Abstract

After the ruling of the Constitutional Court (MK), Ministry of Home Affairs (MoHA) and the Provincial Government can no longer revoke the problematic Regional Regulation (Perda) via an executive review. This situation, would increase the difficulty for MoHA to revise the investment-hampering regional regulations. The problematic Regulations includes of Karawang District’s Perda No.1 of 2011 on the Management of Man Power and Bandung City’s Perda No. 19 of 2012 on Disturbance Permit and Charges. Therefore, this study seeks to have a general understanding of the two regulations, the factors that influence the formulation, and to establish a guideline for the formulation of an ideal regional regulation. To achieve those objectives, this research used the descriptive qualitative method. The results of the study reveal that the formulation of regional regulation process is plagued by problems such as the absence of Academic Papers, the insufficient stakeholders' involvements, the lack of monitoring by the provincial government on the district/municipal regulation formulation process, lack of understanding of investment principles and confusion with the regional government control function. The various factors that cause the issuance of problematic regulations are, among others, the central government’s regulatory packages, sociological elements, political elements, multi-interpretation in understanding the central government's regulation, as well as the fiscal capacity of the region. Therefore, the guidance of the Ministry of Home Affairs in supervising the regional government during the formulation process of districts/ municipal regulation related to investment is very much needed.

Abstract

Despite the prominent reputation of West Java amongst Indonesian local government at the national level, waste management situation has remained not optimal. Fatal waste disasters in the form of landslides have occurred in this province. As a response, the Provincial Government of West Java created several regional policies for waste management. One area affected by policy implementation is the region of Nambo. This policy involved a cooperation scheme between the local government and a private entity public-private partnership (PPP) to establish the Nambo Final Waste Treatment and Processing Facility (known locally as TPPAS). This study seeks to examine and analyze the PPP scheme at TPPAS Nambo and produce a policy recommendation that might answer the study problem. Using descriptive methods and the qualitative approach, this study observes that the cooperation scheme has problems, including its financing scheme and the price determination for the refuse-derived fuel. Our analysis focuses on the situation at Nambo’s waste management, descriptions of the implementation of the PPP policy by the government and the private entity, the financing scheme, and optimization of the cooperation policy. This study covers problems, like imperfect waste management, a mazy financing scheme for waste management, and stalled optimization of the PPP policy for waste management. Finally, we recommend that an effective regulation should be the basis of regional cooperation policy in the area of waste management, and coordination across government agencies is required to ensure improvements in waste management performance in the regions.

Abstract

The Ministry of Home Affairs (MoHA), through the Directorate General of Regional Financial Management, created several strategies through several policies to accelerate regional spending. However, the strategies did not increase the realization of the Regional Budget (APBD). Therefore, this study aimed to analyze the strategy implemented by the Ministry of Home Affairs and why these strategies did not significantly impact the absorption of APBD. This study used a descriptive qualitative method with library research.  The study found that one of the strategies, the Memorandum of Understanding between several ministries/agencies for early procurement, has not been effective in alleviating the doubts of regional governments. One possible solution is to ensure that early procurement by regional governments coincides with the preparation of RKA SKPD, as per Presidential Regulation No. 16 of 2018.  MoHA should also promote the use of Evidence-Based Policy (EBP) in regional financial management and encourage the establishment of the Regional Financial Management Laboratory Unit (UPTLPKD). Finally, MoHA should prioritize the development of infrastructure that was delayed due to the COVID-19 pandemic in 2020 and 2021.

