Abstract

This research starts from situation and phenomenon that is unfair to the social position of women which has been held hostage by a patriarchal culture. The aim of this research is to show the local wisdom that is gender responsive to build gender awareness in creating justice for women. The method used in this research is ethnography with a qualitative descriptive approach. The results of this research show that the legend of the origin of the rice plant in Sumba is a moral story that is aware and fair to gender. The data in this research was obtained from interviews. The results of this research can be used as evaluation material for the people of Sumba so that discrimination against women is no longer permitted.

Abstract

Culture is a dynamic construct that evolves alongside the changing needs of human life. This study seeks to foster cultural awareness among the Sumbanese people regarding the importance of recognizing and empowering women to define their own identities. The aim is to advocate for women's rights within the Sumbanese cultural framework, striving for a more just and egalitarian society. Employing a qualitative ethnographic approach, this research explores the role of local knowledge in shaping social behavior. The findings reveal that, at its core, Sumbanese culture holds deep respect for women, who are seen as moral agents with strong integrity. Moral intelligence, the capacity to distinguish right from wrong, significantly influences individuals’ commitment to integrity and their willingness to challenge cultural norms that marginalize women. The Legend of Mata Likku serves as a powerful expression of local wisdom that can be reinterpreted to catalyze cultural change and dismantle patriarchal systems in Sumbanese society

Abstract

This study aims to analyze collaborative practices between institutions in the provision of Holistic and Integrative Early Childhood Education (HI PAUD) services in Enonapi Village, South Central Timor Regency. HI PAUD is viewed as a strategic approach to achieving comprehensive basic child services, including education, health, nutrition, care, and child protection. The main focus of the study is to explore how collaboration between local actors, village institutions, and cross-sectoral interventions promotes the implementation of HI PAUD, as well as to examine the challenges and gaps that arise in practice. The research method used is a qualitative case study, with data collection techniques including in-depth interviews, participant observation, and document analysis. Data were analyzed using the interactive analysis model of Miles, Huberman, and Saldaña (2014) and a thematic approach with open and axial coding. The results indicate that HI PAUD has been institutionalized through Village Regulations and the establishment of a HI PAUD Sub-Task Force. Collaboration between institutions such as PAUD units, Integrated Service Posts (Posyandu), BKB, KPAD, village government, and development partners is active, although still informal and dependent on external initiatives. Practices such as cross-gender parenting, the use of local foods, the Youth Integrated Service Post (Posyandu Remaja), and health education have shown positive changes in early childhood care patterns and services. However, key challenges include unequal support for state-owned early childhood education institutions (PAUD), suboptimal formal cross-sectoral coordination, and low program literacy among implementers. This study concludes that HI PAUD in Enonapi Village has grown as a community-based service ecosystem but is not yet fully established institutionally. Strengthening operational regulations, a structured village action plan, and cross-sectoral coordination and evaluation mechanisms are needed to ensure a sustainable and inclusive collaborative model.
