Abstract

Tujuan dari penelitian ini adalah untuk mendapatkan bukti empiris pengaruh DAU, PAD dan Jenis dan Letak Pemerintahan dan Pinjaman Daerah pada Perilaku Oportunistik Penyusun Anggaran Di Kabupaten/Kota Se-Sulawesi Tenggara. Jenis data dalam penelitian ini terdiri atas sumber data sekunder runtut waktu (time series) dari tahun 2011-2016 yang bersumber dari Biro Keuangan Sekretariat Daerah Provinsi Sulawesi Tenggara, Badan Pusat Statistik (BPS) Sulawesi Tenggara, Kajian Ekonomi dan Keuangan Regional Provinsi Sulawesi Tenggara Kantor Perwakilan Bank Indonesia Provinsi Sulawesi Tenggara tahun 2011 – 2016 dan situs Direktorat Jendral Keuangan Daerah Kementerian Keuangan. Untuk analisis digunakan alat  analisis regresi data panel dan diolah menggunakan E-Views 10. Hasil pengujian  hipotesis  menunjukkan bahwa variabel DAU dan PAD berpengaruh positif pada perilaku oportunistik penyusun anggaran, variabel JENIS DAN LETAK memiliki pengaruh yang tidak signifikan dan juga berpengaruh negatif terhadap OPA.Kata Kunci :Anggaran, Legislatif,  Perilaku Oportunistik.

Abstract

Penyelenggaraan pelayanan public yang hari ini terus menerus didorong ke tahap optimal membutuhkan etika profesi dari setiap petugas yang diberi tanggung jawab. Tujuan penelitian ini adalah untuk mengetahui penerapan etika profesi pada petugas perizinan Dinas Perhubungan Provinsi Sulawesi Tenggara terutama dalam mentaati aturan yang ada sehingga mampu mendorong optimalnya pelaksanaan perizinan berusaha berbasis resiko (OSS_RBA) dan mendukung tata kelola pemerintahan yang baik (good government governance). Penelitian ini telah dilaksanakan pada Dinas Perhubungan Provinsi Sulawesi Tenggara sejak bulan Agustus- November 2023. Berdasarkan hasil penelitian yang telah dilaksanakan, maka dapat diambil kesimpulan bahwa Etika profesi yang telah dijalankan dalam pengelolaan perizinan berusaha berbasis resiko (OSS-RBA) pada Dinas Perhubungan Provinsi Sulawesi Tenggara terdiri dari equality (perlakuan yang sama), equity (perlakuan yang adil), loyalty (kesetiaan terhadap konsitusi, hukum, pimpinan dan rekan kerja) dan responsibility (tanggung jawab).

Abstract

One of the reasons for the development of the creative industry is its positive impact on social life, business atmosphere, economic improvement and regional image. Baubau Municipality as an autonomous region is one of the cities that has considerable creative city development potential and already has an economy development masterplan document. The problem that arises is that the knowledge of HR actors is still limited, and this is one aspect that causes business backwardness, in terms of protecting products/services in the creative economy sector of Baubau city, which is difficult to increase the scale of production of superior subsectors. In addition, there are still many works/products that do not state the work produced as the originality of the work/product. This research was motivated by the potential of the leading sector economy in Baubau City, Sultra. But unfortunately it still needs strengthening and development from several aspects. Therefore, the purpose of this study is to identify and analyze what are the priority problems in the development of works/products in Baubau City, and analyze the strengthening and development model of works/products based on potential sources of excellence in Baubau City. The targeted output in this study is articles in accredited national journals ranked 2 and an additional output in the form of a copyright certificate is planned.  The expected output from the results of the implementation of this research is in the form of strengthening models and developing potential resource-based export products in the leading subsector areas in Baubau City so that they can provide recommendations for local government study materials in making policies for the development of works / export products in their superior subsectors.

Abstract

Economic mobility between urban and rural areas is essential for regional development, particularly in Southeast Sulawesi. This study investigates the relationship between business licensing in the transportation sector, good governance, and public trust in enhancing economic mobility. Specifically, it examines how the ease of business licensing influences public trust (H1) and good governance (H2), and how public trust mediates the relationship between licensing reforms and governance outcomes (H3). Adopting a quantitative approach within a positivist paradigm, data were collected through surveys targeting stakeholders involved in transportation-sector licensing. The analysis utilized Structural Equation Modeling with the Partial Least Squares method (SEM-PLS) to test causal relationships. Results indicate that streamlined business licensing significantly improves public trust, thereby strengthening good governance practices. Furthermore, public trust serves as a mediating factor, linking licensing reforms to improved governance outcomes, underscoring its importance for effective policy implementation. These findings underscore the strategic role of licensing reforms in reducing bureaucratic barriers, enhancing transparency, and fostering public confidence—key drivers for urban-rural economic integration. For policymakers, the study highlights that optimizing licensing processes, strengthening governance, and building trust can facilitate investment, improve transportation infrastructure, and accelerate regional economic connectivity. Future research should examine the broader socio-economic implications of licensing system improvements across different sectors and regions to develop more comprehensive strategies for sustainable regional development.
