Abstract

Pemberdayaan perempuan kepala rumah tangga (PEKKA) adalah program dari pemerintah yang dikoordinasikan oleh lembaga pemberdayaan perempuan. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana proses Pemberdayaan perempuan kepala keluarga melalui pelatihan kewirausahaan di Zahra Prima Group , Sukamanah, Kecamatan Cipedes, Kota Tasikmalaya. Metode penelitian yang digunakan adalah studi kasus, merupakan salah satu jenis penelitian kualitatif. Informan kunci dalam penelitian ini adalah Program Pendamping Lapangan PEKKA, Kelurahan Cipedes, Kota Tasikmalaya, manajemen, dan 3 anggota kelompok Zahra Prima dengan kriteria; aktif berpartisipasi dalam kegiatan kelompok, memiliki bisnis individu, dan rajin membayar kontribusi tabungan dan pinjaman dalam kelompok. Teknik pengumpulan data melakukan observasi, wawancara, dan dokumentasi untuk lebih memperkuat hasil penelitian di lapangan. Instrumen penelitian yang digunakan adalah lembar observasi, pedoman wawancara yang terdiri dari 3 pedoman untuk asisten, administrator, dan anggota PEKKA, serta menggunakan pedoman dokumentasi. Teknik yang digunakan dalam analisis data adalah pengumpulan data, reduksi data, tampilan data, dan penarikan kesimpulan. Berdasarkan hasil penelitian, dapat disimpulkan bahwa pemberdayaan kepala rumah tangga perempuan melalui pelatihan kewirausahaan dengan proses (1) tahap kesadaran dimana PEKKA diberikan penjangkauan terlebih dahulu, (2) fase transformasi, yaitu memberikan pelatihan dan mendukung pendidikan ke dalam program kewirausahaan, (3) tahap pengembangan kapasitas menuju kemandirian, pemerintah menyediakan dana untuk bisnis yang diusulkan oleh kelompok PEKKA

Abstract

CLC as one of the non-formal educational institutions affected by the COVID 19 outbreak must organize online teaching and learning activities under government instructions as an effort to prevent transmission of the COVID 19 pandemic.  Lack of experience in conducting online learning makes institutions confused about running the learning process due to educators and managers' limited ability to implement online education. It is necessary to study more deeply what learning strategies CLCs should carry out during the pandemic period. The approach used in this study was a mixed-method with 10 CLC respondents spread across West Java. From the findings in the field, learning at CLC during the pandemic was still ongoing. Tutor only used message applications for delivering learning material and evaluation process. They do not even implement it in the online learning management system. For this reason, CLC can pilot a multilevel blended learning system model. The implementation of the model system starts from institutional management, program management, to learning management by tutors.

Abstract

This article examines the role of pentahelix collaboration in promoting human resource development (HRD) for micro, small, and medium enterprises (MSMEs) using a bibliometric approach. Using 180 Scopus-indexed publications from 2016 to 2025, data were processed with VOSviewer to examine publication trends, co-authorship networks, keyword clustering, and thematic development. The findings indicate that Indonesia contributes the largest number of studies, reflecting its central role in the pentahelix-based development discourse. Five thematic clusters were identified, covering institutional collaboration, digitalization, education, cultural values, village empowerment, and collaborative governance. The results show a gradual shift from conceptual discussions to practical applications, particularly in digital transformation and inclusive governance for MSMEs. Emerging themes such as sustainability, women’s empowerment, and ecosystem-based innovation are gaining significant attention. This study contributes theoretically by refining the conceptual framework of pentahelix collaboration in relation to HRD, while practically providing direction for policymakers, educators, and practitioners to strengthen MSME competitiveness through inclusive and adaptive strategies. By mapping the research landscape, this study highlights the importance of multi-stakeholder collaboration as a foundation for building resilient and innovation-driven MSME ecosystems.
