Abstract

After the ruling of the Constitutional Court (MK), Ministry of Home Affairs (MoHA) and the Provincial Government can no longer revoke the problematic Regional Regulation (Perda) via an executive review. This situation, would increase the difficulty for MoHA to revise the investment-hampering regional regulations. The problematic Regulations includes of Karawang District’s Perda No.1 of 2011 on the Management of Man Power and Bandung City’s Perda No. 19 of 2012 on Disturbance Permit and Charges. Therefore, this study seeks to have a general understanding of the two regulations, the factors that influence the formulation, and to establish a guideline for the formulation of an ideal regional regulation. To achieve those objectives, this research used the descriptive qualitative method. The results of the study reveal that the formulation of regional regulation process is plagued by problems such as the absence of Academic Papers, the insufficient stakeholders' involvements, the lack of monitoring by the provincial government on the district/municipal regulation formulation process, lack of understanding of investment principles and confusion with the regional government control function. The various factors that cause the issuance of problematic regulations are, among others, the central government’s regulatory packages, sociological elements, political elements, multi-interpretation in understanding the central government's regulation, as well as the fiscal capacity of the region. Therefore, the guidance of the Ministry of Home Affairs in supervising the regional government during the formulation process of districts/ municipal regulation related to investment is very much needed.

Abstract

The DPD never carried-out its task of double-checking the legislation process. DPD membership is also connected with political parties. This study aimed to reexamine the need for the DPD and determine whether the DPD should be preserved or dissolved. This study was limited and focused on the 2004-2019 period and used the literature study and the descriptive method in collecting relevant information. The approach used in this study was a qualitative approach, which was appropriate since the existence of DPD was considered to be multidimensional. The results of the study showed the importance of revitalizing the authority of the DPD. There were a significant gap and inequality of authority between the DPR and the DPD, which was not in line with the bicameral system in other countries. The DPD's affiliation with political parties was very strong, due to multiple interpretations of Law No. 7 of 2017 concerning Elections on the requirements for DPD membership. As such, it is very urgent to optimize the DPD role. The role of the DPD, as a channel for the region's political and economic aspirations and needs in the national policy, should be repositioned according to the demands of the law.  However, if this role is not achieved, this nation should decide to dissolve the DPD. Of course, it should be conducted through a constitutional mechanism, via amendment of the 1945 Constitution.

Abstract

Despite the prominent reputation of West Java amongst Indonesian local government at the national level, waste management situation has remained not optimal. Fatal waste disasters in the form of landslides have occurred in this province. As a response, the Provincial Government of West Java created several regional policies for waste management. One area affected by policy implementation is the region of Nambo. This policy involved a cooperation scheme between the local government and a private entity public-private partnership (PPP) to establish the Nambo Final Waste Treatment and Processing Facility (known locally as TPPAS). This study seeks to examine and analyze the PPP scheme at TPPAS Nambo and produce a policy recommendation that might answer the study problem. Using descriptive methods and the qualitative approach, this study observes that the cooperation scheme has problems, including its financing scheme and the price determination for the refuse-derived fuel. Our analysis focuses on the situation at Nambo’s waste management, descriptions of the implementation of the PPP policy by the government and the private entity, the financing scheme, and optimization of the cooperation policy. This study covers problems, like imperfect waste management, a mazy financing scheme for waste management, and stalled optimization of the PPP policy for waste management. Finally, we recommend that an effective regulation should be the basis of regional cooperation policy in the area of waste management, and coordination across government agencies is required to ensure improvements in waste management performance in the regions.

Abstract

Literacy development in Kalimantan has its ups and downs. Some regions in Kalimantan have experienced increases and decreases. The East Kalimantan ranks in the top 10 provinces with the highest National Reading Interest Level (TGM), and only South Kalimantan achieved the highest Community Literacy Development Index (IPLM). Some other regions experienced a decrease. The aims this research to determine literacy development in Kalimantan, Indonesia with analysis factors hinder it, and what factors contribute to its success. Method research used a descriptive qualitative. The study covered the period 2019 to 2021. The results revealed that several contributing factors to the low literacy development, including limited library human resources, ineffective leadership, bureaucratic politicization, poor planning, and dualism in literacy budgeting. However, the study also identified success factors, such as effective communication between leaders and staff and support from various stakeholders. The research conclusion states that literacy development in Kalimantan of low, identify inhibiting factors, find success factors, and provide recommendations for improvement. In conclusion, the low level of literacy development in Kalimantan is due to several inhibiting factors; however, there are also success factors that can guide improvement. The importance of effective communication and collaboration between librarians and the government to enhance competency and literacy development.

