Abstract

Abstract Regional taxes are one source of Regional Original Income (PAD), one of which is Advertisement Tax which is collected by the district/city level government. The city of Surakarta is an autonomous region with city status under Central Java Province which regulates its own regional income. However, the realization of existing advertisement tax revenues is fluctuating if we look at 2016-2019, the realization of advertisement taxes always fluctuates and even in 2017, the realization of advertisement tax revenues was below the previously planned budget with a difference of 1,065,738,850.00 and only in 2018 -2019 experienced an increase from the target that had been set. Based on the problem description above, the aim of this research is to find out the strategy of the Revenue Agency for Regional Financial and Asset Management in Managing Advertisement Taxes on Original Regional Income in the City of Surakarta, Central Java Province. This research will use a qualitative descriptive method with an inductive approach. Data collection techniques using observation, documentation, interviews (Creswell, 2014).. Data analysis techniques using data reduction, data display/data presentation, drawing conclusions/verification.. From the analysis of research results it is known that from the Internal Environmental Analysis Aspect, especially from Human Resources indicators are still lacking in terms of quantity but in terms of quality they are adequate, from the Fund Sources aspect it is still inadequate in terms of equipment maintenance costs, from the Social Aspect it is found that there is still a lack of public awareness as taxpayers to pay taxes on time and also report the active status of the advertisement and there are still individuals who place advertisements illegally and do not comply with applicable regulations. Abstract

ABSTRACT This research aims to determine the optimization of the implementation of the Regional Government Information System (SIPD) in improving the quality of regional government financial reports in increasing the use of SIPD so that it can improve the quality of regional government financial reporting in Gianyar Regency. This research design is qualitative research using descriptive methods. Data collection techniques use three methods, namely observation, interviews and documentation. The data that has been collected is analyzed according to the Miles and Huberman analysis model, which includes data reduction techniques, data presentation, and drawing conclusions. The theoretical basis that researchers use in this research is to use the theory according to DeLone and McLean with six key elements. System quality, information quality, service quality, intensity of use, user satisfaction and net benefits. Keywords: Information System, Report Quality, Regional Government Financial Reports ABSTRAK Penelitian ini bertujuan untuk mengetahui optimalisasi penerapan Sistem Informasi Pemerintahan Daerah (SIPD) dalam meningkatkan kualitas laporan keuangan pemerintah daerah dalam meningkatkan pemanfaatan SIPD sehingga dapat meningkatkan kualitas pelaporan keuangan pemerintah daerah di Kabupaten Gianyar. Desain penelitian ini adalah penelitian kualitatif dengan menggunakan metode deskriptif. Teknik pengumpulan data menggunakan tiga cara yaitu observasi, wawancara, dan dokumentasi. Data-data yang telah terkumpul dianalisis sesuai model analisis Miles dan Huberman, yang mencakup teknik reduksi data, penyajian data, dan pengambilan kesimpulan. Landasan teori yang peneliti gunakan dalam penelitian ini adalah dengan menggunakan teori menurut DeLone dan McLean dengan enam elemen kunci. Kualitas sistem (system quality), kualitas informasi (information quality), kualitas layanan (service quality), intensitas penggunaan (intention to use), kepuasan pengguna (user satisfaction), serta manfaat bersih (benefit). Abstract

This research focuses on the gap of the extant policy prohibiting imported used clothing that is also has been implemented but the distribution and trade of imported used clothing is still found. The goal of this research is to describe the form, reveal obstacles and support, and explain the strategy of the policy monitor and control by the Deputy III Executive Office of the President. Descriptive qualitative method through techniques of interview, observation, and documentation with data triangulation. Theory used is Policy Control from Nugroho (2018). Combined monitoring already conducted, evaluation based on field data and implementation reports, and there were recommendations as reward. Obstacles found: people still interested in obtaining imported used clothing; existence of mafia that consists of law enforcers; and monitor from external control and policy implementers is not yet intense. Supporting factor is the consistent leadership support. The strategy is to continue to implement monitoring of implementers emphasizing on grace period and to approach related institutions to conduct integrated monitoring. Maintaining the combined monitoring and multi-perspective evaluation is recommended as well as the influence strengthening of the reward. Special task force is needed to tackle the mafia as well as the necessity of the more anticipative strategy of monitor and control scheme.

