Abstract

Problem terberat yang dihadapi sepanjang perjalanan umat  manusia adalah menghormati posisi manusia sebagai makhluk yang amat mulia. Perlindungan terhadap kemuliaan manusia secara normatif disepakati dalam wujud Deklarasi Universal Hak Asasi Manusia (DUHAM) yang dideklarasikan pada tanggal 10 Desember 1948 oleh Perserikatan Bangsa – Bangsa. Pro dan kontra dalam mengimplementasikan Hak Asasi Manusia di kalangan kaum muslimin masih terjadi sampai saat ini. Perdebatan itu bermula dari keyakinan umat Islam bahwa ajaran Islam merupakan tuntunan hidup yang teramat sempurna dalam menjaga kehormatan manusia, sedang HAM sebagai kesepakatan manusia modern akibat dari perjalanan panjang penindasan manusia di dunia Barat. Penyandingan nilai Islam dan HAM dalam konteks implementasi norma syari’at agar terjalin secara harmoni ternyata membutuhkan perhatian khusus, dari sekian banyak tokoh, Baderin mencoba untuk memulai pendialogan konsep HAM dan syari’at Islam tersebut.

Abstract

With the existence of the Village Fund Allocation, the village has the authority to regulate and manage its household in accordance with the authority given, which involves the role of the village government as the organizer of public services in the village and as a goal in the process of planning and implementing regional development involving the community at the village level. In carrying out this authority, the village government has revenue resources that are used to finance activities carried out in the village, and this is also based on village policy. This study aims to determine the role of accountability in the management of village fund allocations and village policies for the welfare of villagers. This type of research is quantitative, involving a total of 180 respondents taken according to the purposive sampling technique. The type of data includes primary data obtained through the distribution of questionnaires. This research uses quantitative descriptive analysis, instrument tests, classical assumption tests, multiple linear regression tests, and hypothesis testing. This research was assisted by the SPSS 26 program to process the data. The results of the analysis of 180 people as respondents using multiple linear regression analysis The results showed that the accountability variable of village fund allocation management played a significant role in the welfare of villagers, and the village policy variable played a significant role in the welfare of villagers. For this reason, all hypotheses in the study were accepted.

Abstract

This study explores the relationship between transformational leadership and organizational commitment in higher education. Correlational research methods were used with 54 staff as respondents. This study aims to assess the effectiveness of Green Human Resource Management (GHRM) in enhancing organizational performance. Using a literature review method, it examines key GHRM practices such as green recruitment, environmental training, performance management, and sustainability-oriented culture. The analysis results show a significant positive correlation between transformational leadership and organizational commitment. This confirms that the higher the level of transformational leadership, the higher the level of organizational commitment. These findings are consistent with previous research that highlights the important role of leadership in forming organizational commitment. The practical implication of this research is the need to develop more effective leadership strategies in higher education to increase organizational commitment. Although these findings provide important contributions, this study has limitations in sample size and research design. Future studies could expand the sample scope and explore other factors that influence this relationship.

Abstract

This study analyzes the effectiveness of government policies to improve digital technology-based human resource competencies in Indonesia and identifies barriers to their implementation. Based on a literature review and normative juridical analysis, it was found that while policies such as Presidential Regulation Number 95 Year 2018 have provided a relevant framework, their implementation is still impeded by a lack of innovation in training design, the digital divide in remote areas, and weak coordination between stakeholders. Lack of supportive regulations and low digital literacy among teachers and government employees are also significant obstacles. This research recommends the reinforcement of regulations, improvement of infrastructure, innovation of training programs, and development of a monitoring and evaluation system to support the success of the policy. This study contributes to the strategic evaluation of digital competency policies as a foundational step toward workforce readiness in the industrial era 4.0.

Abstract

This research examines the role of public ethics and Human Resources (HR) governance in public administration as key elements in creating effective and accountable governance. Using a normative juridical approach based on a literature study, this research identifies the challenges of implementing public administration ethics in Indonesia, including corruption, abuse of authority, and bureaucratic pathology. It explores strategies for strengthening public ethics through HR governance policies that are integrated with the values of justice and transparency. The study found that the implementation of public ethics still faces structural, cultural, and lack of regulatory enforcement constraints. HR governance based on meritocracy has proven to be a potential solution to improve bureaucratic integrity. This research highlights the importance of synergy between the principles of public ethics and HR governance to promote good governance in Indonesia. The results of this research contribute to the legal and public administration literature and serve as a reference in the preparation of relevant policies.

