Abstract

The overload offense hurts the highway. Namely, it lessens the remaining life on road pavement. Jalan Imam Bonjol has a primary collector road network; a segment of Jalan Imam Bonjol consists of 1 lane with two lanes and has a road width of 8 meters. This study aims to review the impact of vehicle overload on the percentage of overload, vehicle damage capacity (VDF) on flexible pavement, and design life of flexible pavement on Jalan Imam Bonjol with a simulation of increasing overload 20%-100% at 20% intervals.  The method used to analyze the pavement design life is based on the cumulative ESAL results for each change in load weight. ADT data was obtained from a survey on Jalan Imam Bonjol in 2022. The study used the 1993 AASHTO method and the 2017 Bina Marga. From the calculation results in the 20th year, the W18 value for the plan is 461,656,4621 ESAL, and the W18 simulation overload value of 20% in the 20th year is 688,205,1963 ESAL. The increase in the value of W18 resulted in a decrease in the design life in the 17th year, namely the Ri value of -9.215%, and in the 20th year, the Ri value of 49.073%. In contrast, the Ri value in the 20th year was 0% under normal conditions, which could be interpreted As the vehicle being in average condition. The design life of the road that has been determined can last for the period of the plan that has been determined. Then, this study also considers adding the simulated overload to increase by 20%-100% with an interval of 20%, which decreases the design life. In the addition of a simulation load of 40%, the Ri value of -6.370% in the 13th year, at the addition of 60% excess load, the Ri value of -9.693% in the 10th year, the addition of 80% excess load, the Ri value of -1.418% in 7th, and the addition of 100% overload Ri value of -22,426 in the 6th year.

Abstract

The rapid economic growth in major Indonesian cities has led to increased movement of people and goods, particularly in commercial centers, office districts, schools, places of worship, and other urban areas. To accommodate pedestrians while ensuring smooth traffic flow, the government is responsible for providing adequate sidewalk infrastructure. However, in practice, sidewalks often fail to function as intended. In response, the Pontianak City Government plans to expand and enhance sidewalk networks to create a more pedestrian-friendly urban environment. This study applies the Guttman Scale method in accordance with Regulation of the Minister of Public Works No. 03/PRT/M/2014 and Guideline 07/P/BM/2023 to assess sidewalk conditions. Additionally, pedestrian satisfaction is evaluated through interviews using the Likert Scale method. The assessment of existing sidewalk conditions, based on technical guidelines, produced the following results: safety (56.25%), comfort (100%), accessibility (37.50%), aesthetics (87.50%), connectivity (33.33%), and supporting facilities (15%). Meanwhile, pedestrian satisfaction ratings were accessibility (82.83%), climate and natural resilience (85.56%), air quality/odor (86.67%), cleanliness (69.44%), aesthetics (80.83%), safety (81.67%), supporting facilities (76.43%), and obstacles (71.67%). These findings highlight key areas for improvement and underscore the need for comprehensive urban planning strategies to enhance pedestrian infrastructure and overall sidewalk usability in Pontianak.

Abstract

Dalam upaya penguatan masyarakat lokal, perbaikan pengelolaan pemerintahan daerah dan percepatan pembangunan ekonomi masyarakat pedesaan, program PNPM-PISEW tidak dapat dilepaskan dari "pengembangan komoditas unggulan" dan "pemilihan kawasan prioritas". Dua jenis prioritas itu dicanangkan semata demi efektivitas pengembangan. Dalam rangka pengembangan 2 jenis prioritas tersebut, pemerintah menyediakan bantuan teknis serta bantuan stimulus infrastruktur sosial dan ekonomi dasar pedesaan yang diharapkan dapat mendukung upaya pemberdayaan sosial ekonomi masyarakat yang bersangkutan. Selain itu, masyarakat diberi akses dalam pengambilan keputusan, pelaksanaan sampai tahap pengawasan dan pemeliharaannya. Penelitian ini bertujuan mengevaluasi pelaksanaan PNPM-PISEW di desa-desa lokasi penelitian di wilayah Kawasan Strategis Kabupaten, Kecamatan Sengah Temila, termasuk keadaan sosial ekonomi masyarakat sesudah PNPM-PISEW dilaksanakan, dan memetakan faktor pendukung sekaligus faktor penghambatnya. Evaluasi dilakukan dengan menggunakan metode evaluasi pemberdayaan Fujikake. Penelitian ini menggunakan metode deskriptif kualitatif dengan pengumpulan data menggunakan survai, kuesioner dan wawancara. Sikap dan cara pandang warga 3 desa lokasi penelitian terhadap pelaksanaan program PNPM-PISEW cukup baik. Sikap dan cara pandang itu secara umum bukan dipengaruhi oleh jenis suku bangsa, kelamin, tingkat ekonomi ataupun kelompok umur, melainkan oleh tingkat pendidikan dan pola pergaulan. Makin terdidik seseorang dan apalagi disertai sikap terbuka dalam pergaulan, akan semakin baik sikap, cara pandang dan partisipasi mereka terhadap pelaksanaan program yang dibicarakan ini. Pelaksanaan program ini di 3 desa lokasi sasaran secara umum telah berlangsung sesuai dengan rencana. Evaluasi dari sisi hasil memperlihatkan, secara fisik telah dibangun tidak kurang dari 9 Km jalan dan jembatan di 3 desa yang dimaksud, selama 5 tahun program. Sementara secara moral, warga desa telah mendapatkan pencerahan tentang pembangunan partisipatip dan penyadaran pentingnya rasa memiliki dan memelihara hasil jerih payah yang mereka bangun. Betapapun, pencapaian itu belum sepenuhnya memuaskan. Pencapaian tadi, bagaimanapun juga telah memberi dampak positip terhadap kesadaran politik warga, yakni tumbuhnya rasa tanggung jawab yang lebih besar terhadap pembangunan dan kesadaran akan prestasi dan prestise diri yang semestinya diperhitungkan oleh pihak luar.
