Abstract

Despite Indonesia's impressive economic growth, it still lags behind other countries with a similar income level in terms of the quality of its human capital. This paper argues that one key factor explaining this low quality of human capital relates to the lack of focus and clear strategies to develop its education system. This paper attempts to assess Indonesia's current state of human capital development with particular focus on it's education sector. In order to benefit from its demographic bonus, Indonesia needs to to improve its current education and skill training system. Better education and skill training system will support the country's effort to reduce poverty and youth unemployment. The effectiveness of public spending in education should be improved to raise the quality of education. Indonesia needs to integrate its human capital development plans with its economic master plan.

Abstract

This paper aims to analyze the design and implementation of the policy to develop tourism special economic zones (TSEZs) in Indonesia with special reference to Mandalika and Tanjung Kelayang. Using descriptive analysis, it is revealed that these TSEZs have not attracted many investors yet. The policy design to promote the two TSEZs is unattractive, unclear, and at odds with the characteristics of the tourism sector. Furthermore, the implementing institutions have insufficient capacity and professionalism to implement the policy. Various critical actions are necessary to take. First, accelerating the provision of infrastructure. Second, clarifying several regulations to be in compliance with the characteristics of the tourism sector. Third, improving the capacity of the implementing institutions to manage the TSEZs. Fourth, encouraging both TSEZ Managements to collaborate.

Abstract

The Asian economic crisis that erupted in Indonesia in mid-1997 has resulted in fundamental changes in the structure of the Indonesian economy. For instance, although it was a controversial decision, the fuel subsidy has been extensively reduced since 2000 because of government budget constraints. This paper examines the decision of the government to eliminate the fuel subsidy (and increase the price of fuel) from 2000. It also measures to what extent such a decision has affected the level of people’s welfare in 2005. Using regression analysis, the paper indicates that the decision of the government to increase the price of oil, together with several other variables, correlates negatively with the level of people’s welfare. Based on these findings, it is recommended that the government should be careful in responding to the current conditions in the oil market where the world oil price fluctuates and has increased sharply. Instead of increasing the domestic fuel price, there are several actions that the government can take to respond to the increasing world oil price. Among them are implementing a cross-subsidy policy to redistribute income from higher to lower income groups, making comprehensive plans to increase and achieve lifting oil target, and intensifying efforts to diversify sources of energy.

Abstract

Regional based development is an important issue to Indonesia as an archipelago country. One of the alternatives to this issue is tourism development, theoretically tourism-dependent economy expectedly has positive impact to the economy. Regional development based on tourism expectedly can be more progressive were it supported by tourism special economic zones. Therefore, the availability and appropriateness of the infrastructure must be examined. The aim of this research is to map tourism infrastructure condition in Indonesia, identify the obstacles of tourism infrastructure development, and analyze supporting infrastructure for inclusive and competitive tourism economic zones. The results show that there are still different definitions for tourism that affects the policy implementation. Moreover, there is still gap between infrastructure availability and needs in the tourism development, especially in tourism economic zones. Otherwise, community in the tourism economic zones surrounding areas has relatively strong social capital to support tourism. This condition should be the other supporting factors besides proper infrastructure and governance.
