Abstract

Abstrak Tujuan penulis melakukan penelitian ini adalah untuk mengetahui Kinerja Dinas Pekerjaan Umum Dan Penataan Ruang Dalam Pengelolaan Sumber Daya Air Di Kabupaten Subang. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan bagaimana Kinerja Dinas Pekerjaan Umum Dan Penataan Ruang Dalam Pengelolaan Sumber Daya Air Di Kabupaten Subang sesui dengan teori Agus Dwiyanto (2012:50-51) berkaitan dengan pengukuran kinerja organisasi terdiri dari 5 indikator yaitu produktivitas, kualitas, layanan, responsivitas dan akunbilitas Dalam penelitian ini menggunakan penelitian pendekatan kualitatif yang bersifat deskriptif, karena penelitian ini bertujuan untuk memperoleh gambaran yang diteliti digunakan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah dan observasi, wawancara, studi kepustakaan, dan dokumentasi. Tidak ada pilihan lain daripada menjadikan peneliti sendiri sebagai instrumen penelitian utama. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan peraturan dan pengolahan data. Hasil penelitian menunjukan bahwa Kinerja Dinas Pekerjaan Umum Dan Penataan Ruang Dalam Pengelolaan Sumber Daya Air Di Kabupaten Subang sesui dengan teori Agus Dwiyanto (2012:50-51) Yaitu Produktivitas, bahwa bahwa rencana dan realisasi yang menjadi capaian kinerja sudah cukup berhasil. Disisi lain masih perlu upaya – upaya akselerasi yang sesuai dengan permasalahan public yang dihadapi baik yang mencakup unsur social, ekonomi, teknis maupun unsur kelembagaan seperti permasalahan yang mencakup tempat penampungan air irigasi atau tidak berfungsi optimal sebagai sumber air setempat dengan tingkat cakupan layanan irigasi. Responsivitas, bahwa sudah diperhatikan dalam kinerja Dinas Kerjaan Umum dan PUPR Kabupaten Subang. Walaupun masih dihadapkan pada kendala dan tantangan yang komplek dan dinamis untuk merealisasikan kehendak masyarakat. Akuntabilitas, bahwa kinerja Dinas PUPR Kabupaten Subang cukup memperhatikan indikator akuntabilitas teteapi upaya meningkatkannya lagi dimasa yang akan datang. Subang Abstract The purpose of the author conducting this study was to determine the Performance of the Public Works and Spatial Planning Office in Water Resources Management in Subang Regency. This research and writing discusses matters related to how the Performance of the Public Works and Spatial Planning Office in Water Resources Management in Subang Regency is in line with the theory of Agus Dwiyanto (2012: 50-51) related to measuring organizational performance consisting of 5 indicators, namely productivity, quality, service, responsiveness and accountability. In this study, it uses a descriptive qualitative approach research, because this study aims to obtain the picture studied used to reveal problems in the working life of government organizations and observations, interviews, literature studies, and documentation. There is no other option than to make the researcher himself the main research instrument. Data sources are obtained from informants through direct observation and interviews and documents are obtained in the form of regulatory regulations and data processing. The results showed that the performance of the Public Works and Spatial Planning Office in Water Resources Management in Subang Regency was in line with Agus Dwiyanto's theory (2012: 50-51), namely Productivity, that the plans and realizations that became performance achievements were quite successful. On the other hand, efforts are still needed to accelerate in accordance with the public problems faced both which include social, economic, technical and institutional elements such as problems that include irrigation water reservoirs or do not function optimally as a local water source with a level of coverage of irrigation services. Responsiveness, that has been considered in the performance of the General Work Office and PUPR of Subang Regency. Although still faced with complex and dynamic obstacles and challenges to realize the will of the community. Accountability, that the performance of the Subang Regency PUPR Office is quite concerned about accountability indicators and efforts to improve it again in the future. Abstract