Abstract

This study aims to analyze the development of E-kelurahan services at Darat Sekip Sub District Pontianak City by using qualitative descriptive analysis of sub district services using electronic access. This research is studied using the concept of sub district functions which are analyzed from various aspects, such as interface, navigation, content, reliability and technical. The results show that the benefits of implementing the e-kelurahan application can be implemented well with the support of state civil servants in Darat Sekib sub district who are able and understand the use of the e-kelurahan application, although there are still obstacles that must be corrected immediately to be better.

Abstract

This research aims to examine the integration of local culture in a smart city. The novelty of this research introduces the concept of a Culturally Integrated Smart City, which emphasizes the importance of integrating the Smart City technology framework with local cultural values so that the development of smart cities becomes more inclusive, sustainable, and rooted in local wisdom. The research used a descriptive qualitative. The main data source in this research was obtained from informants. The initial informants were selected purposefully: people who understand problems in collaborative governance and smart cities. The research found that effective communication through face-to-face dialogue in development planning provides space for the community to convey aspirations, which become part of government policy. In addition, building trust between the government and the community has proven crucial in managing Smart City initiatives, especially in developing technological infrastructure such as CCTV surveillance systems and tourist alley revitalization programs. The commitment of local governments, the private sector, and active community participation in every stage of the implementation of the Sombere-based Smart City in Makassar reflects solid collaboration based on local cultural values. The limitations of this research emphasize the aspects of collaboration and cultural integration in Smart Cities but have not discussed in depth the technical and economic aspects that also affect the sustainability of Smart City.

Abstract

Digital transformation in the public service sector requires readiness and capacity building of State Civil Apparatus (ASN) in managing technology-based services effectively. This study aims to develop a relevant and applicable ASN competency development model to support the implementation of the ePonti application at the Pontianak City Regional Revenue Agency (Bapenda). This application is a digital innovation designed to facilitate online regional tax services. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observation, and documentation. Informants consisted of Bapenda employees and community service users. The results of the study showed a gap in employee competency in three main dimensions: technical competency, digital communication skills, and training effectiveness. Around 70% of employees have mastered basic features such as tax data input and validation, but only 30% understand advanced features such as analytical dashboards and automatic reporting. As many as 50% of employees have not been able to deliver technical education effectively to the public. The training provided is still general in nature, not based on job needs analysis, and has not reached all employees evenly. This study presents a competency development model based on technical integration, digital public communication, and adaptive training. This model also recommends a peer-assisted learning approach to enhance collaboration between employees and support the ongoing digital transformation of public services.

Abstract

Malalayang Beach Walk (MBW) not only offers beach tourism but also provides facilities that can be used by the community to enjoy time with family. The location of MBW which is not far from the center of Manado City is the choice of the community to exercise while enjoying the sunset. This study aims to analyze the collaborative governance process according to the theory of Ansell and Gash (2008), this study uses a qualitative method, Data collection techniques are carried out through observation, interviews and documentation. The results of this study indicate that the development of the Malalayang Beach tourist location which was previously conventional, was reorganized by the government with a new face which of course became more beautiful and multi-functional. Innovation and collaboration in the development of MPW tourism have been going well, assessed from various indicators of collaborative governance such as face-to-face dialogue, building trust, commitment to the process has been implemented and proven by each actor, but at the stage of sharing understanding, follow-up is needed by holding meetings between the private sector and the government to get the best solution. Collaborative Governance of the actors in the development of MBW tourism is a strategic effort so that an innovation can run according to expectations, each actor plays a role according to their respective roles.
