Abstract

Sustainable agricultural practices are the best solution to resolve widespread degradation of agricultural land in Indonesia. However, application of this practices in Indonesia are still very limited. Many empirical studies show that private agricultural land is an incentive that encourages farmers to apply sustainable agricultural practices. This research aimed to analyze relationship between agricultural land ownership and adoption of sustainable agriculture practices. The main data source used is 2017 Food Crop Cost Structure Survey. OLS and 2SLS methods are applied to estimate impact of agricultural land ownership. Regression results indicate that private land motivates farmers to adopt sustainable agricultural practices.

Abstract

Fisheries in Indonesia has a huge potential that if were to be developed adequately will help boost the economic growth. The potential is substantial, however the level of consumption still low compared to other country with lower fisheries potential. To find ways in developing the fisheries sector, this research would like to study the impact of shock of income—through the direct cash transfer—towards the fish consumption level. By understanding this, policymaker would be better equipped on finding the right program to increase its level of consumption in Indonesia. This research is using the quantitative method through the differences-in-differences analysis in finding the impact of income shock towards the fish consumption pattern by seeing the differences before and after the direct cash transfer program were carried out. The data used for this research came from the Indonesian Family Life Survey (IFLS) wave 3 to 5. In order to increase the validity of the result, this research used the Heckman Selection Model to reduce the potential bias. The result of this research finds that the impact of the direct cash transfer—as an income shock—actually lower the level of fish consumption amounting to Rp 326,25. There are several possibilities as to why this is happening, which are: (1) the elasticity of income for fisheries sector; (2) the status of fish as inferior goods for Indonesian; and (3) huge potential does not translate into a cheaper price for consumption.

Abstract

For indigenous peoples, agriculture is still the basis of their lives. However, for the Kanekes people, agriculture is usually used as a ritual to worship their beliefs, so it becomes local wisdom that is the forerunner to the food security of the Kanekes people. This research aims to determine local wisdom, a determining factor in Urang Kanekes (Baduy) food security, and its contribution to food security in Lebak Regency and Banten Province. Using a mix-method for a qualitative approach to Urang Kanekes' local wisdom, producing the central system of huma rice farming, which is stored in Leuit, is local wisdom that plays a role in food security, and apart from farming, he sells honey, durian, brown sugar, and becomes a tour guide who visits Kanekes. The quantitative approach uses regression with Lebak Regency and provincial-level data. First, panel data regression for 28 subdistricts in Lebak Regency for 12 months from 2020-2021 shows that Leuwidamar Subdistrict, where Urang Kanekes is located, has a higher rice stock than the average for other subdistricts in Lebak Regency, for every month throughout the year. Second, multiple regression was applied to 4 food indices (security, availability, affordability, and usefulness) with data from 8 regencies/cities in Banten Province between 2018-2021. The research results show that local wisdom through farming and storing it in barns is an essential pillar of food availability for a community, in this case, the Urang Kanekes community, where food security at the community level will contribute to subsequent levels up to the national level.

Abstract

UMKM di Indonesia berkembang pesat sebagai motor penggerak ekonomi dan penyerap tenaga kerja terbesar, namun masih menghadapi kendala seperti akses permodalan, bahan baku, dan pemasaran. Koperasi dengan nilai kolektivisme, yang merupakan ciri khas budaya Indonesia yaitu gotong royong, berpotensi menjadi solusi karena fokusnya yaitu kesejahteraan anggota. Penelitian ini bertujuan untuk menganalisis pengaruh kolektivisme terhadap partisipasi IMK dalam koperasi dan dampaknya pada omzet usaha, serta mengidentifikasi layanan koperasi yang paling berpengaruh terhadap peningkatan omzet pelaku usaha mikro kecil. Menggunakan data Survei Industri Mikro Kecil (VIMK) 2019, metode yang digunakan adalah Instrumental Variable (IV). Hasil menunjukkan bahwa kolektivisme tinggi berpengaruh positif dan signifikan terhadap kemungkinan IMK menjadi anggota koperasi. Partisipasi dalam koperasi berpengaruh positif dan signifikan terhadap omzet usaha IMK. Layanan pemasaran, penyediaan bahan baku, dan pinjaman modal berpengaruh signifikan terhadap peningkatan omzet, dengan layanan pemasaran memiliki dampak terbesar. Namun, pelatihan berpengaruh negatif terhadap omzet, sementara sertifikasi tidak menunjukkan pengaruh signifikan. Hasil penelitian menunjukkan bahwa partisipasi dalam koperasi meningkatkan omzet usaha, terutama melalui layanan pemasaran, dan menunjukkan perlunya peningkatan efektivitas pelatihan serta kesadaran akan pentingnya sertifikasi.

Abstract

Kemiskinan merupakan salah satu faktor utama yang mempengaruhi keberadaan pekerja anak di Indonesia. Penelitian ini bertujuan untuk menganalisis pengaruh kemiskinan terhadap pekerja anak, serta mengeksplorasi pengaruh program Keluarga Harapan (PKH) dan kepemilikan lahan, khususnya pada rumah tangga petani. Penelitian ini juga menelaah variabel kontrol seperti ukuran rumah tangga, jenis kelamin kepala rumah tangga, lapangan usaha kepala rumah tangga, dan lokasi tempat tinggal rumah tangga. Metode yang digunakan adalah analisis regresi logistik dengan data yang diperoleh dari Survei Sosial Ekonomi Nasional (SUSENAS). Hasil penelitian menunjukkan bahwa rumah tangga dengan status miskin memiliki probabilitas lebih tinggi untuk memiliki pekerja anak, sementara rumah tangga petani yang memiliki lahan cenderung memiliki probabilitas yang lebih kecil untuk mempekerjakan anak. Selain itu, variabel kontrol seperti ukuran rumah tangga dan jenis kelamin kepala rumah tangga juga berpengaruh signifikan terhadap keberadaan pekerja anak. Kesimpulan dari penelitian ini adalah bahwa kemiskinan menjadi faktor utama yang mendorong rumah tangga untuk mempekerjakan anak, sedangkan kepemilikan lahan pada rumah tangga petani dapat mengurangi risiko pekerja anak. Implikasi kebijakan dari hasil penelitian ini adalah perlunya reformasi agraria untuk memberikan hak kepemilikan lahan yang lebih luas kepada petani, sehingga dapat mengurangi angka pekerja anak dan meningkatkan kesejahteraan keluarga.

