Abstract

In today's modern politics, the presence of women in the world of politics is urgent. Democracy also mandates equal access and participation of women and men on the basis of equality, in all areas and levels of public life, especially in decision-making positions. Currently, the issue of gender equality has become a prominent issue in development platforms, not only in Indonesia but also in the world. Looking back, in the past, women's position in politics was marginalized, women had a very small portion compared to men. This is because there is a patriarchal culture that is not friendly towards women. The constructive socio-cultural understanding that was adopted at that time placed women as if they were only allowed to take care of domestic matters. In Bungo Regency, the results of the 2019 legislative election produced 5 DPRD members who were women. It is hoped that their existence will be able to fight for women's needs. This research was conducted on the performance of Council members in accommodating and conveying to the government the needs of women. women's rights, violence against women, reproductive health, gender equality, and promoting pro-women policies in the DPRD. The informants in this research are female members of the Council, and stakeholders. The results of this research show that the female DPRD members of Bungo Regency are trying in a limited number to take various steps to convey the aspirations of Bungo women. This can be seen from Regional Regulation Number 1 of 2021 concerning Maternal and Child Health. Then in the field there are discussion forums about femininity, for example counseling, mentoring women, etc. Apart from that, in Bungo itself, in the everyday world, such as the world of work, the world of education and the world of politics, there is no discrimination.

Abstract

This research aims to understand the approach taken by elected legislative candidates toward the Indigenous Anak Dalam (SAD) community in Bukit Suban Village, Air Hitam District, Sarolangun Regency. The background of this study is based on the approach of legislative candidates in addressing the SAD community, many of whom are illiterate and have a mindset that has not been touched by schooling or the education process, making it difficult for them to communicate with the surrounding society. Legislative candidates must truly guide and engage with them so that they are willing to connect with the candidates, with the hope of gaining votes as expected. In this study, the author uses a qualitative descriptive analysis method. The informants are members of the SAD community and legislative candidates who are competing in the 2024 legislative elections. To collect data, the author conducted literature studies, field studies, and documentation studies. The results of this research show that the approach to the SAD community as voters must be different from the approach to the general population. Therefore, the legislative candidates use traditional, behavioral, and rational approaches. The solution is to be patient and persistent when approaching the SAD community and to provide them with rights and duties as Indonesian citizens, while respecting their customs and traditions.

Abstract

Berdasarkan Undang-Undang Nomor 22 Tahun 2009 Pasal 74 Tentang Lalu Lintas Angkutan Jalan. Maka Pemprov Jambi mengadakan program pemutihan pajak kendaraan bermotor sebagai bentuk dukungan pemerintah dalam meringankan beban masyarakat dalam melunasi tunggakan pajak. Selain pembebasan denda dan diskon pokok pajak, Pemprov juga memberikan diskon pokok pajak dan Sumbangan Wajib Dana Kecelakaan Lalu Lintas Jalan (SWDKLLJ) serta bebas pokok dan denda bea balik nama kendaraan bermotor II dan kendaraan lelang dengan tujuan sebagai upaya meningkatkan Pendapatan Asli Daerah Jambi pada sektor Pajak Kendaraan Bermotor. dalam hal ini UPT SAMSAT Bungo telah melaksanakan program dari Gubernur Jambi ini, berdasarkan data yang diperoleh peneliti diketahui bahwa dari tahun 2017 sampai 2021 realisasi penerimaan Pajak Kendaraan Bermotor pada SAMSAT Bungo selalu meningkat dan melebihi target yang ditentukan. Penelitian ini dilakukan dengan tujuan untuk mengetahui dan menganalisis kebijakan dari Pemerintah Daerah Provinsi Jambi dalam program pemutihan Pajak Kendaraan Bermotor pada UPT SAMSAT Bungo dari tahun 2017 sampai 2021, serta menganalisis faktor yang menjadi pendukung dan penghambat dalam pelaksanaan program tersebut. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif. Sumber data yang digunakan adalah sumber data primer dan sekunder dengan jumlah infoorman 6 orang. Hasil penelitian ini dianalisis dengan menggunakan teori Grindle, yang meliputi variabel isi kebijakan dan variabel lingkungan kebijakan. Dari hasil penelitian menunjukkan bahwa dibalik tercapainya realisasi pajak kendaraan bermotor masih banyak faktor yang mempengaruhi tingkat kepatuhan wajib pajak dalam membayar Pajak Kendaraan Bermotor, terdapat faktor-faktor yang mempengaruhi seperti faktor pendukung maupun faktor penghambat yang muncul dari instansi dan dari wajib di SAMSAT Kabupaten Bungo.

Abstract

This study aims to examine the involvement of ninik mamak (traditional elders) in Dusun Tanah Tumbuh in resolving social conflicts. The research was motivated by the frequent occurrence of social conflicts in Dusun Tanah Tumbuh. The method used in this study is a descriptive method with a qualitative approach. The technique used to select informants is purposive sampling (a sampling method based on specific considerations). Data collection techniques include observation, interviews, and documentation. The results of the study show that the solutions offered by the ninik mamak of Dusun Tanah Tumbuh to resolve social conflicts involve two main methods: mediation and customary court hearings. The ninik mamak have fulfilled their role as enforcers of customary law in accordance with prevailing customary regulations. This role is evidenced by their direct involvement in customary court proceedings and their recommendations in the decision-making process. Another role played by the ninik mamak is acting as intermediaries or mediators in conflict resolution. The challenges faced by the ninik mamak in resolving social conflicts include non-compliance from disputing parties during both mediation and customary court processes, dissatisfaction with the outcomes of these processes, and a lack of public understanding regarding customary court procedures, which often leads to public debate and controversy.

Abstract

This study aims to determine the application of wrong discordant customary law and hakam in Dusun Baru Village, Tabir District, Merangin Regency. To find out the obstacles faced in the application of wrong discordant customary law and rights in Dusun Baru Village, Tabir District, Merangin Regency. As well as to find out the efforts of traditional institutions to overcome obstacles in the application of wrong discordant customary law and rights in Dusun Baru Village, Tabir District, Merangin Regency. In this research, the location is Dusun Baru Village, Tabir District, Merangin Regency. The reason for choosing this location is because the researcher sees that the Rantau Panjang Inner is the largest mind in Tabir District and still maintains customary laws and rights. This research was carried out from January to March 2021. The results showed that the application of discordant customary law and hakam in Dusun Baru Village Tabir District, Merangin Regency where violations of this provision were subject to a maximum fine of one chicken, one bushel of rice and one coconut. , and the height of a goat, forty (40) bushels of rice and a sack of cloth. Constraints faced in the application of wrong discordant customary law and hakam in Dusun Baru Village, Tabir District, Merangin Regency, have a low level of public awareness of obedience to customary rules, especially the younger generation. Efforts by traditional institutions to overcome obstacles in the application of wrong discordant customary law and hakam in Dusun Baru Village, Tabir District, Merangin Regency include Approaching the Community and Recording Customary Law and Hakam.
