Abstract

This research focuses on the gap of the extant policy prohibiting imported used clothing that is also has been implemented but the distribution and trade of imported used clothing is still found. The goal of this research is to describe the form, reveal obstacles and support, and explain the strategy of the policy monitor and control by the Deputy III Executive Office of the President. Descriptive qualitative method through techniques of interview, observation, and documentation with data triangulation. Theory used is Policy Control from Nugroho (2018). Combined monitoring already conducted, evaluation based on field data and implementation reports, and there were recommendations as reward. Obstacles found: people still interested in obtaining imported used clothing; existence of mafia that consists of law enforcers; and monitor from external control and policy implementers is not yet intense. Supporting factor is the consistent leadership support. The strategy is to continue to implement monitoring of implementers emphasizing on grace period and to approach related institutions to conduct integrated monitoring. Maintaining the combined monitoring and multi-perspective evaluation is recommended as well as the influence strengthening of the reward. Special task force is needed to tackle the mafia as well as the necessity of the more anticipative strategy of monitor and control scheme.

Abstract

Malalayang Beach Walk (MBW) not only offers beach tourism but also provides facilities that can be used by the community to enjoy time with family. The location of MBW which is not far from the center of Manado City is the choice of the community to exercise while enjoying the sunset. This study aims to analyze the collaborative governance process according to the theory of Ansell and Gash (2008), this study uses a qualitative method, Data collection techniques are carried out through observation, interviews and documentation. The results of this study indicate that the development of the Malalayang Beach tourist location which was previously conventional, was reorganized by the government with a new face which of course became more beautiful and multi-functional. Innovation and collaboration in the development of MPW tourism have been going well, assessed from various indicators of collaborative governance such as face-to-face dialogue, building trust, commitment to the process has been implemented and proven by each actor, but at the stage of sharing understanding, follow-up is needed by holding meetings between the private sector and the government to get the best solution. Collaborative Governance of the actors in the development of MBW tourism is a strategic effort so that an innovation can run according to expectations, each actor plays a role according to their respective roles.

Abstract

Penelitian ini bertujuan untuk memahami tentang pengembangan kompetensi PNS dalam penerapan pelatihan nonklasikal dalam hal ini ­e-learning, faktor penghambat, faktor pendorong serta upaya yang dilakukan di BPSDM Provinsi Sulawesi Selatan. Penelitian ini menggunakan metode deskriptif dengan penelitian kualitatid yang dimana pengambilan datanya didasarkan pada hasil observasi, wawancara dan dokumentasi di BPSDM Provinsi Sulawesi Selatan. Kesimpulan yang diperoleh dari hasil penelitian penulis yaitu pengembangan kompetensi PNS dalam penerapan pelatihan nonklasikal dalam hal ini e-learning masih belum baik dan masih perlu dikembangkan dari program yang digunakan pada proses pelatihan maupun pada proses pelaksanaan kegiatan seperti pengawasan pelaksanaan kegiatan. Hal yang mendorong kegiatan pelatihan dengan e-learning yaitu adanya perubahan zaman menuju era revolusi industri 4.0 yang mengedepankan teknologi dalam hidup masyarakat termasuk dalam pemerintahan khususnya pada proses pengembangan kompetensi PNS serta pandemi covid-19 yang membatasi dilakukannya pelatihan secara klasikal atau tatap muka sehinnga pelatihan dengan model nonklasikal dalam hal ini e-learning harus dilakukan demi untuk memenuhi hak PNS dalam melakukan pengembangan kompetensi berupa pelatihan.