Abstract

The Archives and Library Service office of Bangka Belitung Islands (Babel) Province has a vital role in increasing literacy and reading interest in the community. Library users can access library services through the provision of infrastructure that suits the needs of library users. Infrastructure management is carried out to enhance services to library users. This study aims to determine the management of regional library infrastructure for service improvement in Babel Province through infrastructure analysis to enhance literacy and interest in reading, budget management, and human resource competency. This research method used was descriptive qualitative. The results indicated that the Archives and Library Service office of Babel Province had inadequate facilities and infrastructure, such as outdated book collections, poorly maintained shelves and reading tables, and less than optimal circulation facilities. The library has not prioritized budget management related to the procurement of facilities and infrastructure, and human resource competencies resources are not optimal in budget planning and management. The library has not conducted a comprehensive user survey, thus hindering the analysis of user needs and providing service facilities that have not met community expectations. The study concludes that infrastructure and budget planning at the Bangka Belitung Provincial Archives and Library Office has not been implemented optimally, thus obstructing the provision of library services and having an impact on low literacy and reading interest among people in the area.

Abstract

Background: This study analyzes the Bekasi City Regional Archives and Library Office ‘s organizational management issues, specifically budget and human resources. The analysis applies Philip Kohler's organizational management theoryObjective: The study is motivated by challenges in optimal budget absorption, misallocation of funds, and human resource constraints, all of which impact the effectiveness of library services. The primary objective is to develop policy strategies to address these issues, particularly to promote reading habits and a culture of literacy in the communityMethods: The study employed a descriptive qualitative method incorporating interviews, observations, focus group discussions (FGDs), surveys, and document analysisResults: Findings indicated continuous staff training, improved communication and coordination, and innovative library programs are crucial for enhancing budget and human resource efficiency and effectivenessConclusion: In conclusion, targeted policy strategies can overcome existing barriers, foster improvements in the Community Literacy Development Index (IPLM) and Reading Interest Level (TGM), and help the organization achieve its strategic goals

Abstract

Early literacy plays a crucial role in building a strong foundation for children's reading and writing skills. In Salatiga, the Library and Archives Office (Dinpersip) initiated the Salatiga Early Literacy Awareness (Sinisa) program to cultivate children's reading interest from an early age. Although the program holds great potential, its implementation remains limited to book provision and does not fully address essential literacy aspects. This study evaluates the effectiveness of the Sinisa program and identifies the factors influencing its success using a descriptive approach and SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). The findings indicate that the program's strengths lie in Dinpersip's active involvement, content relevance to local culture, and community collaboration. However, it faces several weaknesses, including budget limitations, suboptimal content, and the absence of a clear evaluation framework. Opportunities for program development include cross-sector collaboration and increasing literacy awareness, while the primary threats stem from digital media competition and the lack of commitment from the local government. As a novel contribution to early literacy studies, this research recommends implementing a Community-Based Literacy model that actively involves parents and communities to enhance the effectiveness of the Sinisa program. Additionally, strengthening strategic partnerships between Dinpersip, educational institutions, and communities is essential to fostering a conducive environment for sustained reading interest. These measures aim to optimize the Sinisa program in cultivating a literate generation in Salatiga.

Abstract

This study aims to analyze the challenges and impacts of the Social Inclusion-Based Library Transformation Program (TPBIS) on literacy development in South Bengkulu. Using a descriptive qualitative approach, data were collected through in-depth interviews, field observations, and document analysis. The findings reveal that TPBIS activities often lack alignment with the program’s core objectives, are implemented without strategic planning, and fail to reach diverse community groups. These shortcomings have contributed to low scores in the Community Literacy Development Index and Reading Interest Level. Key challenges include inadequate planning, limited budget, and weak cross-sectoral coordination. Therefore, a clearer understanding of TPBIS objectives, a comprehensive analysis of community needs, and stronger institutional collaboration are necessary to improve program effectiveness and accountability. In this context, the House of Representatives of the Republic of Indonesia (DPR RI), through Commission X, plays a strategic role in ensuring policy effectiveness by overseeing the implementation of TPBIS or similar programs, particularly in ensuring accountability and responsiveness to local needs. Furthermore, DPR RI is expected to encourage increased budget allocations for improving library infrastructure, developing human resource capacity, and fostering synergy among ministries and institutions to support inclusive and sustainable national literacy development.
