Abstract

Keberadaan Kementerian Negara merupakan suatu konsep dari adanya implementasi pembagian kekuasaan secara horizontal yang menjadikan suatu perspektif sangat baik karena secara tidak langsung Kementerian Negara dapat memberikan realisasi solusi yang efektif atas permasalahan yang terjadi di masyarakat. Dengan dianutnya sistem pemerintahan Negara Indonesia yang presidensil, maka presiden memiliki hak prerogatif terhadap roda pemerintahan yang dijalankan. Selain itu presiden juga memiliki hak atas perubahan terhadap Kementerian Negara apabila kinerjanya tidak sesuai dengan apa yang presiden inginkan. Namun, secara moralitas normatif menunjukkan bahwa presiden dapat dipengaruhi oleh kondisi perpolitikan nasional sehingga presiden dapat melakukan reshuffle yang dipengaruhi atas kepentingan pragmatis partai politik yang cenderung menjadi koalisi pendukungnya dalam kontestasi pemilihan umum. Penelitian ini disusun dengan metode penelitian hukum normatif dengan pendekatan konseptual yang terdiri dari bahan hukum primer dan sekunder. Tujuan dari penelitian ini adalah untuk mengkaji lebih dalam bagaimana sistem kementerian yang ideal dalam sistem ketatanegaraan Indonesia dan menelaah kondisi perpolitikan hukum nasional saat terjadinya reshuffle kabinet.The existence of state ministries is a concept of implementing horizontal division of power, from the presidential system adopted by Indonesia, president has the prerogative over wheels of government that are run, president has the right to establish, change and disband state ministries, but normatively the formation, change and dissolution is influenced by conditions national politic. With a conceptual approach and a normative legal research method, primary and secondary legal sources were used to construct this study. This study aims to investigate in further detail ideal ministerial system within Indonesian constitutional framework, as well the state of national legal politics during cabinet reshuffle.

Abstract

Literacy is an individual skill in absorbing knowledge. Most of the educational process depends on literacy skills and awareness. The literacy culture embedded in students affects their level of success, both at school and in community life. The purpose of this community service activity is to provide assistance to village communities in realizing a reading house in Pulau Telo Baru Village, Selat District, Kapuas Regency. The method of the activity is assistance with a qualitative approach from information sources in the form of interviews with the village head and the principal of SDN 1 Pulau Telo Baru regarding the unavailability of a reading house in Pulau Telo Baru Village. The results of this community service have proven to be able to reduce the problem of reading difficulties, provide space to develop literacy interests, the urgent need for a reading room and initiate a Reading House.

Abstract

This study aims to analyze the use of italics and capital letters in the novel Hati Suhita by Khilma Anis based on the General Guidelines for Indonesian Spelling (PUEBI). This study uses a qualitative descriptive approach with text analysis techniques on quotations in the novel that contain italics and capital letters. The results of the study indicate that there are various forms of inconsistencies in the use of italics, especially in words in regional languages ​​(Javanese), foreign terms, and non-standard words that are not italicized as they should be. Meanwhile, errors in the use of capital letters were found in the form of inappropriate capitalization of common nouns, greetings, and after punctuation that does not start a new sentence. Of the total data analyzed, more than half of the quotations showed deviations from applicable spelling rules. These errors have an impact on the clarity of meaning, stylistic nuances, and readers' perceptions of the narrative structure. This study emphasizes the importance of spelling accuracy in literary works, not only as a technical aspect, but also as part of the rhetorical and aesthetic power of the text. These findings are expected to be a reference in editing literary works and teaching Indonesian based on spelling.
