannya penelitian ini yaitu untuk menjelaskan kompetensi kerja tenaga harian lepas di KantorSatuan Polisi Pamong Praja Kabupaten Minahasa Selatan. Penelitian ini menggunakan desainkualitatif. Data diperoleh melalui wawancara kepada informan, observasi dan pengumpulan datasekunder. Data yang diperoleh dianalisis melalui tahapan reduksi, penyajian dan penarikankesimpulan. Penelitian ini menemukan bahwa kompetensi kerja tenaga harian lepas di Kantor SatuanPolisi Pamong Praja Kabupaten Minahasa Selatan berkaitan dengan aspek motif, sifat ataukarakteristik fisik, konsep diri, pengetahuan dan ketrampilan. Perbaikan kompetensi dapat dilakukanmelalui pemberian jamianan kesehatan dan keamanan kerja, pemeriksan atau test dan pelatihan fisik,pendampingan secara langsung dalam kegiatan di lapangan, perlunya dukungan sarana kerja danketersediaan anggaran yang cukup untuk operasional kerja serta pelatihan secara terus menerusdalam membekali pengetahuan dan keterampilan tenaga harian lepas.

Tujuan dari penelitian ini adalah untuk mengetahui komunikasi pemerintah dalam meningkatkankesadaran masyarakat membayar Pajak Bumi dan Bangunan diâ€¦Kelurahan Talikuranâ€¦KecamatanKawangkoan Utara..Kabupaten Minahasa. Penelitian ini adalah penelitian kualitatif yang bersifatdeskriptif. Berdasarkan observasi yang dilakukan pada pemerintah kelurahan dan masyarakat bahwadalam proses komunikasi pemerintah dalam meningkatkan kesadaran masyarakat membayar pajakbumi dan bangunan sudah cukup baik, akan tetapi masih terdapat beberapa hambatan yang ditemuidalam proses pemungutannya. Pada penelitian ini, peneliti memilih 10 orang sebagai informan.
