Abstract

This research aims to determine Cartesian Model Coordination in Disaster Management (Study at BPBD North Luwu Regency). This type of research is qualitative with data collection techniques carried out by means of observation, interviews, documentation. The data analysis technique used consists of data reduction, data presentation and drawing conclusions. The research results show that many factors influence the level of success of coordination in supporting the effectiveness of BPBD for disaster management in North Luwu Regency. The cooperative relationship between relevant agencies in handling regional disasters is felt to be still less than optimal and effective because rehabilitation, environmental improvement in disaster areas and health rehabilitation are in the not optimal category because rehabilitation activities carried out in the community have not been completed thoroughly due to the lack of available disaster budget, BPBD is less firm and it is clear that the relevant agencies refer more to their previous regulations, and in supervision there is almost no coordination, especially in the form of supervision, informing each other in the form of reports resulting in ineffective work plans that have been made because they are still thinking about personal or group interests that are sectoral ego.

This research uses a qualitative method and produces descriptive data. Data collection is used by interview, documentation, and observation techniques. The data obtained from the research results are processed using interactive model analysis, namely data collection, data presentation, data condensation, drawing conclusions. The results of the study showed that the evaluation of the welfare family card (KKS) improvement program in Salassa Village, Curio District, Enrekang Regency, in general, had not been fully successful from the six (6) evaluation indicators, namely Efficiency, Responsiveness, Effectiveness, Adequacy, Equity and Accuracy. The Responsiveness indicator shows that the community's response is very good with the KKS program, effectiveness shows that it has not gone well because sometimes the distribution of aid is done once every 3 months, Efficiency shows that this assistance has not been said to be efficient because many still do not understand the details of the assistance received, Equity shows that it has not gone well because there are still many people who are classified as underprivileged getting assistance with the Prosperous Family Card, Adequacy shows that it is not enough because this assistance is not evenly distributed, Accuracy shows that this assistance is appropriate because this assistance is in accordance with existing procedures and names. assistance that comes out according to DTKS data. It is suggested that the process of updating the data must be further improved and preferably in the future it is better to prioritize the process of selecting data from RTSM/KSM so that there is no longer dependence on assistance and can utilize the assistance properly.

Abstract

This study aims to determine the Innovation in the use of the Electronic Official Manuscript Application (NADINE) at the Regional Office of the Directorate General of Treasury of South Sulawesi Province. This study is qualitative, therefore to achieve the objectives of the study, data collection techniques are used, namely observation, interviews and documentation. This study uses four indicators, namely Having Uniqueness, Having Characteristics or Elements of Renewal, Having a Planned Program, and Having a Purpose. The results of this study indicate that the Innovation in the use of the Electronic Official Manuscript Application (NADINE) at the Regional Office of the Directorate General of Treasury of South Sulawesi Province can be said to be "optimal" based on the indicators of Miles B, Matthew's theory (1973), namely: 1) Having Uniqueness, lies in the automatic notification feature that informs users when a letter or order comes in, then there is an electronic signature feature that can be accessed anytime and anywhere, and there is a real-time document status tracking feature that makes it easier to monitor document flow. 2) Having characteristics or elements of renewal, this Innovation replaces the paper-based manual system with a more efficient digital system. Then there is a standard template feature in document creation to ensure format consistency and minimize errors. With features such as data encryption and user authentication, documents are protected from unauthorized access. 3) Having a Planned Program, the NADINE Application was designed and implemented to overcome obstacles in the management of correspondence that arose during the COVID-19 pandemic. This innovation involves a program that includes needs analysis, application development, intensive training, system trials, socialization, and technical assistance. With structured training, and continuous evaluation, NADINE has been successfully implemented to support more efficient management of official documents in various units. 4) Having a Purpose, the NADINE Application was created with the aim of improving the official document management system, which was previously still done manually and was often time-consuming and prone to errors. Through the implementation of this application, the process of compiling, archiving, and distributing official documents becomes faster, well-organized, and efficient.