Abstrak Tujuan penulis melakukan penelitian ini adalah untuk mengetahui Pelayanan publik di Dinas Tenaga Kerja Transmigrasi Energi dan Sumber Daya Mineral Kabupaten Subang (studi kasus pelayanan pembuatan kartu pencari kerja). Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan bagaimana Pelayanan publik di Dinas Tenaga Kerja Transmigrasi Energi dan Sumber Daya Mineral Kabupaten Subang (studi kasus pelayanan pembuatan kartu pencari kerja) berdasarkan indikator kualitas pelayanan menurut Sinambela (2006:6), yakni Transparansi, Akuntabilitas, Kondisional, Partisipatif, Kesamaan Hak, dan Keseimbangan Hak dan Kewajiban. Dalam penelitian ini menggunakan penelitian pendekatan kualitatif yang bersifat deskriptif, karena penelitian ini bertujuan untuk memperoleh gambaran yang diteliti digunakan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah dan observasi, wawancara, studi kepustakaan, dan dokumentasi. Adapun yang masih perlu ditingkatkan yaitu melakukan inovasi dalam memberikan pelayanan pembuatan kartu pencari kerja. Katakunci: Efektivitas, Kartu pencari kerja. This research and writing discusses matters relating to how public services at the Manpower, Transmigration, Energy and Mineral Resources Office of Subang Regency (a case study of the service for making job seekers' cards) are based on service quality indicators according to Sinambela (2006: 6), namely Transparency, Accountability, Conditional, Participative, Equal Rights, and Balance of Rights and Obligations. This study used a qualitative descriptive research approach, because this study aims to obtain an overview of the research used to reveal problems in the work life of government organizations and observations, interviews, literature studies, and documentation. There is no other choice but to make the researcher himself the main research instrument. Data sources were obtained from informants through direct observation and interviews and documents were obtained in the form of regulations and data processing. The results showed that public services at the Subang Regency Energy and Mineral Resources Transmigration Manpower Office based on service quality indicators according to Sinambela (2006:6) regarding the Effectiveness of Job Seeker Card Making Services at the Subang Regency Manpower and Transmigration Office are good enough based on six elements namely transparency, accountability, conditional, participative, equal rights, and balance of rights and obligations. As for what still needs to be improved, namely innovating in providing services for making job seeker cards. Keywords: Effectiveness, job seeker card.

Abstract

Abstract The purpose of this study was to find out how much influence organizational climate has on employee productivity at the Subang Regency Regional Revenue Agency (BAPENDA). This research method is a type of descriptive quantitative research. In its implementation using data collection techniques such as questionnaires, literature studies, and observations with a sample of 92 people to be used as respondents. Abstract

Abstrak Penelitian ini bertujuan untuk mengevaluasi dampak penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) terhadap kualitas pelayanan publik di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Subang. Penerapan SPBE merupakan salah satu upaya pemerintah untuk mendorong transformasi digital dalam penyelenggaraan layanan publik agar lebih efektif, efisien, dan transparan. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan teknik survei, melalui penyebaran kuesioner kepada masyarakat yang telah menggunakan layanan perizinan di DPMPTSP. Penilaian kualitas layanan dianalisis menggunakan model SERVQUAL yang mencakup lima dimensi utama, yaitu keandalan (reliability), daya tanggap (responsiveness), jaminan (assurance), empati (empathy), dan bukti fisik (tangibles). Hasil penelitian menunjukkan bahwa secara umum, penerapan SPBE berdampak positif terhadap peningkatan kualitas pelayanan publik. Responden menilai bahwa sistem digital mampu memberikan informasi yang akurat, pelayanan yang tepat waktu, dan respons cepat terhadap keluhan atau pertanyaan. Selain itu, transparansi proses dan jaminan keamanan data turut meningkatkan kepercayaan masyarakat. Meskipun pelayanan dilakukan secara digital, petugas tetap menunjukkan empati dan kepedulian terhadap kebutuhan individu, serta menyediakan bantuan langsung jika dibutuhkan. Namun demikian, beberapa tantangan seperti gangguan teknis dan keterbatasan literasi digital masyarakat masih menjadi hambatan dalam optimalisasi layanan. Oleh karena itu, perlu adanya strategi peningkatan kapasitas sumber daya manusia, edukasi digital kepada masyarakat, serta pemeliharaan sistem yang berkelanjutan agar kualitas pelayanan publik melalui SPBE dapat terus ditingkatkan. Kata kunci : SPBE, pelayanan publik, DPMPTSP, kualitas layanan, SERVQUAL, digitalisasi pemerintahan   Abstract This study aims to evaluate the impact of the implementation of the Electronic-Based Government System (SPBE) on the quality of public services at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Subang Regency. The adoption of SPBE is part of the government's efforts to promote digital transformation in public service delivery, aiming for greater effectiveness, efficiency, and transparency. This research employed a quantitative approach using survey methods, by distributing questionnaires to community members who had utilized the licensing services provided by DPMPTSP. The quality of services was analyzed using the SERVQUAL model, which includes five key dimensions: reliability, responsiveness, assurance, empathy, and tangibles. The results show that, in general, the implementation of SPBE has had a positive impact on improving public service quality. Respondents reported that the digital system provides accurate information, timely service delivery, and quick responses to complaints or inquiries. Furthermore, the transparency of the process and the security of digital data have increased public trust. Although services are provided digitally, staff members still demonstrate empathy and attentiveness to individual needs, including offering direct assistance when needed. However, several challenges remain, such as technical disruptions and limited digital literacy among some community members. Therefore, strategies for improving human resource capacity, public digital education, and regular system maintenance are necessary to ensure the sustainability and quality of public services through SPBE. Abstract

