Abstract

Salah satu implikasi dari adanya perubahan politik pasca Reformasi 1998 telah mendorong lembaga DPR menjadi lebih demokratis dan akuntabel. Hal tersebut setidaknya memberikan performance baru bagi DPR yang sebelumnya dinilai kurang berperan dalam menjalankan fungsinya pada masa Orde Baru, maka pasca reformasi peran dan fungsi DPR RI dikembalikan ke koridornya sebagai lembaga legislatif yang menjalankan fungsi legislasi. Namun, didalam pelaksanaannya terjadi beberapa permasalahan. Pasca pemilu tahun 2014, tepatnya ditahun 2015 sampai 2017 ada beberapa RUU (Rancangan Undang-undang) yang tidak bisa diselesesaikan dengan baik oleh badan legislatife ini.  Tercatat pada tahun 2015 dari 39 RUU prioritas hanya 3 yang akan disahkan. Setelah itu tahun 2016 dari 50 RUU prioritas hanya 10 Yang akan disahkan dan ditahun 2017 daru 52 RUU perioritas hanya 6 yang akan disahkan, ini jelas bahwa produk legislasi yang diahasilakn sanglah minim. Ini disebabkan oleh ketidakadanya komitmen badan legislatife didalam penyelesaian RUU. Tarik ulur kepentingan diinternal serta kepentingan individu maupun kelompok juga salah satu penyelesaian dan pengesahan RUU menjadi tertunda sehingga tidakadanya keharmonisasian didalam Badan Legislatif.

Abstract

This study analyzes and discusses the democratization of the political oligarchy circle in assessing comparative political oligarchy between the new order (ORBA) and the reformed regime. The authors used a literature review method, which is through journals and reports that associate the goal of this research and had descriptively designed the study through data obtained from the said sources. Findings generated in this study are the comparison between the state of political oligarchy in the new era and the post-reform era. Seen over time, the democratization process increasingly shows a paradoxical situation. It illustrates that the political dynamics and democratic freedoms of citizens are being controlled, as a reflection of perplexed democracy perceived with detachment during the New Order authoritarian regime. Political actors also have taken advantage of the transition building a consolidated political force and repositioning itself into a storefront network of governmental power. However, the transition process aided the rise of a black-market democracy – entrepreneur oligarchs whose hunger for political power and wealth brought them to control the growth and direction of democracy. A problem that this research wants to examine.

Abstract

Forests are the source of community life. In recent years the problem of natural disasters in forest fires (Kerhutla) in two provinces in Kalimantan and Sumatra has been very detrimental to the state and local communities. Disasters are events that can be social, economic and political. Based on the results of this study it can be concluded that forest fires compared to 2015 and 2019, the largest forest and land burning was in 2015, which is the largest forest and burning area of around 2.6 million hectares. Meanwhile, in 2019 forest and land fires will reach 328,722 hectares. On average, forest fires are caused by humans such as land clearing and illegal logging, land clearing usually occurs every year, but this time the forest fires are organized. they are irresponsible parties who deliberately ride local communities to intentionally commit forest fires. In this study, research is analyzed through state-centric and communal analysis and market-based dynamics. The result is when viewed from the state-centric that the State through its governmental institutions has issued several policies at the national level to the local level while these countries are invited to participate in international cooperation to reduce and minimize fires. If viewed from a communal analysis that forest fires are not free from the surrounding culture. This is evidenced by the tradition claimed every year to open land for settlements. Apart from illegal logging and when viewed from a Market Based analysis that forest fires are precisely caused by companies that play to their advantage. In the case of forest and land fires, there is actually an interest to be achieved from forest and land fires. There is some data that results that there is political competition by the local political elite so that the forest fires occur. Forest fires will continue if the government cannot provide strict laws to irresponsible parties. The state must be present as a tool to control its citizens so as not to burn forests and land that harms the country.

Abstract

The study in this research is related to collaboration between government and social organizations in disaster management and how social capital grows in the community after the Merapi eruption. This study takes the case of the Mount Merapi Eruption Disaster Management in the Special Region of Yogyakarta. Whereas the method used in this research is qualitative-descriptive collected through journals, books, and important documents related to the eruption management of Mount Merapi eruption. The findings in this study indicate that after the eruption in 2010 grew disaster-aware communities. That is, social resilience in disaster preparedness in the face of Merapi eruption can be done by forming a disaster response community that organizes young people to be involved in disaster response. The community was formed because of the principles of humanity and volunteering. Besides this community was formed because of social cohesion, trust, and solidarity. In addition, this community was formed because of an active group in creating a network or a mass base so as to have a positive impact on the actual information to the local community. empowerment and political action are also separated from the formation of this disaster response community such as support from the government and all relevant stakeholders in providing training and empowerment to local communities. this collaboration is needed so that disaster is more systematic and planned.