Abstract

Cultural identity is crucial for building and strengthening social cohesion in multicultural societies. This research aims to analyze the relationship between cultural identity and social cohesion and identify the main challenges that can hinder social integration. The literature review approach examines various theoretical and empirical perspectives from reputable international journals. The results show that cultural identity can serve as a unifying factor that strengthens the sense of social attachment and solidarity in diverse communities. However, there are a number of issues that hinder the contribution of cultural identity to social cohesion, including social polarization, economic inequality, and a lack of inclusive policies that accommodate cultural diversity. In addition, social changes due to globalization further complicate the dynamics of intercultural interactions. Therefore, it is important to further examine the relationship between cultural identity and social cohesion to develop more effective strategies for dealing with diversity. The implications of this research highlight the need for policies that support inclusive cultural integration, an education system that promotes multiculturalism values, and the strengthening of intercultural dialogue to create a harmonious society. Collective awareness of the importance of cultural identity as a cohesive element of society is expected to strengthen social stability and build more harmonious relationships among different groups.

Abstract

This study examines how agile bureaucratic frameworks are redefining employee roles within the scope of human-centered public service. Drawing from a literature-based analysis, it argues that agility in governance shifts bureaucratic function from procedural compliance to adaptive, empathetic engagement. In this paradigm, civil servants are expected to embody relational intelligence, ethical responsiveness, and collaborative problem-solving. The paper explores how traditional hierarchies are giving way to flat team structures, iterative planning, and citizen co-creation. It also highlights the impact of technological integration on employee expectations and the ethical dilemmas posed by speed-driven service delivery. Emphasis is placed on how employee identity is reconstructed within agile environments through emotional labor, discretion, and accountability. By contextualizing these changes within institutional theory and organizational learning, the paper underscores the importance of culture, leadership, and evaluation mechanisms in sustaining transformation. The findings suggest that agile bureaucracy is not merely a structural innovation but a philosophical redefinition of public work, where flexibility and human values converge. It concludes that without attention to capacity-building, well-being, and systemic coherence, the promise of agility may remain rhetorical. This study contributes to the growing discourse on public sector innovation by reframing bureaucratic reform as an employee-centered endeavor.

Abstract

Leadership and organizational culture include elements that shape and support individuals in achieving set goals, which in turn affect the overall success of the organization. This study intends to identify the impact of transformational leadership and organizational culture on employee performance. For this study, the sample was 120 staff from three universities and the results were obtained through SPSS (26). The research instrument uses quantitative methods, while data analysis techniques include validity, reliability, classical assumption tests, normality, heteroscedasticity, autocorrelation, multicollinearity, t test and multiple regression. The results showed that with the acceptance of the first hypothesis results, it means that transformational leadership (X1) has an effect on staff performance (Y), indicating that this leadership style has a positive impact on the ability of staff to achieve organizational goals. Acceptance of the second hypothesis shows that organizational culture (X2) significantly affects staff performance (Y) positively. This indicates that the values, norms, and practices contained in the organizational culture have an important role in shaping the performance of the staff.

Abstract

Law enforcement and stay permit violation are equally important in immigration law policy in many countries. This article seeks to analyse measures taken by the government to enforce the law to control immigration and the likelihood of stay permit violation within the policy of immigration law. Governments in other countries also take stringent measures to enforce immigration law, involving the arrest and deportation of those who fail to comply with immigration law. However, taking these measures may lead to ultra vires tendencies among immigration officials, human rights violations, and inequality in the system of immigration law, while stay permit violation has been an escalating issue, involving document forgery, overstaying visa, or immigration status misuse for illegal purposes. Tackling this issue should take into account supervision improvement, policy change, and sanction imposition on violators. This study also discusses the essence of maintaining the balance between strict immigration law enforcers and individual rights in immigration. All these measures necessitate transparency in the legal process of immigration, fair access to court, and protection of human rights for all, including immigrants. To face these problems, many countries work along with international organisations and humanitarian agencies to seek better solutions and enforce immigration law while safeguarding individual rights. Further studies are needed to help better understand the impacts of immigration policies on immigrants and to find out how law enforcement can be made more efficient without disrespecting human rights. Abstract

The changing global workforce landscape increasingly requires organizations to implement Age-Inclusive Practices and build Age-Friendly Workplaces to sustainably strengthen work effectiveness in a multigenerational environment. Age-Inclusive Practices, through policies and initiatives that ensure equitable access and development regardless of age, play a crucial role in optimizing the contribution of each employee according to their capacity and uniqueness. This has a direct impact on increasing productivity, work efficiency, and the utilization of diverse generational experiences in the organization. Age-Friendly Workplace focuses on creating a healthy, comfortable and flexible environment, while supporting cross-age collaboration. This kind of work environment increases engagement, accelerates adaptation to change, and strengthens the intergenerational transfer of knowledge that is critical to the continuity of business processes. The synergy of the two concepts has proven to create a more responsive, innovative work system and minimize internal conflicts due to age stereotypes. These practices also reduce turnover and increase loyalty, which directly contributes to stability and work effectiveness at both individual and team levels. The impact can be felt in the improvement of work results, the quality of innovation, and the achievement of organizational goals in an increasingly competitive and dynamic environment. Age-Inclusive Practices and Age-Friendly Workplace build an inclusive corporate culture, and become the main foundation for creating sustainable work effectiveness in the era of multigenerational work.
