Abstract

This research aims to examine ASEAN cooperation in responding to issues related to marine environmental security due to the exploration of resources in the South China Sea (SCS) region. This research analyze two aspects of environmental security, consist of (1) ASEAN’s collective role in maintaining environmental security and production in the SCS to realize environmental and human security, and (2) the effectiveness of ASEAN cooperation in responding to environmental problems in the SCS through international regime effectiveness theory developed by Arild Underdal. This study utilized a qualitative method by comparing the development of ASEAN MEP cooperation and problem-solving capacity before and after the Declaration for a Decade of Coastal and Marine Environmental Protection in the South China Sea containing institutional setting, power distribution, instrumental leadership, and collaboration level between ASEAN, the epistemic community, and behavioral changes. Data and information obtained from primary sources such as ASEAN official documents and secondary sources consisted of scientific journals and web articles. The findings indicate that ASEAN MEP cooperation has developed towards effectiveness but has not reached the optimum point in solving maritime problems in the SCS.

Abstract

This article aims to examine the reason why India is continuing to maintain cooperation with Taiwan through the “Act East” policy, even though it has not provided high benefits for India? In order to answer the question, this article employed a constructivism perspective related to foreign policy analysis. In constructivism foreign policy analysis, ideas and identity are vital for the state. India's “Act East” towards Taiwan reflects some element of constructivism which encompass ideas, national identity and intersubjective means that influences preference, policy choice and state interest. The first, India’s “Act East” is an idea to revive strategic and historical relations with Taiwan. Second, the positive India-Taiwan intersubjective process formed a shared understanding based on the values of freedom, democracy, human rights, and the norms. Third, the national identity as an emerging power puts India to coexist peacefully with Taiwan and maintain security as well as stability in the region.

Abstract

This article analyses Poland's foreign policy in resisting the European Union (EU) relocation and resettlement schemes from an ontological security perspective. The two aspects of ontological security theory utilized in this article, namely state biographical narratives and discursive strategies, and how these affect the changing pattern of Poland’s foreign policy behavior. The discourse analysis method was employed to interpret narratives developed in society and the ruling power. The results show that Poland's rejection is shaped through narratives propagated as an effort to defend the continuity of authenticity of Poland’s identity as a protector of traditional values, which are rooted in its socio-historical structures and collective memory of nations. Additionally, discursive strategies reveal that Poland has acted as a positive subject rather than an ‘other.’ The article aims to contribute to the development of ontological security studies related to how non-material factors underpin foreign policy behavior.

Abstract

Artikel ini menganalisis hubungan kausalitas antara melemahnya pengaruh Rusia di Suriah dan transisi hegemoni kekuasaan Bashar al-Assad. Penelitian sebelumnya telah membahas hubungan antara Uni Sovit dan Partai Ba’ath, fragmentasi oposisi, krisis kemanusiaan dan ketegangan geopolitik di Suriah. Artikel ini mengisi kesenjangan teoritis dari riset-riset terdahulu dengan menggunakan tiga konsep dari pemikiran Antonio Gramsci, yakni blok historis (historical bloc), transisi hegemonik (hegemonic transition), dan interregnum. Penelusuran proses (process tracing) digunakan sebagai cara menguraikan proses kausal dengan melihat pada urutan kejadian dan hubungan sebab akibat. Argumen artikel ini adalah bahwa blok historis Rusia-Suriah yang terbentuk sejak era Soviet hingga pra kejatuhan Assad melemah karena tiga faktor: (1) pergeseran fokus Rusia ke dua fokus berbeda, yang melemahkan hubungan material (ekonomi-militer) dan non-material (ideologis); (2) meningkatknya tekanan oposisi domestik dari aliansi sosial (social alliance) anti-rezim; da (3) tekanan internasional yang mendorong pergeseran hegemoni Assad. Dalam konteks ini, interregnum yang dimaknai sebagai fase ketidakpastian, berkontribusi pada transisi kekuasaan Assad dan mendorong perubahan formasi politik di Suriah.
