Abstract

The Governor has a role as a coach and supervisor of the formation of regional legal products. In the implementation of guidance and supervision, there are obstacles with the abundance of Regional Legal Products totaling 3800 during 2023 submitted by Regency / City in East Java, both in the form of Draft Regional Regulations (Raperda) and Draft Regional Head Regulations (Raperkada). This dynamic creates a significant imbalance considering that the number of Human Resources (HR) that can handle the complexity of supervision is limited. With so many legal initiatives filed, it is necessary to design a wise approach to ensure that the binwas process is not only effective but also efficient. To identify these problems, this researcher uses empirical legal research, to look at the law in real terms. By using socio-legal, legislative and conceptual approaches. The data collection techniques used interviews, observation, and documentation. The results of the research: 1) The role of the Governor of East Java in the guidance and supervision of regional legal products is very strategic to ensure quality, conformity with higher regulations, and benefits for the community. With the realization of facilitation of only 388 of the total legal products in the past year, regular coordination between local governments and the Provincial Legal Bureau has shown positive results. Policy support, leadership commitment, and human resource development are needed to improve the effectiveness of this process. 2) The role of the Governor of East Java in the guidance and supervision of regional legal products is in accordance with PP No. 33/2018 and Permendagri No. 80/2015. However, there are challenges such as limited human resources and bureaucracy that hinder its effectiveness.

Abstract

This study aims to analyze the relationship between vaccination and the effectiveness of policies to overcome the Covid-19 pandemic in Indonesia. The quantitative analysis method with a dummy variable multiple regression approach was used to examine the vaccination times series data, cases, deaths and recoveries of Covid-19 patients for the period December 2020 – August 2021. The results show vaccination (especially dose 2) and the PPKM policy (Enforcement of Restrictions on Community Activities). have a significant impact on increasing cases, deaths and recoveries of Covid-19. Every 1,000 doses of vaccination has the potential to add 59 recovered patients, 46 new cases and 2 deaths. The impact on recovery is relatively higher than the impact on additional cases and deaths. A similar trend occurs when considering the impact of PPKM policies (micro, emergency and levels 1-4) on the increase in recovery, which is relatively higher than the similar impact on the rate of increase in cases and deaths. The impact on increasing cases and deaths can be said to be a risk that needs to be considered in future policy implementation.

Abstract

Sharia-based Micro, Small, and Medium Enterprises (MSMEs) represent a critical driver of economic development in Indonesia, contributing significantly to employment, poverty alleviation, and local entrepreneurship. In a country with the world’s largest Muslim population, the integration of maqāṣid al-sharī‘ah principles into MSME governance offers a unique pathway toward ethical and inclusive economic growth. This study investigates the institutional, financial, and socio-religious dynamics that shape the performance and sustainability of Sharia-compliant MSMEs. It explores how Islamic economic principles intersect with regulatory frameworks and market practices to influence business outcomes in this sector. The objective is to formulate a conceptual and practical model for strengthening Sharia-based MSMEs in Indonesia. Adopting a qualitative approach, this research utilizes document analysis from regulatory texts, journal articles, and Islamic economic theory. Findings reveal critical challenges in legal harmonization, limited access to Sharia-compliant financing, and inconsistent application of ‘adl (justice), amanah (trust), and raḥmah (compassion) in entrepreneurial practices. However, notable opportunities exist in the areas of community-based empowerment, halal certification, and fintech adoption aligned with Islamic values. This study contributes to both policy and academic discourses by offering an integrative perspective on Sharia-based MSMEs. It highlights the importance of strengthening tawhidic foundations in economic structures and provides a roadmap for policymakers, practitioners, and scholars committed to building an inclusive and just economic system rooted in Islamic ethics.