Abstract

The Indonesian political elites tend to use Muslims for their personal interests, instead of making Islam as their moral guide in the political arena, despite Nurcholish Madjid’s (Cak Nur) secularization is needed. For this reason, this research discusses the political ideals of Cak Nur, especially the idea of ​​secularization in the midst of the current political Islam in Indonesia. Using a descriptive method, literature study, and a qualitative approach, the results of the study showed that Islam essentially is not merely a formal structure or composition and collection of laws of the state and government. Islam is the embodiment of tawḥīd. It is a spiritual force that can give birth to a soul that is ḥanīf, inclusive, democratic, and respects society’s pluralism. Therefore, an understanding of more advanced Islamic teachings, such as Cak Nur’s secularization concept which according to Cak Nur's does not lead to secularism; as well as the need for freedom of thought, an idea of ​​progress, and openness to ideas are a necessity in Indonesia. As such Moslem should use a secular lens to view worldly matters that need rational and objective thinking, rather than using faith, Islamic law, ʻaqīda (creed), and ʻibāda (worship) which are spiritual matters.

Abstract

The Archives and Library Service office of Bangka Belitung Islands (Babel) Province has a vital role in increasing literacy and reading interest in the community. Library users can access library services through the provision of infrastructure that suits the needs of library users. Infrastructure management is carried out to enhance services to library users. This study aims to determine the management of regional library infrastructure for service improvement in Babel Province through infrastructure analysis to enhance literacy and interest in reading, budget management, and human resource competency. This research method used was descriptive qualitative. The results indicated that the Archives and Library Service office of Babel Province had inadequate facilities and infrastructure, such as outdated book collections, poorly maintained shelves and reading tables, and less than optimal circulation facilities. The library has not prioritized budget management related to the procurement of facilities and infrastructure, and human resource competencies resources are not optimal in budget planning and management. The library has not conducted a comprehensive user survey, thus hindering the analysis of user needs and providing service facilities that have not met community expectations. The study concludes that infrastructure and budget planning at the Bangka Belitung Provincial Archives and Library Office has not been implemented optimally, thus obstructing the provision of library services and having an impact on low literacy and reading interest among people in the area.

Abstract

Background: This study analyzes the Bekasi City Regional Archives and Library Office ‘s organizational management issues, specifically budget and human resources. The analysis applies Philip Kohler's organizational management theoryObjective: The study is motivated by challenges in optimal budget absorption, misallocation of funds, and human resource constraints, all of which impact the effectiveness of library services. The primary objective is to develop policy strategies to address these issues, particularly to promote reading habits and a culture of literacy in the communityMethods: The study employed a descriptive qualitative method incorporating interviews, observations, focus group discussions (FGDs), surveys, and document analysisResults: Findings indicated continuous staff training, improved communication and coordination, and innovative library programs are crucial for enhancing budget and human resource efficiency and effectivenessConclusion: In conclusion, targeted policy strategies can overcome existing barriers, foster improvements in the Community Literacy Development Index (IPLM) and Reading Interest Level (TGM), and help the organization achieve its strategic goals

Abstract

This study examines power relations in the context of literacy improvement in East Java Province. In addition to the persistent stagnation in TGM and IPLM scores, the Library and Archive Office (Dispusip) of East Java Province also faces unequal access to and varying quality of library services, which are crucial in improving literacy levels in East Java. These challenges are deeply intertwined with power relations, where leaders wield dominant influence over decision-making processes and policy implementation. This study employed a combination of descriptive and literature review methods, with data analysis conducted through a qualitative approach. It uncovered various factors and implications related to power relations within the Library and Archive Office (Dispusip) of East Java, particularly the hierarchical power structures and centralization. In this context, the Secretary of the Library Office (Sekdis) played a dominant role in shaping decision-making processes. The outcomes of centralized power encompassed power imbalances and internal conflicts within the Dispusip, including a noteworthy observation that numerous librarians launched programs without seeking approval from their leaders. Furthermore, the study highlights the librarians’ challenges in adapting to evolving demands, primarily stemming from limited human resource capabilities, which consequently lead to a decline in their performance. In response to these intricate challenges, this study underscores the importance of promoting open dialogues through participatory forums, implementing the principles of good governance, and empowering individuals by enhancing their skills and knowledge base.

Early literacy plays a crucial role in building a strong foundation for children's reading and writing skills. In Salatiga, the Library and Archives Office (Dinpersip) initiated the Salatiga Early Literacy Awareness (Sinisa) program to cultivate children's reading interest from an early age. Although the program holds great potential, its implementation remains limited to book provision and does not fully address essential literacy aspects. This study evaluates the effectiveness of the Sinisa program and identifies the factors influencing its success using a descriptive approach and SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). The findings indicate that the program's strengths lie in Dinpersip's active involvement, content relevance to local culture, and community collaboration. However, it faces several weaknesses, including budget limitations, suboptimal content, and the absence of a clear evaluation framework. Opportunities for program development include cross-sector collaboration and increasing literacy awareness, while the primary threats stem from digital media competition and the lack of commitment from the local government. As a novel contribution to early literacy studies, this research recommends implementing a Community-Based Literacy model that actively involves parents and communities to enhance the effectiveness of the Sinisa program. Additionally, strengthening strategic partnerships between Dinpersip, educational institutions, and communities is essential to fostering a conducive environment for sustained reading interest. These measures aim to optimize the Sinisa program in cultivating a literate generation in Salatiga.