Abstract The Patimban Port in Subang Regency is a national strategic project that plays a crucial role in supporting logistics development and industrialization within the Rebana Region. However, the complexity of actors and overlapping cross-sectoral authorities requires a collaborative governance approach in managing the port ecosystem. This study aims to analyze the dynamics of collaborative governance in the management and development of the Patimban Port ecosystem and to formulate a collaboration model that aligns with the characteristics of multi-level governance in the region. The research employs a qualitative approach with a case study design through in-depth interviews, field observations, and document analysis of national and regional policies. Thematic analysis was conducted with reference to the collaborative governance model proposed by Ansell and Gash. The findings indicate that inter-agency collaboration has not functioned effectively due to unequal starting conditions between the central and local governments, fragmented institutional design, limited facilitative leadership capacity at the local level, and dialogic processes that are more informative than deliberative. Power asymmetries, the absence of formal collaborative platforms, and low participation from coastal communities further exacerbate the gap between national policy directions and local needs. Based on these findings, this study develops the Patimban Collaborative Governance Model, emphasizing three main pillars: establishing cross-actor collaboration platforms, strengthening facilitative leadership of local governments, and creating structured participatory mechanisms for affected communities. This study contributes to the development of collaborative governance concepts in the context of strategic infrastructure and provides practical recommendations for national, provincial, and Subang Regency governments in building a more inclusive, adaptive, and sustainable port governance system. Keywords:  Collaborative Governance   Abstrak Pelabuhan Patimban di Kabupaten Subang merupakan proyek strategis nasional yang berperan penting dalam pengembangan logistik dan industrialisasi Kawasan Rebana. Namun, kompleksitas aktor dan tumpang tindih kewenangan lintas sektor membuat pengelolaan ekosistem pelabuhan memerlukan pendekatan tata kelola yang kolaboratif. Penelitian ini bertujuan menganalisis dinamika collaborative governance dalam pengelolaan dan pengembangan ekosistem Pelabuhan Patimban serta merumuskan model kolaborasi yang sesuai dengan karakter tata kelola multi-level di wilayah tersebut. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap kebijakan pusat dan daerah. Analisis dilakukan secara tematik dengan merujuk pada model collaborative governance Ansell dan Gash. Hasil penelitian menunjukkan bahwa kolaborasi antarlembaga belum berjalan efektif karena adanya ketidakseimbangan starting conditions antara pemerintah pusat dan daerah, desain kelembagaan yang terfragmentasi, terbatasnya kapasitas kepemimpinan fasilitatif di tingkat daerah, serta proses dialog yang lebih bersifat informatif daripada deliberatif. Ketimpangan kewenangan, minimnya platform kolaborasi formal, dan rendahnya partisipasi masyarakat pesisir memperkuat gap antara arah kebijakan pusat dan kebutuhan lokal. Berdasarkan temuan tersebut, penelitian ini mengembangkan Model Collaborative Governance Patimban yang menekankan tiga pilar utama: pembentukan platform kolaborasi lintas aktor, penguatan kepemimpinan fasilitatif pemerintah daerah, dan mekanisme partisipatif terstruktur untuk masyarakat terdampak. Penelitian ini berkontribusi pada pengembangan konsep collaborative governance dalam konteks infrastruktur strategis serta memberikan rekomendasi praktis bagi pemerintah pusat, provinsi, dan Kabupaten Subang dalam membangun tata kelola pelabuhan yang lebih inklusif, adaptif, dan berkelanjutan.