Abstract

Penelitian ini mendeskripsikan serta menganalisis mengenai pemanfaataan peningkataan Bonus Demografi Kota Samarinda dalam pelaksanaan pesta demokrasi tahun 2024, dalam perjalannya menghadapi peluang dan tantangan unik dalam meningkatkan partisipasi pemilih, terutama dengan memanfaatkan bonus demografi yang didominasi oleh generasi Z (Gen Z). Bonus demografi di Kota Samarinda memberikan potensi signifikan dengan tingginya jumlah penduduk usia produktif, namun tantangan seperti apati politik, kurangnya pengalaman politik, dan dampak media sosial pada kesehatan mental generasi muda menjadi hambatan yang perlu diatasi.Penyelenggara pemilu, terutama Komisi Pemilihan Umum (KPU) Kota Samarinda, berupaya meningkatkan partisipasi pemilih melalui sosialisasi, edukasi pemilih, dan penekanan pada pemilih pemula. Dengan jumlah pemilih yang terus meningkat, Kota Samarinda memiliki potensi untuk memberdayakan generasi muda dalam proses demokrasi, tetapi langkah-langkah konkret harus diambil untuk mengatasi tantangan yang ada. sehingga untuk mendalami topik yang dibahas maka penelitian ini menggunakan metode deskriptif dengan pendekatan penelitian studi literatur yang bersumber dari teori-teori yang relevan. terhadap permasalahan dalam penelitian ini, selain itu bukti-bukti nyata dalam penelitian ini didukung oleh beberapa sumber media massa yang akurat dan terpercaya dalam melakukan penelitian yang mendalam. Selaras dengan data survei dan perkembangan demografi yang dijelaskan dipembahasan, maka temuan penelitian ini bahwa Kota Samarinda memilki bonus demografi yang terus meningkat ini dibuktikan dengan adanya Data Pemilih Tetap (DPT) dengan adanya peningkatan ini maka penelitian ini menekankan pentingnya untuk melakukan pendidikan politik, literasi media, dan lingkungan politik yang inklusif untuk memastikan bahwa bonus demografi tidak hanya menjadi angka statistik, tetapi juga mendorong partisipasi aktif generasi muda dalam membangun masa depan demokratis yang berkelanjutan.

Abstract

The management of archives is a critical function within governmental and private organizations, ensuring the preservation and accessibility of vital information. General Background: In response to the rapid advancements in information technology, the Government of Samarinda implemented a technology-based archival management system to improve efficiency and effectiveness. Specific Background: The study focuses on the implementation of this system within the Library and Archives Service of Samarinda, where traditional archival challenges such as the fragility of paper documents and the need for quick information retrieval necessitated a shift towards digital archives. Knowledge Gap: Despite the implementation of technology-based systems, there is limited research on their effectiveness within Indonesian governmental institutions. Aims: This study aims to evaluate the effectiveness of technology-based archival management in the Samarinda Library and Archives Service, focusing on document transfer, storage, indexing, and access control. Results: The findings indicate that the digital archival management system is effective in enhancing the security and accessibility of documents, with processes such as document scanning, digital storage, and indexing significantly improving archival practices. However, challenges such as inadequate storage capacity and network issues persist. Novelty: This study provides new insights into the specific challenges and successes of implementing a technology-based archival system in a governmental context in Indonesia. Implications: The research underscores the importance of continuous improvement in infrastructure and training to fully realize the benefits of digital archival systems, highlighting the need for enhanced server capacity and network reliability to support the increasing volume of digital archives. This study contributes to the broader understanding of digital archival management within the public sector, offering practical recommendations for similar initiatives in other regions. Abstract

General Background: Cultural preservation is a pressing issue in Indonesia, where traditional heritage faces erosion due to modernization and shifting values. Specific Background: Lung Anai Cultural Village in East Kalimantan, home to the Dayak Kenyah Lepoq Jalan community, embodies rich traditions such as traditional dance, weaving, carving, and ceremonies, yet these practices are declining, particularly among youth. Knowledge Gap: While traditional institutions are recognized for safeguarding culture, limited empirical research examines their operational roles, youth engagement, and contextual challenges at the village level. Aims: This study analyzes the role of the Lung Anai Traditional Institution in preserving cultural heritage, identifying its functions, supporting factors, and obstacles. Results: Using a qualitative descriptive approach with interviews, observation, and documentation, the study reveals the institution’s pivotal role in channeling community aspirations, promoting cultural practices, and mediating with the village government. However, limited youth participation and inadequate training hinder effectiveness, while community solidarity and local leadership provide strong support. Novelty: This research delivers a granular, village-level analysis of how traditional institutions navigate modernization pressures while sustaining intangible heritage. Implications: Findings highlight the necessity for targeted youth engagement and capacity-building programs to strengthen traditional institutions as cultural stewards in rural Indonesia. Highlights: Traditional institutions are central to preserving Lung Anai’s Dayak Kenyah cultural heritage. Youth disengagement and lack of training threaten continuity of traditions.
