Abstract

Street vendors are economic activities that move in the informal sector that has negative and positive impacts. The Siak Regency Government is addressing the problem of street vendors selling street shoulder by implementing structuring and empowerment. At present the structuring has been carried out with solutions to build people's markets, in contrast to the empowerment of activities carried out unsustainably. The purpose of this study was to determine the Implementation of Regional Regulation Number 12 Year 2007 Concerning Arrangement and Empowerment of Street Vendors in Siak District and the inhibiting factors of structuring and empowering street vendors. This research uses the concept of policy implementation theory according to George C. Edward III in (Sujianto, 2008) which has indicators of Communication, Resources, Disposition, and Bureaucratic Structure. This research method uses a descriptive qualitative method with data collection techniques including: observation, interviews and documentation. Research informants were appointed through purposive sampling and snowball sampling techniques. The results showed that the implementation of the arrangement and empowerment of street vendors was not maximized so that traders were still selling in areas that were prohibited from trading. The inhibiting factors in the Implementation of Regulations on Structuring and Empowering Street Vendors are the socialization of policies, participation of street vendors and budgets. The government should be able to further optimize the implementation of regional regulations on the regulation and empowerment of street vendors with a more assertive and active effort in controlling and empowering.Keyword: Implementation, Management and Empowerment, Street Vendors

Abstract

Research aims to determine changes in genotype characters that appear in the second generation Baas Selem (Oryza sativa L.) mutant (M2) resulting from gamma irradiation. This research was conducted from May to September 2021 in Nyur Lembang Village, Narmada District, West Lombok Regency, West Nusa Tenggara using an Expansion Randomized Block Design (RAK). The treatments used were 26 treatments consisting of 24 mutant plant genotypes and 2 control plants were tested using analysis of variance at the 5% level, then the significant results were tested further using the partition design RAK model. If there is a significant difference between the treatments, a follow-up test is carried out using the BNT test at the 5% level. Based on the results of a one-way analysis of variance for the characters tested from the 26 treatments (24 mutant plant lines namely G23, G87, G46, G65, G15, G34, G39, G5, G61, G54, G22, G74, G41, G72, G85 , G82, G39, G7, G141, G75, G62, G42, G81, and G21, 1 Baas Selem parent and 1 comparison variety, Inpago Unram, showed differences in genotypic characters on parameters of panicle length and number of empty grain per panicles. Abstract

Wingko is a traditional food that has potenstial to be developed. Diversification of wingko can be done by using brown rice flour and soybean flour, which also expected to increase the nutritional content of wingko. The research objective 1). To determine the effect of the proportion of glutinous rice flour, brown rice flour, and soybean flour on the quality of wingko, 2) To determine the financial feasibility of wingko. This research used factorial randomized block design. Factor 1 is brown rice flour and factor 2 is soybean flour. The parameters tested were moisture, ash, crude fiber, protein, and organoleptic tests which included aroma, taste, color, and texture, as well rancidity (physical), and microbial tests (visually). Selection of alternatives using the expectation value methods. Financial feasibility parameters include BEP (Break Even Point), NPM (Net Present Value), IRR (Internal Rate of Return), and PP (Payback Period).The result showed that B2K1 treatment was selected with total expectation value 7.66. This treatment has a yield percentage 9.75%, 13.48% moisture content, 1.96% ash, 6.45% protein, 7.50% crude fiber, 34.60% aroma parameters, 45.60% taste, 40.00% texture, and 13.30% color. The results of financial analysis with parameters of BEP, NPV, IRR,and PP can be concluded that wingko production business design is feasible to be developed