Abstract

The aim of this study is to determine the effect of the Village Fund policy on poverty rates in Indonesia using the head count index (P0), poverty gap index (P1) and poverty severity index (P2), by applying a combination of quantitative and qualitative methods. The quantitative phase uses a panel data model at the district/city level that receives village fund policies in the span of 2015 – 2020, while a case study in Kenebibi Village in Belu Regency, East Nusa Tenggara Province (sample village) serves as the qualitative phase. Based on the estimation results of the fixed effect model, the village fund policy is statistically proven to reduce P0 but has no effect on P1 and P2. This results were then confirmed through the findings of qualitative research, which shows that the priority programs of the village fund policy in the form of development and community empowerment had not fully benefited the poor of the village, especially the lowest poor groups. Thus, the poverty gap and the severity of poverty could not be solved by village funds. The results of this study suggest that the government needs to evaluate the formulation of village fund allocations by taking into account the gap and severity of poverty, considering the existence of marginal communities as village characteristics, including involving the lowest poor community groups in the village.

Abstract

Sistem sawah “gilir ganti” menjadi salah satu penyebab rendahnya capaian realisasi sertipikasi tanah dalam program pendaftaran tanah sistematis lengkap (PTSL) di Kabupaten Kerinci. Pemerintah melalui Peraturan Pemerintah Nomor 24 Tahun 1997 (PP No.24/Tahun 1997) dalam Pasal 31;, Peraturan Menteri Negara Agraria/Kepala BPN Nomor 3 Tahun 1997 (PMNA 3/1997) dalam Pasal 90; dan Peraturan Menteri Agraria dan Tata Ruang/Kepala BPN Nomor 16 Tahun 2021 (Permen ATR/KaBPN 16/2021) dalam Pasal 90 dan Pasal 90 A UU No. 5 tahun 1960 dan PP No 24 tahun 1997 telah memfasilitasi masyarakat pemilik sawah “gilir ganti” untuk memiliki sertipikat dengan keseluruhan nama pemilik tercantum dalam sertipikat ataupun hanya nama waris matrilineal (garis keturunan ibu) sesuai adat istiadat di Kabupaten Kerinci. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis penyebab masyarakat pemilik sawah “gilir ganti” tidak mensertipikatkan tanah sawahnya, untuk selanjutnya menawarkan solusi mengenai sertipikasi tanah sawah “gilir ganti” milik bersama komunal milik bersama milik bersama di Kabupaten Kerinci. Penelitian menggunakan metode penelitian deskriptif analitik dengan pendekatan kualitatif melalui kuesioner; telaah dokumen; dan in depth interview dengan informan yang dipilih dan ditentukan. Hasil penelitian menunjukkan bahwa penyebab masyarakat pemilik sawah “gilir ganti” tidak mau mensertipikatkan sawahnya karena mereka tidak paham tentang pentingnya sertipikat tanah; tanah “gilir ganti” dipunyai oleh banyak pemilik (memiliki ahli waris yang banyak); dan masyarakat masih banyak yang belum mengetahui tentang sertipikat tanah dengan kepemilikan bersama. Disamping Penyebab lainnya adalah bahwa hal tersebut tidak diperbolehkan oleh ninik mamak dan tengganai, adanya kebingungan tentang siapa yang akan memegang sertipikat, dan nama siapa yang tercantum di dalamnya. Selain di samping itu, masyarakat merasa terbebani dengan pajak-pajak dan administrasi lain yang akan muncul jika tanah mereka disertipikatkan.   The shifting system of rice field land is one of the causes of the low achievement of land certification realization in the Complete Systematic Land Registration Program (PTSL) in the Kerinci Regency. The government through regulation number 24 of 1997 (PP 24/1997) chapter 31;, regulation of agrarian minister number 3 of 1997 (PMNA 3/1997) chapter 90; and regulation of agrarian and spatial planning minister/head of BPN number 16 of 2021 (Permen ATR/KaBPN 16/2021) chapter 90 and 90A, UU No 5 of 1960 andPP No 24 of 1997has facilitated the community of shifting rice field owners to have a certificate with the entire owner’s name listed on the certificate. This study aims to identify and analyze the causes of the behavior of shifting rice fields owners who do not want to certify their fields. This study uses a descriptive-analytical research design with a qualitative approach through questionnaires, document review, and in-depth interviews with selected and determined informants. This research shows that the community who owns shifting rice fields who are not interested to certify their fields because they do not understand the importance of land certificates; the rotational land has many owners or heirs; there are still many people who do not know about joint ownership land certificates. People are also do not want to certify their land because ninik mamak and tengganai are not allowed them to do it; there is confusions about who will hold the certificate and whose name is on it. The other reason is because the community feels burdened with taxes and other administration if their land is certified.
